A program analysis and evaluation of the Nevada School of the Arts (NSA), a forty-year-old non-profit organization that provides musical education and advocates for the arts in Southern Nevada, was conducted. This paper serves as the completed report for the Nevada School of the Arts program evaluation and provides thorough analysis, findings from the graduate students’ research, observations, and recommendations for the organization to voluntarily accept.

The State of Nevada Certified Public Manager (NVCPM) Program is a nationally accredited leadership development program that has been designed to prepare managers and supervisors in the public sector. A program evaluation of the NVCPM Program was conducted to determine the effectiveness of the services delivered to program participants in terms of development of leadership skills and career advancement. In addition, this evaluation examined the value that the NVCPM provides to the agencies that the participant worked for related to the implementation of the participant’s Capstone Project. Health disparities among people of color are persistent and detrimental to the overall wellness of these groups. Discrimination in the provision of health care services is one of the primary causes of health disparities. Title VI of the Civil Rights Act of 1964’s availability as a tool to prevent discrimination and, in turn, disparities among these groups is underdocumented. The legislative intent of Title VI and the historical context of the law have been helpful in its use outside of the health care arena to prevent discrimination. This paper assesses whether air quality influences public transportation ridership in the city of Chicago. Urban air pollution is a serious health risk, and a priority of urban municipalities. Public transportation is an attractive option for governments attempting to curb urban air emissions. I use data from the Chicago Transit Authority (CTA) and the EPA’s Air Quality Index (AQI) to explore the relationship between a day’s air quality and CTA ridership. I employ three different model specifications, rail, bus and total ridership, to test whether high AQI values (poor air quality) result in increased public transportation ridership in the city …

Color-Blind Racial Attitudes: Microaggressions In The Context Of Racism And White Privilege, Jared F. Edwards

Interest in institutional racism, White privilege, and microaggressions appears to be growing. We are living in times when the impact of race and racism are debated—when even the existence of racism is debated along with the appropriateness of examining the worst parts of U.S. history. This special-issue invited article includes a brief examination of historical information and current context in which racism and microaggressions exist, leading to their connections to Color-Blind Racial Attitudes (CoBRAs). Reviewed research on CoBRAs addresses teacher training, educational practices, experiences on college campuses, and organizational management.

In order to explore themes of privilege in regard to policy availability, language accessibility, and underlying bias, policies related to two topics of interest to higher education campus visitors, campus firearm carry policy and smoking policy, are explored to determine how Web-based information is presented to various audiences. This multisite case study explores how rural principals in high poverty schools in a Southern state that had identified themselves as social justice leaders perceived student diversity, specifically LGBTQ students, and how they sustained a socially-just school climate for all students. Using a qualitative approach lent itself to understanding the principals’ descriptions of themselves as social justice leaders in their respective school and community contexts through their conversations (Creswell, 2007; Marshall & Rossman, 2016). The purpose of this study is to explore factors that may contribute to the persistence and graduation rates of African American and Hispanic undergraduate males enrolled at regional four-year public universities in Texas. African American and Hispanic males have lower graduation rates in both secondary and post-secondary education than their White peers (Harper, 2010; Swail, Cabrera, Lee, & Williams, 2013). A Systems Theory Approach To The District Central Office’S Role In School-Level Improvement, Jackie Mania-Singer

This qualitative case study used General Systems Theory and social network analysis to explore the relationships between the members of a district central office and principals of elementary schools within an urban school district in the Midwest. Findings revealed sparse relationships between members of the district central office and principals, more opportunities for higher performing schools to participate in decision making, and few opportunities for all schools to provide feedback to the district, resulting in a centralized network structure that may inhibit the transfer of knowledge and communication, and ultimately, hinder school-level improvement efforts.

This research report examines the extent to which senior municipal staff in Perth County consider the economic and social implications of joint and several liability. Data for the report is drawn from semi-structured interviews with Chief Administrative Officers or senior staff in the Municipality of North Perth, the Municipality of West Perth, the Township of Perth East, the Township of Perth South, and the County of Perth. The interviews reveal that staff consider both the economic and social implications of the current legislative framework, however economic implications are given greater weight.

Measuring The Fiscal Impact Of At-Large Versus Ward-Based Political Representation In Ontario Municipalities, Alysha Faria

This research report analyzes whether Ontario municipalities with ward-based electoral systems spend more per capita than those with at-large elections. American literature suggests that ward-based municipalities spend more because of log-rolling and politicians' greater responsiveness to neighbourhood electorates. The analysis considerd per-capita expenditures for all Ontario municipalities in the year 2011. Operating and capital expenditures were analyzed separately, as were lower-tier, single-tier, and upper-tier municipalities. Contrary to expectations, ward municipalities spend less per capita than at-large ones on average, however the difference between the two groups was not found to be statistically significant when controlling for municipality type, municipal population …

Municipalities across the Province are grappling with infrastructure deficits. Small, northern, and rural municipality’s tax assessment base limits its ability to garner sufficient revenue to support operations as well as renew and replace infrastructure. Federal and Provincial governments must step in and assist. As a result, the province introduced the Ontario Community Infrastructure Fund (OCIF) as a permanent program to fund critical infrastructure projects for core assets—roads, bridges, water and wastewater. As costs rise, the Ministry of Education and school boards have cut costs by closing schools. The social fabric and economic growth of rural areas are negatively affected by school closures. On the basis of an examination of recent school closure processes in the Upper Canada District School Board in eastern Ontario, this paper recommends explicit incorporation of economic impacts in closure studies, reform to the distribution of provincial education funding, and greater public engagement.

Ontario Service Manager areas are now mandated by the province of Ontario to enumerate the homeless population under their jurisdiction. The rural homeless have unique characteristics that must be incorporated into the enumeration methodology. Case study analysis suggests that period prevalence and registry week methods are better suited to rural areas than a point-in-time count.

This study identifies and explains variation in the choices of public engagement methods across Ontario’s Local Health Integration Networks, in order to inform the policy space these organizations operate in with respect to enabling citizen participation in regional health planning decisions. The websites of all 14 Local Health Integration Networks (LHINs) were searched for three key documents that detail their past and future public engagement method choices. The housing foreclosure crisis of 2007-2010 in the United States disproportionately affected persons of color. Some states, such as Florida, were heavily impacted by property value losses yet little is known about the experience of losing a home and recovering from that loss from the perspective of the homeowner. Using Carlson’s conceptualization of resiliency theory, the purpose of this phenomenological study was to assess the impact of housing foreclosure and the experience of recovery from foreclosure on Black and Hispanic people in Lee County, Florida. Over the past several decades obesity rates in the United States have increased exponentially, reaching epidemic proportions and placing heavy financial and health-related burdens on states. States could reduce their obesity-related spending by billions of dollars, however, if they reduced their obesity prevalence by five percent by 2030, which would reduce medical costs, loss of productivity, and loss of life. Cave-dwelling bats have been decimated by the emergence of a disease, white-nose syndrome (WNS), caused by a fungal pathogen, Pseudogymnoascus destructans; and tree bats are dying in large numbers at wind power facilities. First State National Historical Park (FRST) is a new national park unit located in northern Delaware and Pennsylvania.
