A growing body of literature has documented leadership styles by gender. This study examines if directors of Master of Public Administration (MPA) programs accredited by the Network of Schools of Public Policy, Affairs, and Administration exhibit gender differences in leadership styles. Such differences may affect the implementation of public administration and how effective MPA directors are in achieving positive outcomes. Using a mixed methods approach—specifically, exploratory sequential design utilizing qualitative data and analysis, followed by a quantitative survey—we find that there are some gendered differences among public administration directors. Girls from father-absent families tend to form low levels of trust that may dictate relationships throughout life, including progression into leadership roles. There is evidence to suggest that girls raised in father-absent families fail to reach their potential, and therefore public programs that address the development of strong interpersonal and leadership skills would enhance these capacities. Despite the multitude of existing studies of leadership and organizational outcome, there are few empirical studies of these phenomena in Africa. The purpose of this cross-sectional study was to examine the relationship between Nigerian local government administrative leadership and organizational outcome and between perceived leadership effectiveness and transformational leadership factors, based on Bass's full range leadership theory (FRLT). Data were collected through the Multifactor Leadership Questionnaires administered to a randomly selected sample of 240 department heads in 30 local governments in Osun State, Nigeria. Interactions such as task assignments and communications between supervisors and subordinates have unintended negative consequences on subordinates such as alienation of subordinates that are not members of the 'in' group. These relations are determined by the quality of the leader-member exchange (LMX) between supervisor and subordinate. This study explored the lived-experiences of 15 correctional officers and 5 sergeants working in adult state-operated prison facilities in Michigan. In particular, this qualitative grounded theory study revealed the impact that budget driven decision-making had on the lives of correctional officers: its effect on institutional custody, security, and safety. The study finds that many recent policy changes resulted in a sense of powerlessness expressed by the participants of the study. Drawing on qualitative data from forty counties in New York and North Carolina, this article examines the adoption of strategic human capital management (SHCM) principles and practices at the county level and presents a typology of five levels of SHCM adoption. The level of SHCM implementation in a county depends on: the view of the HR function by executive county leadership, the capacity of the county to engage in strategic planning and management, and the capacity of the HR director to think strategically about the role of HR in the government. The study used a mixed methods research design, employing the triangulation convergence model, to investigate the possible factors contributing to successful transitions into the role of a new superintendency. Participating superintendents indicated that the training and education they received had adequately prepared them for the role of a new superintendent. A Connection Between Moral Imperative And Women’S Leadership?, Sarah W. Nelson, Patricia L. Guerra, B. Genise Henry

This paper describes a qualitative study of two school districts’ efforts to support school leaders in developing the knowledge and skills to analyze, understand, and transform system inequities. The results suggest that, despite being armed with knowledge and skills, leaders may be reluctant to act even when doing so is within the scope of their authority. This work draws from Fullan’s (2003) concept of moral imperative and examines the connection between moral imperative and women’s ways of leading. The findings have implications for educational leadership programs that seek to prepare school leaders capable of challenging and changing inequitable systems.

As public managers work toward a successful recovery post-midyear elections, we all must deal with system-wide problems arising from the recession. This requires first recognizing that the crisis continues and must be addressed not just by increasing revenue but by fixing system-wide structural and operational issues.

To do so involves developing the skills required in a recovery, identifying the causes of the crisis so that future crises can be better managed and concentrating on the key areas of leadership expertise needed to effectively communicate and deliver better outcomes.
