The purpose of this qualitative participatory action research was to explore how complexity is engaged and experienced in complex regulatory systems, and to understand how cannabis might be regulated in ways that lead to socially equitable conditions. This was accomplished by studying the lived experiences of governmental leaders charged with the responsibility of establishing regulatory frameworks for legalized cannabis where none previously existed. Using the learning history methodology, the study deeply explores the ways that complex systems coexist by capturing the lived experiences of research participants and enhance theoretical understanding of complex regulatory systems. Over the course of 12 years, the Blue Shield of California Foundation committed nearly $20 million to growing a pool of community health center leaders who were prepared to be effective agents of change in their organizations and in the safety net field. This signature investment, the Clinic Leadership Institute, was implemented in partnership with the Healthforce Center at University of California, San Francisco, in anticipation of a generation of California health center leaders beginning to transition into retirement.

Most research examining factors associated with local government adoption of sustainability practices focuses on the impact of community characteristics. Little is known about whether adoption is also related to the characteristics of the leaders in these jurisdictions. To address this gap in the literature, this exploratory study uses data from a national survey of U.S. local governments (n = 1,672) to examine the potential correlation between adoption of certain sustainability practices and the gender of a jurisdiction’s highest elected official. Our regression models find that jurisdictions led by women were more likely to have adopted redistributive programmes and practices encouraging …

The federal government faces critical human capital management challenges because of workforce retirements. Millennial retention is key to addressing some of these challenges. However, job satisfaction surveys have indicated retention concerns for existing millennial federal employees. The federal sector is struggling to compete with the private sector in employee retention among the millennial generation. An intrinsic motivation approach was used in this study, focusing on leadership and its role in retention. Increasingly, research has been conducted on the penal system, yet few researchers have focused on correctional staff. Due to the nature of their work, correctional officers (COs) experience a high degree of stress that is inmate related, occupational, organizational, and psycho–social. The purpose of this generic qualitative study was to explore the work experiences of COs in rural correctional facilities in Alaska and to learn how correctional staff perceive and mitigate work-related stress stemming from interpersonal conflict. To fill a gap of leadership research in the public sector, conducted in a municipal government department, in a southwestern United States city of over 1,000,000 residents, this quantitative survey research examined the relationships between 66 observer ratings (response rate of 46.15% from a sample of 143 participants) of a department director’s level of the Big Five personality traits, measured by the NEO Five-Factor Inventory-3 (NEO-FFI-3), and transformational leadership as measured by the Multifactor Leadership Questionnaire 5X (MLQ 5X). Little research explores the experiences of women who have successfully attained careers in the highest echelons of federal service. Using Gregory-Mina's conceptualization of the great man theory as the foundation, the purpose of this general qualitative study was to understand the experiences and achievements of 7 women who advanced in the federal leadership hierarchy. In 2014, the Kansas Health Foundation brought together a group of knowledgeable stakeholders from a multitude of specialties to focus on reducing tobacco use specifically among Kansans with mental illness. Over 15 months, the group and the foundation worked to learn deeply about the issue and inform action that could be taken on individual, organizational, and systemic levels.

The expansion of the school choice movement and greater flexibility allowed by Every Student Succeeds Act (ESSA) means that education governance is emerging as an important issue for school effectiveness. This longitudinal case study sought to gain an understanding of the implementation of a new governance structure, Policy Governance, in a private, independent school with deeply entrenched culture and patterns of behavior. Findings suggest an immediate positive influence on leadership and culture in the district, including a “trickle down” effect on shared leadership. In this phenomenological study, I explored U.S Catholic priests' perceptions of the bishops' leadership styles related to how they handled the child sexual abuse scandal. Knowing the bishops' leadership styles was paramount to fill the research gap. Recent discussions of leadership paradoxes have suggested that managers who can hold seemingly opposed, yet interrelated perspectives, are more adaptive and effective. One such paradox that has received relatively little attention is the “Stockdale Paradox,” named after Admiral James Stockdale, an American naval officer who was held captive for seven and one-half years during the Vietnam War and survived imprisonment in large part because he held beliefs of optimism about the future, while simultaneously acknowledging the current reality of the desperate situation in which he found himself.
