Precursors Of Terrorism In The Democratic Republic Of The Congo, Israel Kabashiki

Walden Dissertations and Doctoral Studies

Since 1996, the Democratic Republic of the Congo (DRC) has been entangled in a cycle of violence. Extensive crimes that include summary executions, rapes, and the use of child soldiers are frequent in the eastern provinces of the DRC. Little is known, however, about the factors that have contributed to the emergence of these ongoing acts of terror. The study provides insights into the antecedent conditions of terrorism in this country. The purpose of this quantitative correlational research study is to examine the precursors of the conflict in the DRC. The study provides the opportunity to understand the degree and …

Continuity Of Operations Planning At Historically Black Colleges And Universities In Alabama, Lewis Alvin Eakins Jan 2016

Continuity Of Operations Planning At Historically Black Colleges And Universities In Alabama, Lewis Alvin Eakins

Walden Dissertations and Doctoral Studies

Continuity of operations planning for Historically Black Colleges and Universities (HBCUs) is critical for institution sustainability. The absence of such planning can result in an HBCU closing for an extended period of time after a disaster resulting in loss of revenue, research projects, students, faculty, and staff. There is a void of information on the extent of continuity of operations planning at HBCUs and how these institutions would continue functioning after a disaster. Using resilience theory as the foundation, the purpose of this qualitative case study was to explore the extent of continuity of operations planning at HBCUs in Alabama …

Impact Of Poverty On Undocumented Immigrants In South Florida, Julio Warner Loiseau Jan 2016

Impact Of Poverty On Undocumented Immigrants In South Florida, Julio Warner Loiseau

Walden Dissertations and Doctoral Studies

Poverty in the United States has been widely explored, but very seldom does research consider the impacts of poverty among undocumented immigrants. As a result, policymakers are unable to account for or accommodate the unique needs of undocumented immigrants. Using Dalton's theory of the psychology of poverty, this case study explored the experiences of undocumented immigrants in Immokalee, Florida to better understand how the current policy landscape impacts their existence and livelihoods. The data were collected through 18 interviews with undocumented immigrants and a review of government data related to poverty among this population from the United States Census Bureau, …

A Case Study: Parents' Views Of The Program Everlasting Peace, Meshonda Moore Jan 2016

A Case Study: Parents' Views Of The Program Everlasting Peace, Meshonda Moore

Walden Dissertations and Doctoral Studies

Juvenile crime among females is on the rise in the United States and is currently at an all-time high. Girls who are at risk for committing juvenile crime are at greater risk than boys for experiencing sexual trauma and exploitation as well as depression. Additionally, adolescent females have a higher rate of status-offense reoffending than do adolescent males. Using Kubeka's conceptualization of trauma theory, the purpose of this case study was to determine whether Everlasting Peace (EP), an evidence-based counseling program in Georgia, successfully provided gender-specific treatment for female juvenile offenders. Data were collected through interviews with 20 parent/guardian of …

An Investigation Of Patterns Of Adolescent Driving Behaviors Resulting In Fatal Crashes And Their Implications On Policy, Cheryl May Leonard

Walden Dissertations and Doctoral Studies

The purpose of this quantitative study was to investigate whether there is a statistical relationship between accident-related factors including use of drugs or alcohol, speeding, driver distractions, gender, driver drowsiness, practice of dysfunctional driving maneuvers, and use of occupant protection devices, and fatal vehicle crashes among young teen drivers. Secondary archival data from 84 North Carolina crashes occurring between 2009 and 2013 and involving young teen drivers between the ages of 15 and 18 years were obtained from North Carolina Department of Motor Vehicles Form 349 crash reports. These data were analyzed using chi-square tests for goodness-of-fit, chi-square tests for …

Public Perception And Privacy Issues With Dna Regulations And Database In Alabama, Thea Denean Hall Jan 2016

Public Perception And Privacy Issues With Dna Regulations And Database In Alabama, Thea Denean Hall

Walden Dissertations and Doctoral Studies

The Combined DNA Index System (CODIS) database is utilized in all 50 states for matching DNA evidence with criminal suspects. While each state administers CODIS, which ultimately feeds into a national database, little is understood about how citizens in states perceive the utility of such a database and how their perceptions and knowledge of DNA could impact state policy changes though voting. Research also suggests that the "CSI Effect" may impact how citizens perceive the role of a national DNA database. Grounded on Gerbner's cultivation theory, the purpose of this study was to determine if, in Alabama, there is a …

Texas Sheriff Perceptions Of The Militia Movement, John F. Fisher Jan 2016

Texas Sheriff Perceptions Of The Militia Movement, John F. Fisher

Walden Dissertations and Doctoral Studies

With the election of President Barack Obama, the United States has seen a steady increase in the number of right-wing militia groups. The Southern Poverty Law Center and the Department of Homeland Security have claimed that the various militia groups are a dangerous domestic terrorism threat. Law enforcement perceptions of the threat that these militia groups pose served as the focus of inquiry in this multiple case study. These perceptions were explored through the theoretical frameworks of groupthink, Credulous Bayesianism, and nudge theory. A purposeful sample of 12 local sheriffs in Texas were interviewed in an attempt to identify common …

Veterans First Contracting Program Preference Hierarchy: Effect On Veteran-Owned Small Business, Harry Parker Jan 2016

Veterans First Contracting Program Preference Hierarchy: Effect On Veteran-Owned Small Business, Harry Parker

Walden Dissertations and Doctoral Studies

U.S. Department of Veterans Affairs (DVA) leaders created a Veterans First Contracting Program (VFCP) under Public Law 109-461 to provide procurement opportunities for veteran-owned small businesses (VOSBs) and service-disabled veteran-owned small businesses (SDVOSBs). However, DVA leaders established a preference hierarchy that increased opportunities for SDVOSBs and decreased opportunities for VOSBs. Research was lacking regarding the effects of the preference policy on VOSBs as a distinct small business category. The purpose of this phenomenological study was to explore and understand the experiences of 20 VOSB owners actively enrolled in the VFCP from Maryland, Virginia, and District of Columbia. Through the lens …

The Usa Patriot Act And Punctuated Equilibrium, Michael Sanders Jan 2016

The Usa Patriot Act And Punctuated Equilibrium, Michael Sanders

Walden Dissertations and Doctoral Studies

Currently, Title II of the Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism (USA PATRIOT Act) Act of 2001 appears to be stalled as a result of controversy over the intent and meaning of the law. Proponents of the title advocate the necessity of the act to combat modern terrorism, whereas opponents warn of circumventions of the Fourth Amendment of the U.S. Constitution. Using punctuated equilibrium as the theoretical foundation, the purpose of this case study was to explore the dialogue and legal exchanges between the American Civil Liberties Union and the Department of …

Government 2.5: The Impact Of Social Media On Public Sector Accessibility, Wayne E. Woods Jan 2016

Government 2.5: The Impact Of Social Media On Public Sector Accessibility, Wayne E. Woods

Walden Dissertations and Doctoral Studies

Innovative approaches to communicating with the masses continue to evolve in the private sector, while accessibility of goods, services, and public information within federal, state, and local government organizations has been declining for decades. This situation has resulted in a lack of trust and sense of isolation from communities. At the same time, the implementation and use of social media have increased exponentially. Despite the simultaneous occurrence of these events, limited research has explored the connection between them. Specifically, the purpose of this case study was to address the central research question of whether the adoption of social media platforms …

Female Circumcision: A Phenomenological Study Of Somalian Immigrant To The United States, Emmanuel Fai Tatah Jan 2016

Female Circumcision: A Phenomenological Study Of Somalian Immigrant To The United States, Emmanuel Fai Tatah

Walden Dissertations and Doctoral Studies

Female circumcision (FC) is the partial or total removal of the female genitalia for nonmedical reasons. This study was designed to examine the lived experiences of Somali women who underwent FC before coming to the United States. FC is widely carried out in Somalia with a prevalence of 98%, making Somalia the country with the highest percentage of circumcised women. There are short- and long-term consequences associated with FC such as bleeding, infection, and death. Therefore, it is important to understand how Somali women who underwent FC think and feel about circumcision, why they would continue the practice, and whether …

A Study Of Satisfaction With Online Learning In Workplace Training, M. Anita Jones Jan 2016

A Study Of Satisfaction With Online Learning In Workplace Training, M. Anita Jones

Walden Dissertations and Doctoral Studies

The American workplace and American culture have rapidly transitioned to online learning and are now more dependent on technology. Yet, in spite of a multitude of studies that explored online learning, it has not been established whether managers are satisfied with application of technology to training. The purpose of this study was to examine receptiveness as expressed by satisfaction with effectiveness of online training among managers to determine if a relationship exists for age, position, and length of service. The research was based on theoretical foundations of Herzberg's theory of motivation and Herzberg's theory of job satisfaction. The goal of …

Public Sector Leaders' Strategies To Improve Employee Retention, Michael D. Izard-Carroll Jan 2016

Public Sector Leaders' Strategies To Improve Employee Retention, Michael D. Izard-Carroll

Walden Dissertations and Doctoral Studies

The U.S. Department of Labor and Statistics consistently reports significant employee turnover in the public sector, including the federal, state, and local levels. High turnover results in compromised public goods and services provided to a community. The widespread nature of the problem and the scarcity of literature focusing on employee retention strategies in the public sector merited this case study. Public sector leaders from Western New York who had implemented employee retention strategies in a public organization comprised the population for the study. Cost-benefit theory, human capital theory, and social capital theory provided the conceptual context for developing and executing …

A Study Of Collaborative Leadership In South Carolina Alcohol Enforcement Teams, Michael Dale George Jan 2016

A Study Of Collaborative Leadership In South Carolina Alcohol Enforcement Teams, Michael Dale George

Walden Dissertations and Doctoral Studies

In 2007 South Carolina funded 15 regional coordinators to work with local law enforcement agencies and alcohol and drug commissions to create 16 community alcohol enforcement teams to improve enforcement of underage drinking laws. Previous researchers have suggested that collaborative leadership is needed for effective teams, yet little is known about the factors that serve as barriers to and facilitators of, collaborative leadership in alcohol enforcement teams. The purpose of this phenomenological study was to explore the lived experiences of coordinators involved in leading the alcohol enforcement teams in South Carolina. The theoretical framework used was Cameron, Quinn, DeGraff, and …

Technology Distractions On Patrol: Giving Police Officers A Voice, Andrew David Dasher Jan 2016

Technology Distractions On Patrol: Giving Police Officers A Voice, Andrew David Dasher

Walden Dissertations and Doctoral Studies

Distraction while using mobile technology devices such as a cell phone or tablet computer is a common occurrence within the civilian population of the United States. U.S. police officers are increasingly utilizing these types of devices within the patrol environment. However, little is known as to how distraction affects police officers while they interact with these devices in the course of their daily duties. The purpose of this qualitative study was to explore how officers process potential officer safety issues on patrol, while interacting with mobile technology, by questioning participants' perception of distraction. This was accomplished through a phenomenological paradigm …

An Ethnographic Study Of Traumatic Brain Injury Survivors Returning To Work, Bruce Santy Jan 2016

An Ethnographic Study Of Traumatic Brain Injury Survivors Returning To Work, Bruce Santy

Walden Dissertations and Doctoral Studies

People who suffer a traumatic brain injury (TBI) experience challenges in returning to work differently and at a rate that surpasses the return to work transition for people who experience other types of disabling injuries. In part, this challenge is a result of a lack of policy structure that promotes the successful return to work transition. The purpose of this ethnographic study was to explore the policy implications of the return to work transition for TBI survivors, address the gap in the literature, and identify key factors that contribute to the success of return-to-work programs in Washington State. A hybrid …

How Tenure In Higher Education Relates To Faculty Productivity And Retention, Cindy Kay Manjounes Jan 2016

How Tenure In Higher Education Relates To Faculty Productivity And Retention, Cindy Kay Manjounes

Walden Dissertations and Doctoral Studies

Some public university systems are considering abolishing tenure as a cost-saving mechanism, but little is known about how this change may impact organizational outcomes related to faculty retention and research productivity. Using Almendarez' human capital theory, the purpose of this concurrent mixed methods study was to explore how tenure relates to faculty retention and productivity at a convenience sample of public universities in mid-western states. Qualitative questions focused on faculty perceptions of factors that affected retention and productivity. Quantitative data from the Integrated Postsecondary Education Data System and publicly available information from institutions was used to explore questions about relationships …

Traffic Enforcement, Policing, And Crime Rates, Marc Weiss Weiss Jan 2016

Traffic Enforcement, Policing, And Crime Rates, Marc Weiss Weiss

Walden Dissertations and Doctoral Studies

Law enforcement agencies believe that traffic enforcement, in addition to reducing fatalities associated with automobile collisions, may also reduce the incidence of public order crimes. The academic literature, though, has largely failed to address this phenomenon. The purpose of this correlational study was to use Kelling and Wilson's broken windows theory to evaluate whether a statistically significant relationship exists between traffic enforcement rates and public order crimes in South Carolina. Secondary data from 5 counties were acquired from the South Carolina Department of Public Safety and the South Carolina Law Enforcement Division for the time period 2008 through 2012. Statistically …

Alignment Of Standards, Assessment, And Compliance For A Residential Support Provider Organization, Monique Day Jan 2016

Alignment Of Standards, Assessment, And Compliance For A Residential Support Provider Organization, Monique Day

Walden Dissertations and Doctoral Studies

Although Code of Maryland policy mandates multidisciplinary, integrated teams for residential service provider organizations (RPOs) for an intellectual/developmental disabilities (IDD) population, alignment criteria to identify and evaluate the functional characteristics of such teams do not exist. This ambiguity has resulted in potential conflict in the goals of service delivery, as well as misaligned quality assessment and policy development criteria. The intent of this general qualitative study was to use complex adaptive systems theory and Vitkiene's work on corporate ethos to determine whether the services provided by a single RPO were consistent and aligned with the regulatory mandate set by the …

Perceived Effects Of The Affordable Care Act On Emergency Preparedness, Tanya Marie Scherr Jan 2016

Perceived Effects Of The Affordable Care Act On Emergency Preparedness, Tanya Marie Scherr

Walden Dissertations and Doctoral Studies

National healthcare as executed through the Patient Protection and Affordable Care Act (ACA) was introduced in 2010, but was discussed for several decades prior to its enactment. Section 5210 of the ACA established funding for a Regular and Ready Reserve Corps (RRRC) to provide support to local healthcare entities with emergency preparedness. It is unknown what impact Section 5210 of the ACA has had on local emergency preparedness, as well as what obstacles are encountered with implementing this piece of legislation at the local level. The purpose of this case study was to understand the obstacles encountered at a local …

After-School Activities Policy And The Atlanta Fulton Public Library System, Vincent Chukumah Jan 2016

After-School Activities Policy And The Atlanta Fulton Public Library System, Vincent Chukumah

Walden Dissertations and Doctoral Studies

Public libraries are evolving from their traditional role as promoters of literacy to a new role as providers of community resources, including after-school activities for teenagers. A policy mandate for such activities appears to be lacking though, which might impact negatively their effectiveness. The purpose of this study was to get a better understanding of the existing policy and implementation mechanisms of after-school activities offered by the Atlanta Fulton Library System in Georgia to at-risk teenaged patrons. Moore's theory of innovation and public value provided the theoretical framework for the study. An embedded case study research design was used to …

Exploring The Use Of Texting Within San Antonio Texas Police Emergency Reporting, Deborah Lee Almendarez Jan 2016

Exploring The Use Of Texting Within San Antonio Texas Police Emergency Reporting, Deborah Lee Almendarez

Walden Dissertations and Doctoral Studies

The introduction of wireless device text messaging, as an alternative to a citizen placing a telephone call for police help, generates the need for new polices and processes relevant to police call-taker, police dispatcher, and police officer response to reported emergencies. Little scholarly research explores the policy issues around the use of text 9-1-1 within public safety answering point operations. Using systems theory as the foundation, the purpose of this qualitative case study was to explore the potential use of written communication via a wireless device text message for reporting a police emergency. Research questions focused on the reciprocal relationships …

Perceptions Of Homeless Individuals Regarding Public Housing Use, Shirley Elaine Hicks Jan 2016

Perceptions Of Homeless Individuals Regarding Public Housing Use, Shirley Elaine Hicks

Walden Dissertations and Doctoral Studies

Research on how homeless individuals perceive shelters, housing programs, and their agents has been limited, especially in relation to the reasons for engaging in or avoiding programs. This phenomenological study explored the perspectives of chronically homeless individuals in Wake County, North Carolina, regarding shelters and housing programs, examining their reasons for using or not using shelters or public housing. Using Glidden's structuration theory as the framework, the research questions for this study were based on exploring the perceptions of homeless individuals use of public resources related to housing and shelters to better understand why some use, and perhaps more importantly, …

Examining Alignment Between Canadian Municipal Police Performance Evaluation Policies And Officer Perceptions, Birdella Wilson Jan 2016

Examining Alignment Between Canadian Municipal Police Performance Evaluation Policies And Officer Perceptions, Birdella Wilson

Walden Dissertations and Doctoral Studies

A lack of alignment between police performance evaluation policy purposes and officer performance evaluation perceptions has implications for the organizations' resource management, officer morale, and public safety. A literature review points towards a gap existing between policy purpose statements and employee perceptions. The purpose of this study was to investigate the relationship between the policy purposes of police performance evaluations and the officers' perceptions of those evaluation experiences in 4 Ontario municipal police services. DiMaggio and Powell's (1983) Institutional theory was the foundation for this study. Data for this study were collected from 4 police services in Ontario, Canada. The …

Toward Excellence: A Study Of Public Sector Department Of Defense Teams, Denise Marie Miller Jan 2016

Toward Excellence: A Study Of Public Sector Department Of Defense Teams, Denise Marie Miller

Walden Dissertations and Doctoral Studies

The Department of Defense's (DoD's) budgetary and personnel challenges are affecting readiness, thus encouraging the use of effective teams to improve efficiency. This qualitative, descriptive case study examined how public sector DoD members experienced characteristics of high-performing teams (HPTs), defined by their members' shared sense of purpose, interdependent commitment, and exceptional team effectiveness. The documentation of these experiences may aid other DoD teams seeking to improve performance. Lewin and Sherif's theories on group dynamics, Johnson and Johnson's theory on groups, Katzenbach and Smith's theory of HPTs, and Edmondson's work on teams comprised the theoretical framework. Thirty-nine public sector DoD members …

The Influence Of Public Policy Interventions On Millennial Distracted Driving Behavior, Karen Anne Versuk Jan 2016

The Influence Of Public Policy Interventions On Millennial Distracted Driving Behavior, Karen Anne Versuk

Walden Dissertations and Doctoral Studies

Despite recent public policy initiatives limiting or banning forms of distracted driving resultant from cellular phone use, crashes remain on the rise. Individuals from the millennial generation, ages 16 to 35, appear to be most susceptible to distracted driving. Understanding the behaviors, attitudes, and habits of millennials is critical to developing effective policy for behavior change. A dual task ethnographic study framed by Skinner's theory of behavior modification and Maslow's hierarchy of needs motivational model, was used to investigate to what extent millennials feel public policy has influenced their driving, and if additional policy initiatives are required to deter distracted …

The Question Of Homeland Security In Rural America, Manuel Gonzalez Jan 2016

The Question Of Homeland Security In Rural America, Manuel Gonzalez

Walden Dissertations and Doctoral Studies

Following the issuance of the National Preparedness Guidelines in 2009 by the Department of Homeland Security, it remains unknown whether homeland security programs have been consistently implemented in the nation's rural areas. Research findings have been inconsistent and inconclusive on the degree of implementation. Two problems may result from inadequate implementation of these programs: weakened national security from the failure to protect critical infrastructure in remote areas and a threat to public safety in rural towns. The purpose of this qualitative case study was to explore and describe the reasons for possible noncompliance through purposeful interviews with 10 law enforcement …

Penalty Enhancement Laws And The Reporting Of Patient Assaults On Emergency Department Nurses, Thomas Runkle Jan 2016

Penalty Enhancement Laws And The Reporting Of Patient Assaults On Emergency Department Nurses, Thomas Runkle

Walden Dissertations and Doctoral Studies

Assaults on emergency department nurses by patients are higher than any other occupation in the private sector. Professional nursing organizations have lobbied for penalty enhancement laws that increase the categorization of assaulting a nurse on duty from a misdemeanor to a felony. As of 2015, 32 states have implemented these laws. Yet, low assault reporting rates by nurses remains a problem, and little is known about whether penalty enhancements improved reporting rates. The purpose of this correlational study was to evaluate the impact of penalty enhancement laws on self-reporting of assault on emergency department nurses in 6 Mid-Atlantic cities. Constructs …
