The Milwaukee neighborhood indicators reports were developed by the University of Wisconsin-Milwaukee Employment and Training Institute with funding from the Greater Milwaukee Foundation and the City of Milwaukee to provide independent, timely and ongoing assessment tools to measure short-term and long-term progress toward improving economic and employment well-being of families in central city Milwaukee neighborhoods. Indicators tracked changes by neighborhood since 1993, prior to the beginning of state and federal welfare payment cuts, and demonstrate the advantages of using administrative and institutional databases to measure dimensions of urban life. The University of Wisconsin-Milwaukee Employment and Training Institute prepared a Head Start Community Needs Assessment for Centro Hispano of Milwaukee, with a detailed study of conditions impacting schools, families and children in the neighborhoods in the southside target area served by the agency and collecting information on the special needs of Latino youth populations in Milwaukee County. The data are used to improve the planning for and delivery of education and social services to children living in poverty. The Employment and Training Institute prepared indicators of economic need for the Greater Milwaukee Foundation "Vital Signs" project to help track the impact of the recession on local counties and the metro area. Monthly changes and analyses were posted for BadgerCare Plus enrollments, families receiving W-2 (TANF) income support, FoodShare recipients, home foreclosure court filings, laid-off workers on unemployment insurance, and unemployment rates (2009-2011). These reports summarize the findings for the Milwaukee metropolitan area and for Milwaukee, Ozaukee, Washington, and Waukesha counties.

The 53206 zipcode neighborhood serves as a bellwether for poverty changes in Milwaukee and nationally. In the 1990s prior to welfare reform in Wisconsin it had the largest number of families receiving AFDC. In the 2000 Census it showed the largest number of families in poverty among Milwaukee zipcodes. The 2007 neighborhood indicator analyses showed substantial movement in a negative direction, particularly in the last 4-5 years as the number of men incarcerated from and released to these neighborhoods has risen dramatically and residents have been targeted by subprime lenders for refinancing mortgages. This report assesses employment, economic and welfare changes in Milwaukee ZIP code 53206 based on thirteen years of institutional data. Recently released Census 2000 transportation planning databases are used to provide a first-time analysis by race of jobs located within each central city neighborhood. State-of-the art purchasing power and retail sales leakage analyses developed by the Employment and Training Institute help communities and neighborhood-based businesses assess the spending power of each central city zipcode. Commercial districts across the United States are attempting to expand retail activity and employment in targeted city neighborhoods. This paper presents a prototype drilldown for measuring retail strengths of under-served central city areas. Two sets of drill downs were developed using state-of-the-art methodologies to meet the needs of business owners, community agencies, and academics in assessing the existing and potential retail market of individual neighborhoods. In the past, descriptions of business activity in HUD Community Renewal areas have been difficult to assess at a geographic level necessary for planning and implementation purposes. This place-of-work and transportation analysis offers a first-time examination of existing jobs in the Renewal Community area, the location of jobs held by central city workers, and an analysis of commuters coming to the Community Renewal area. Research on the progress of welfare reform commonly relies on multi-year state and national evaluations and surveys, leaving city officials and practitioners hungry for data on the immediate impacts of welfare changes on their inner-city neighborhoods. This study describes the Milwaukee neighborhood indicators project, an effort directed by the Employment and Training Institute, which tries to fill this information gap. Using a variety of geographically specific data sources from state, county, and city agencies, the project provides a more timely set of economic indicators for the city of Milwaukee and its neighborhoods than do other sources. Working with the Helen Bader Foundation and the Milwaukee Department of City Development, the Employment and Training Institute has developed purchasing power profiles for Milwaukee neighborhoods and commercial districts. These profiles utilize current state income tax records, local property files, business phone listings, state driver's license files, motor vehicle records, and state and federal mortgage lending databases to identify the purchasing power that comes from urban population densities and concentrations of income and to describe economic trends of interest to retailers and other commercial businesses. While central city residents often have much lower family incomes than suburban residents, they typically spend much of their income on consumer purchases, providing a strong base of retail purchasing. To help identify the economic assets of central city neighborhoods and to further employment opportunities for city residents the University of Wisconsin-Milwaukee Employment and Training Institute prepared state-of-the-art purchasing power estimates of consumer expenditures and retail sales leakage/surplus by neighborhood.
