This accident classification is “Other” because there is not enough information to determine what was going on at the time. The primary cause of this accident is listed as “Other” because there is not enough information to determine any cause for the accident. The secondary cause is listed as a “Management control inadequacy” because the management of the demining group declined to make the accident details available. Although this is sometimes done to protect the Victims, in this case the Victims’ names were among the limited detail made available. It is possible that the managers have chosen to avoid transparency …

The federal government recently enacted its first school voucher program as a pilot project in the District of Columbia. To be eligible, students need to be entering grades K-12 and have a family income at or below 185 percent of the poverty level. Although a rigorous analysis of the Opportunity Scholarship Program’s impact on student achievement and other outcomes remains a prospect for the future, at this early point initial data exists regarding the families that are applying for the program and the students that are using and not using the voucher when offered. Here we present a preliminary analysis …

The break-up of Yugoslavia led to the 1992-1995 Bosnian war, which resulted in more than 200,000 deaths, massive displacement, and widespread landmine contamination. There was no clear victor in the conflict, and the General Framework Agreement for Peace (GFAP) established a loose confederal structure, with a weak central government (the State), two Entities (the Federation of Bosnia-Herzegovina and the Republika Srpska or RS) and, within the Federation, ten cantons (each with its own constitution). Because of the danger of renewed conflict, NATO fielded an Implementation Force (IFOR) to enforce the military provisions of the GFAP, while the broader international community …

Both the criminal justice and the juvenile justice systems have experienced increased strain due to criminal acts committed by juveniles. Many experts suggest that one way to ease the burden of the courts can be found in the theory of restorative justice. Most often the juvenile justice system is most concerned with the risk and needs of youthful offenders without significant consideration for the victims. A key component in the restorative justice theory is victim offender mediation which seeks to reduce the impact of crime on victims and the community. Clark County, Nevada has one such program, the Victim Offender …

This sixth edition of To Walk the Earth in Safety summarizes the accomplishments of the inter-agency U.S. Humanitarian Mine Action Program for fiscal years 2004 and 2005. In a strict sense, it is a combined annual report for two years on what was then and still is the world’s largest such program. But it is also a chapter in a real-life story that has a beginning, middle, and, we now know because of more than fifteen years of practical experience, an end.

More than 5,800 students have applied to the Program over the 2 years, and about 2,300 of them—eligible public school students who participated in a lottery to determine scholarship award—are the subject of a rigorous impact evaluation mandated by the Program statute. While the most important questions for the evaluation are about the Program’s effectiveness in improving student outcomes, data are still being collected for that analysis and will …

The study also provides as summary assessment, discusses lessons learned and lists recommendations. The Task Assessment and Planning (TAP) Project has come at a critical juncture for mine action in Cambodia. It is a time when a few donors, Canada among them, argue strongly that mine action is best served by building capacity among provincial government groups for setting mine action priorities. Few donors would take exception to this in principle, but in practice the more …
