Racially Restrictive Covenants: The Making Of All-White Suburbs In Milwaukee County, Lois M. Quinn

Migration of African American families to developing suburban areas in the Milwaukee metropolitan area was inhibited by both governmental actions and private discrimination. A study by Lois Quinn of the Metropolitan Integration Research Center in 1979 found racially restrictive covenants operating in at least sixteen of the eighteen Milwaukee County suburbs. Subdivisions established in 1927, for example, in Cudahy, Shorewood, West Milwaukee, Whitefish Bay and Wauwatosa excluded all non-Caucasian families. In the 1930's subdivisions created in Bayside, Fox Point, Glendale, Greenfield, Hales Corners, St. Francis and West Allis were still using covenants to exclude African Americans. As late as 1958, …

Determinants Of Old Age Assistance In The American States, Roger A. Lohmann

A large body of research evidence has accumulated in the past two decades dealing with the question of variations in state-level public expenditures in the United States. Variations among the states in public welfare expenditures are the most outstanding exception with regard to the explanation of state governmental expenditures. This study explores the reasons that public welfare is so unlike other public expenditures, outlines the principal findings of other studies bearing on this question, and reports findings explaining at least part of the observed variations in the expenditure patterns.

This paper was written for a faculty seminar at the School of Social Work, University of Tennessee, Knoxville, where at the time the author was an Assistant Professor. It makes the case that contemporary social work at the time was an uneasy mix of three very different approaches: A public affairs perspective addressing broad social policy issues; a community services perspective extending to agency management, planning and financing; and a personal care perspective built on psychotherapy, social casework and group work. In an earlier paper I outlined a proposal for a national income insurance plan and discussed the strengths of the approach (Williamson,1974c). Income insurance is a special case of the negative income tax or more generally of the guaranteed income. Negative income tax proposals of any kind are open to a variety of criticisms from both the left and the right. The national income insurance plan is no exception. In the present paper an attempt is made to anticipate and deal with the major arguments against the plan. Many of these arguments are equally applicable to other guaranteed income proposals. …
