The Employed Homeless: A Crisis In Public Policy, Frederick A. Diblasio, John R. Belcher, Kathleen A. Connors

The Journal of Sociology & Social Welfare

Departing from the conventional wisdom of who constitutes the homeless, the "employed homeless" emerge as a subgroup of the homeless population in a state-wide Maryland Study (n= 178) at 25 shelter facilities. Twenty-four percent. of the homeless were found to work fulltime and eleven percent part-time. Gender disability, health, previous mental health hospitalization, military experience and education were significantly associated with employment status in the bivariate analysis. From these exploratory findings a theory of economic dislocation is hypothesized.

He lost a finger, the top of two others and part of the thumb on his left hand, and was also injured above the eye. The decline in property value can be due to owner's act or exogenous act from the operation of landfills. Landfill neighbors, especially home owners, perceive landfill operation to pose environmental safety problem such as ground water contamination and methane gas leakage that could affect home value.

Owners of landfills, especially those landfills that accept only dry waste (limited purpose landfill), claim that since their facilities meet the requirements of environmental regulations and the type of waste they accept could not possibly produce methane gas and leachate there is no property value impact of their facilities.

Specially protected areas (SPAs) in Turkey were initiated in 1990 with the special interest of Prime Minister Turgut Özal and pressure from international agreements signed by Turkish Government. As of 1992, there were 12 SPAs in 5 provinces, most of them were on shorelines of lakes or seas. The decision making of SPAs policy in Turkey fit to muddling through. Public Policy And The Energy Needs Of Low Income Families, W.M. Theisen

The Journal of Sociology & Social Welfare

The Iowa legislature debated whether to change its utility disconnection policy. The debate centered around three questions: 1) whether family size or income influences energy consumption; 2) whether elderly people consume more energy than families; and 3) whether energy subsidies foster increased energy use and energy waste. This paper reports energy consumption patterns for a sample of low income people. Economic demand theory predicts that energy consumption will increase as income increases. This hypothesis was statistically rejected. Second, legislators assumptions about energy consumption were formulated into hypotheses. These hypotheses were statistically rejected.

The UN Supervisor instructed Victim No.1 to straighten the sticks marking where the mines had been destroyed because some had fallen over "due to rain". The victim took two steps and a mine exploded under his right foot. The victim "suffered severe leg injury resulting in amputation of right leg above the knee and splinters on his penis and testicles". The UN Supervisor was knocked over but "did not sustain any injuries".

In developing strategies for economic development, state governments must target base industries that bring income into the state and drive the rest of the economy. This article presents a case study of industry analysis and development strategy for Massachusetts, focusing on the state's base industries. Particular attention is paid to the role of industry clusters — groups of industries linked through customer, supplier, or other relationships, and typically concentrated geographically as well. After assessing strengths and weaknesses of the state's economy, the author concludes that despite the current severe recession, the state possesses the basis for renewed growth. In his latest budget message the Governor points to achievement of a "real, but fragile fiscal balance. " On the credit side of the ledger, he cites four balanced budgets, reduced reliance on one-time revenues, no new taxes, five tax cuts, no deficit borrowing, and a triple upgrade in bond rating. On the debit side are continued spending pressures, slow tax revenue growth and burdensome levels of debt.
