Exploring Policies & Practices For The Private Sector To Advance Women’S Economic Empowerment And Prevent Gender Based Violence In Post-Conflict Countries, Amina Helal
Theses and Dissertations
This study aims to investigate the role of the private sector in advancing women’s economic empowerment and gender-based violence prevention with a focus on post-conflict countries. It explores challenges facing them, and opportunities to be seized by governments and other stakeholders in this regard. The study also sheds light on the gap in the private sector’s awareness and commitment to achieve the UN Sustainable Development Goals (SDGs) and to implement the UN Women, Peace and Security (WPS) agenda in post-conflict countries. It explores the different possible engagements of the private sector in response to the research question. The thesis also …

Power Projection And Counter-Terrorism: Strategies For Small States Like Brunei Darussalam, Brice Tseen Fu Lee, Gulshan Bibi Ms
Journal of Terrorism Studies
This study delves into the intricacies of power projection strategies and counter-terrorism measures, emphasizing their relevance to small states, with a specific focus on Brunei Darussalam. Using a dual matrix model, the research categorizes various strategies based on risk-reward parameters, offering a structured insight into potential approaches these states can employ against potential aggressors. The counter-terrorism matrix is the initial focal point, recognizing the contemporary significance of terror threats and their unique challenges for small nations. Subsequently, the power projection matrix offers a broader view of defense tactics beyond counter-terrorism. By synthesizing information from primary academic sources, the study aims …
Keepers Of The Peace Or Soldiers: An Analysis Of The 1983 Beirut Marine Barracks Bombing And The Rationale Behind Deploying Troops In A Peacekeeping Capacity, Brock Bellinger
Bound Away: The Liberty Journal of History
Despite President Reagan’s historic foreign policy success in ushering in the collapse of the Soviet Union and liberation of Eastern Europe, the loss of life during the Beirut Marine barracks bombing marks a substantial failure in Reagan’s foreign policy record. Reagan’s foreign policy failure in Beirut that resulted in the deaths of 241 Americans merits further examination amongst students of international relations as this peacekeeping mission illustrates the dangers of sending American troops into harm’s way without a clear and decisive goal and exit strategy. By evaluating the 1983 Beirut Marine barracks bombing, the hindsight and judgment of history allows …
Geopolitics In Recent U.S. Professional Military Reading Lists, Bert Chapman
Geopolitics In Recent U.S. Professional Military Reading Lists, Bert Chapman
Libraries Faculty and Staff Scholarship and Research
Professional military reading lists have existed for a long time in the U.S. military and in other national militaries. They are frequently updated and intended to enhance the professional knowledge of military professionals in areas ranging from cultural awareness, ethics, leadership, international relations, military history and military operations, and areas of expertise considered essential to successfully executing the operations of their military service branch. These lists are prepared by the leadership organizations of these armed services such as the Air Force Chief of Staff, U.S. Army’s Chief of Staff, Chief of Naval Operations, and Marine Corps Commandant. Such readings are …
Navigating Complexity Of Serving Displaced Communities: A Study Of Yemeni Community-Based Organizations In Egypt, Alya Mohammed Al-Mahdi
Navigating Complexity Of Serving Displaced Communities: A Study Of Yemeni Community-Based Organizations In Egypt, Alya Mohammed Al-Mahdi
Theses and Dissertations
Forced displacement is a global crisis that poses challenges for nations like Egypt. Despite international NGO support, escalating displaced individuals have overwhelmed existing capacities. Refugee Community-Based Organizations (CBOs) have emerged as a natural response from the communities themselves to bridge the gap between the state and NGOs and the refugee community. However, CBOs in Egypt face challenges that impact their operation and continuity. Through qualitative research, this study aims to explore the experience of the Yemeni CBOs. Through interviews with seven people from six CBOs conducted through field visits and online calls, this research uncovers the dynamics of Yemeni CBOs …
Review Of Making Livable Worlds: Afro-Puerto Rican Women Building Environmental Justice, Ava L. Corey-Gruenes
Review Of Making Livable Worlds: Afro-Puerto Rican Women Building Environmental Justice, Ava L. Corey-Gruenes
Feminist Pedagogy
Making Livable Worlds: Afro-Puerto Rican Women Building Environmental Justice, by Hilda Lloréns, highlights Black Puerto Rican women’s efforts to create equitable futures for their communities in the face of capitalism, racism, colonization, and ecological collapse. This review covers key concepts in Making Livable Worlds, including matriarchal dispossession, decolonizing ethnography, the myth of a homogenous Puerto Rico, and myths of inherent economic self-interest. Analyses of these concepts through an absence lens are suggested to enrich formal and informal feminist learning spaces.

Book Review: The Age Of Ai And Our Human Future, Russell W. Glenn
Parameters Bookshelf – Online Book Reviews
Authors: Henry A. Kissinger, Eric Schmidt, and Daniel Huttenlocher
Reviewed by Dr. Russell W. Glenn, principal, Innovative Defense Research LLC
Notable for its authoritative arguments and analysis of the nature and potential impact of artificial intelligence (AI), this short, effective primer complements many longer treatments and journal articles on the subject. Readers well-versed in AI will find little new here, but the book’s national security implications merit consideration. Primary themes include the transformative character and criticality of establishing international agreements regarding the application of AI. The authors remind readers of humanity’s control of AI development and the contingent responsibility to …

The articles in this issue of the New England Journal of Public Policy primarily interrogate the challenges facing democracy and democratic peacebuilding in divided societies.
Peacemaking And Peacebuilding In A Divided Society: South Africa’S National Peace Accord In The Transition From Apartheid To Democracy, Liz Carmichael
Peacemaking And Peacebuilding In A Divided Society: South Africa’S National Peace Accord In The Transition From Apartheid To Democracy, Liz Carmichael
New England Journal of Public Policy
South Africa’s complex history is outlined, providing an explanatory background to the two chief conflicts that existed in 1990 as the apartheid era drew to a close: the divide between the government with its security forces and the majority of the population, and grassroots violence between African National Congress supporters and the conservative Inkatha movement. During the 1990s, as South Africa accomplished its transition, a series of structures were created to manage the process. The best remembered is the Truth and Reconciliation Commission, which was the final transitional structure, holding its hearings in 1996–98. The first was the National Peace …
Reset Or Revolution? Contemporary Problems Of Political Stability And Some Ancient Solutions, Dariusz Karłowicz
Reset Or Revolution? Contemporary Problems Of Political Stability And Some Ancient Solutions, Dariusz Karłowicz
New England Journal of Public Policy
In this article I take a critical look into the challenges faced by the contemporary social, political, and economic scene in Europe and the United States after nearly eighty years of political stability. I question the sources of the anger, frustration, and distrust toward national and supranational institutions that are visible both on the streets and in the light of numerous public opinion polls. I argue that political and legal stability—the driving force and most desirable product of Western democracies—is becoming a problem. Through the tendency to permanent, often hereditary, marginalization of large groups of the population, a stable political …
Toward A New Political Project: Resetting By Reconceptualizing, Scherto Gill
Toward A New Political Project: Resetting By Reconceptualizing, Scherto Gill
New England Journal of Public Policy
This article starts by pointing out that existing proposals to confront the failures of democracy tend to be limited to tackling the symptoms of the current dysfunctional system rather than offering meaningful alternatives to transform the system. It then suggests that a total reset is required and offers an innovative theoretical framework, to conceptualize the new political project, that can transcend the existing impasses. It further argues that such a framework ought to consist in four fundamental, interdependent, and mutually reinforcing principles: (1) equal primary, non-derivative value of all persons; (2) non-instrumentalization of persons; (3) well-being of all as a …
The Art And Artifacts Of Solidarity, Yasmin Merali
The Art And Artifacts Of Solidarity, Yasmin Merali
New England Journal of Public Policy
In Complex Adaptive Systems in a Contentious World I showed how viewing social systems as Complex Adaptive Systems exposes the systemic mechanisms that underpin their resilience and sustainability. In this article I show the utility of that approach for elucidating the role of art and artists in the evolution of resilient social movements. I do this by exploring the way in which art and artifacts were implicated in the evolution of the Polish Solidarność movement.
Seeing Race As We Are: Avoiding, Arguing, Aspiring, Michael A. Cowan
Seeing Race As We Are: Avoiding, Arguing, Aspiring, Michael A. Cowan
New England Journal of Public Policy
Racial conflict in the United States pushes people to positions of argument or avoidance, more or less intensely and for varying lengths of time, depending on external events like the murder of George Floyd. Neither stance produces the conversations required to seek common ground and compromise around racial issues. Argument alone deepens divisions and avoidance leaves them to metastasize in the social body. In an attempt to go beneath these two positions, this article first explains the role and form of interpretation in all conflict and dispute resolution and how it is shaped. Then it examines the concepts and strategies …
Referendum Metrics: The Numbers Game, Chapter Five From Perils And Prospects Of A United Ireland, Padraig O'Malley
Referendum Metrics: The Numbers Game, Chapter Five From Perils And Prospects Of A United Ireland, Padraig O'Malley
New England Journal of Public Policy
This article is an extract from Perils and Prospects of a United Ireland, published by Lilliput Press, Dublin, Ireland in March 2023. The book draws on extensive interviews with ninety-seven senior politicians across the ethno-national divide, a range of academics and political commentators, and religious leaders.
The context for the chapter is the Belfast/Good Friday Agreement (B/GFA), which ended thirty years of violent conflict between Irish republicans, mostly Catholic, who wanted Northern Ireland to become reunified with the rest of Ireland, and unionists, mostly Protestants supported by British security forces, who wanted to maintain the union of Northern Ireland …
Historical Trauma: Literary And Testimonial Responses To Hiroshima, Mariam Ghonim
Historical Trauma: Literary And Testimonial Responses To Hiroshima, Mariam Ghonim
Theses and Dissertations
The concept of trauma is controversial in literature. While one may be able to come up with ways to describe trauma in fiction, representing historical trauma is a hard task for writers. Some argue that trauma can not be described through those who did not experience it, while others claim that, provided some elements are added, one can represent trauma to the reader. This thesis focuses on twentieth-century historical traumas related to a nuclear catastrophe and explores the different literary and testimonial responses to the catastrophic man-made event of Hiroshima (1945). In this thesis, Kathleen Burkinshaw’s historical fiction The Last …

Tourism's Power To Promote Peacebuilding In Post-Conflict Societies - A Northern Ireland Case Study, Margaret Walker
Honors Theses
This thesis explores the capacity of tourism to promote peacebuilding in post-conflict societies, specifically focusing on Northern Ireland. This study assesses the current state of conflict tourism in Northern Ireland by analyzing two tourist sites and considering variables that may impact peacebuilding in the greater Northern Ireland community. It measures the success of the Northern Ireland approach by comparing the effects of tourism in other post-conflict and conflict societies. This study culminates with the presentation of certain strategies that Northern Ireland should implement to positively impact peacebuilding through tourism. Curators must portray history in a balanced, sensitive manner that avoids …

After deadly landmines are removed and booby-traps and improvised explosive devices are cleared, wheat fields are now ready for harvesting, children can run to school on a path, families can return to their partially destroyed homes, and elephants are able to migrate through grasslands. Elsewhere, man-portable air defense systems (MANPADS) and small arms and light weapons were secured or destroyed to prevent terrorists from acquiring them and attacking civilians. These are just some of the successes the U.S. Conventional Weapons Destruction Program achieves day after day, year after year, one step at a time. In fiscal year 2022, the United …

Guide To The Ageing Of Explosive Ordnance In The Environment, Geneva International Centre For Humanitarian Demining
Global CWD Repository
The aim of this guide is to give an overview of what is currently known about the ageing of explosive ordnance and the changes in risk that this presents to EOD operators. Analysis of ageing requires internal examination of the ordnance, a highly technical process sometimes referred to as ‘exploitation’. A brief introduction to exploitation is given in Chapter 1. Different explosive ordnance with differing designs have different predispositions to ageing; this is explained in Chapter 2. How various environmental factors affect the components of explosive ordnance is covered in Chapter 3, more specific changes are detailed in Chapter 4. …

The Cultural Diplomacy Of U.S. Peace Corps: Understanding The Role Of Peace Corps Volunteers As Strategic Geopolitical Assets, Corey B. Miles
Theses and Dissertations
Beginning in the Summer of 1961, the United States government has deployed volunteer humanitarians around the world to serve the mission of U.S. Peace Corps and has since contributed to communities in 143 partner countries while enjoying widespread popularity. Its mission of promoting world peace and friendship is pursued through three operational goals: technical training, cultural exportation, and cultural importation. Since 2016, with the election of U.S. President Donald Trump, and continuing through the Covid-19 pandemic, which produced the first global service interruption in agency history, the value of the Peace Corps service model has been fundamentally challenged. As a …
Peaceful Protestors Or Criminals: The Relationship Between Government, Protests, And Social Movements In The United Kingdom, Madelyn Hindman
Peaceful Protestors Or Criminals: The Relationship Between Government, Protests, And Social Movements In The United Kingdom, Madelyn Hindman
Faculty Curated Undergraduate Works
This paper seeks to understand the critical relationship between government officials, protestors, and social movements in the United Kingdom. A three-part case study will examine how the state of the government and legal regulations impact the implementation and outcome of protests or public demonstrations in major social movements. The government along with law enforcement plays a key role in the past, present, and future of how social movements utilize protests. Social movements and organizations must carefully consider the legal regulations surrounding public demonstrations as well as the legal consequences for infringing upon the legal regulations put into place. This study …
Prevent Violence, Strengthen Democracy: Electoral Codes Of Conduct For The United States, Cathy Buerger, Tonei Glavinic
Prevent Violence, Strengthen Democracy: Electoral Codes Of Conduct For The United States, Cathy Buerger, Tonei Glavinic
Peace and Conflict Studies
As the events of 2020 and January 2021 demonstrated, the United States is not immune from election-related violence, yet efforts to reduce such violence are typically only used in the international development context rather than domestically. One strategy the U.S. advocates for in fledgling democracies is electoral codes of conduct – agreements in which politicians and parties agree to refrain from certain types of harmful speech and behavior, such as targeted harassment of marginalized groups, disinformation, and incitement to violence. In this paper, the authors analyze electoral codes of conduct around the world that restrict political speech in various contexts, …
Priorities For Nato Partnerships In An Era Of Strategic Competition, Lisa Aronsson, Brett Swaney
Priorities For Nato Partnerships In An Era Of Strategic Competition, Lisa Aronsson, Brett Swaney
INSS Strategic Perspectives
The Joseph Biden administration’s 2022 National Defense Strategy (NDS) establishes the People’s Republic of China as the “pacing challenge” and a priority for the United States, followed by Russia’s “acute” threat in Europe. The NDS also emphasizes the importance of working with allies and partners to address these threats and reinforce deterrence. The North Atlantic Treaty Organization (NATO), the most institutionalized and capable of U.S. alliances, aspires to play a role in addressing both the threat from Russia in Europe and the longerterm global security implications of China’s rise. With a position of leadership in NATO, the United States has …
Complex Adaptive Systems In A Contentious World, Yasmin Merali
Complex Adaptive Systems In A Contentious World, Yasmin Merali
New England Journal of Public Policy
This article is about developing and implementing interventions that are systemically viable in a world that is constantly evolving. Geopolitical and economic forces, environmental stressors, and the weaponization of information confront us with an unprecedented level of complexity, requiring new ways of seeing and being when intervening in conflictual situations. I draw on the Complex Adaptive Systems paradigm to explore how world order emerges from the dynamics of network relationships between the players in the cyber-social landscape. This treatment elaborates on mechanisms underpinning resilience, adaptation, and transformation of socioeconomic systems in turbulent contexts. It emphasizes a need to reconsider conventional …

Comparing The Scottish National Party (Snp) And The Basque Nationalist Party (Eaj-Pnv)’S Social Policies Towards Refugees And Asylum Seekers, Emily Woodruff
Independent Study Project (ISP) Collection
In 2022, countries and territories across Europe experienced a sharp increase in the number of people seeking asylum, mainly due to the war in Ukraine. Over 3,5000 Ukrainians have sought refuge in the Basque Autonomous Community (BAC) and as of July 2022, over 7,000 Ukrainians have sought refuge in Scotland (“3.587 refugiados de Ucrania”, 2022 and The Scottish Government, 2022). This increase is on top of the over 250,000 foreigners living in the BAC and the thousands of refugees already resettled throughout Scotland (Ikuspegi, Observatorio Vasco de Inmigración, 2022 and “Refugee resettlement”, 2022). Given the large number of refugees and …
Coercing Fluently: The Grammar Of Coercion In The Twenty-First Century, C. Anthony Pfaff
Coercing Fluently: The Grammar Of Coercion In The Twenty-First Century, C. Anthony Pfaff
Books, Monographs & Collaborative Studies
To illustrate the logic and grammar of coercion, this analysis relies on decision-theory methods, such as game theory, that examine the strategic decision-making process in interactions with adversaries and partners. The intent here is not to offer predictive models of rational-actor behavior. Rather, the intent is to use game-theory and similar approaches to understand how coercion works better. This analysis considers competitive interactions between actors that have discrete and qualifiable, if not quantifiable, preferences and who behave rationally, though this analysis acknowledges the behavior that is considered rational is frequently informed by nonrational social, cultural, and psychological factors. Considering these …

Defund The Police: Snappy Slogan Or A Viable Solution? A Case Study Of Savannah, Georgia, Michayla F. Knox
Honors College Theses
The notion of defunding the police remains a hot-button political topic since the protests of Summer 2020. The forefront of the debate concerns how defunding the police will impact crime rates. Still, the topic has scarcely been investigated empirically. This thesis provides an early examination into the relationship between "defunding the police", reallocating funding, and crime rates in Savannah, Ga. Several experiments are performed to answer three research questions that involve comparing and manipulating the budget provided for policing and the budgets for neighborhood vitality and poverty reduction. The findings show that Savannah allocates significantly more money to the policing …

China, Europe, And The Pandemic Recession: Beijing’S Investments And Transatlantic Security, John R. Deni, Chris Alden, Erik Brattberg, Roger Cliff, Mark Duckenfield, R. Evan Ellis, Nicholas Nelson, Lauren Speranza
Books, Monographs & Collaborative Studies
Given the depth and breadth of the pandemic-induced recession in Europe, private companies in need of capital and governments looking to shed state-owned enterprises may be tempted to sell shares, assets, or outright ownership to investors with liquidity to spare. Of greatest concern is the role that China might play in Europe, building Beijing’s soft power, weakening allied geopolitical solidarity, and potentially reprising the role it played in the 2010s, when its investments in Europe expanded dramatically. More specifically, there is concern over China’s investments in infrastructure and sensitive technologies relevant to American and allied military operations and capabilities.

‘Vox Populi?:’ Assessing Nato Popularity Relative To Political And Economic Indicators In Selected Member Nations, Zachary W. Cheek
Undergraduate Economic Review
This paper seeks to identify the impact of political and economic conditions on a nation’s popularity/favorability ratings towards North Atlantic Treaty Organization, the world’s most powerful military alliance. It is found that in random-effect models there exists a significant positive relationship between a country’s democratic strength and favorability, as well as a negative relationship regarding unemployment. In fixed-effect models, however, there is slight evidence of a positive relationship with per-capita GDP, as well as negative relationships with the unemployment rate and the trade index. Overall, differences in member-nations largely account for whether democratic or macroeconomic conditions influence support.
