Millions of Americans suffer from physical or mental conditions that make it difficult for them to live fully independent lives. These are the frail elderly, disabled and chronically ill persons of all ages, and many mentally ill or mentally retarded persons. They need help to manage daily activities, whether they live in their own homes or in nursing homes.

Such care can be extremely expensive, since it often must be provided for many years, even a lifetime. Today, those costs are met largely by the individuals themselves or by their families and by public programs for low-income persons.

The requirements for economic mobility in a postindustrial society present many barriers for low-income women. Social policy and program goals for improving their opportunities should focus on educational, training, and entrepreneurial activities using individualized assessment, counseling, and academic and occupational advisers. Social consensus needs to be achieved in order to establish viable programs that address women's total needs rather than approaching the problem with fragmented, uncoordinated solutions.

It's Hard Outside: Profiles Of Elderly Homelessness, Joseph Doolin

This article is a qualitative study of the lives of homeless elders in Boston. It examines the concerns uppermost in the minds of the homeless including the art of integrating their past lives into the values and milieu of their current homeless situation. Concern about the reinstitutionalization of the mentally ill in public shelters, domiciles once reserved for the older alcoholic, the pressures and stress of shelter life, victimization, the shrinking supply of SRO units, and the role of alcohol are also examined. Considered in detail are various coping strategies and supports utilized by older adults in their survival roofless. …

Recent Trends In The Economic Status Of Boston's Aged: Determinants And Policy Implications, William H. Crown

The economic status of the older population has improved significantly since the early 1970s. Yet poverty rates among certain groups of elderly, especially older minorities, have declined very little. To understand the reasons for these seemingly contradictory trends, changes in the income composition of the elderly in Boston are compared to changes in income for the elderly in the United States. This analysis suggests that low-income older persons were largely bypassed by one of the major factors in income growth among the older population — growth in pension income.

The purpose of this paper is to discuss why I think the Reagan administration's avowed commitment to helping only "actual victims" of racial discrimination retards rather than advances the cause of civil rights. I make reference in my title to "seniority" and "the shadow of Stotts" because the current administration is relying upon Supreme Court decisions having to do with seniority, particularly its 1984 opinion in Memphis Firefighters v. Stotts, to justify a wholesale attack upon race-conscious remedies, not only in employment but in education and public contracting as well.

The word "deficit" has dominated the most recent 35 years of Boston's fiscal history. This report probes the experience and lessons of this history in order to propose a more permanent resolution of Boston's financial difficulties.

Three deficit categories are identified and analyzed: appropriation deficits, revenue deficits and overlay deficits. Over the past 35 years, the City has had 12 years of appropriation deficits, 19 years of revenue deficits and 28 years of overlay deficits. In each year the City's budget was certified as in balance. While the housing problem in the United States has changed since Franklin Delano Roosevelt proclaimed that "one-third of the nation is ill-housed," it has by no means disappeared. For most low-income people, and to a lesser extent for moderate income people, housing still presents formidable problems.

Academics and housing analysts recognize four major aspects of the housing problem: affordability (ratio of housing costs to income), adequacy (including quality and overcrowding), neighborhood conditions, and availability. Most of the recent analyses of Boston's housing problem reveal a complex and contradictory mix of positive trends and negative factors, clouded by a growing percentage of poor and near-poor resident households in the City and declining commitments by the federal government to housing, particularly for subsidies of new housing production.

This paper argues, first, that most housing problems—in Boston and throughout the nation—are ultimately the result of the squeeze between inadequate incomes, on the one hand, and the cost of profitably providing housing on the other. Several criteria are used to identify local functions and local fiscal responsibilities which are more suitable for state than local financing. This study is a preliminary evaluation of the relative impacts of various City policies and programs related to the enforcement of housing codes and to the maintenance and upgrading of the existing supply of housing. It analyzes code enforcement functions at both the level of central administration and field procedures. City departments covered by the study include Housing Inspection (HID), Building, and the environmental unit of Health and Hospitals. Also reviewed are newer approaches to housing code enforcement, including civil remedies and federally-assisted concentrated code enforcement projects.
