In the United States, the absence of federal leadership on climate change and a strong tradition of localism has created a system in which many greenhouse gas reduction efforts fall to the discretion of municipalities. This often leads to uncoordinated action across jurisdictional boundaries. Despite the widespread notion that cities can lead on climate policy from the bottom up, I find, using a logistic regression analysis of data from 1,837 municipalities, that local governments are more likely to enact climate change policies in an environment where higher levels of government have acted rather than in a decentralized one. There is a growing literature concerning participatory budgeting (PB), which transfers some element of budgetary decision making from the executive or legislature to the citizens. It is widely held that this practice originated in Porto Alegre, Brazil in 1989, although there is evidence of antecedents from the 1970s and 1980s and co-developments elsewhere in Brazil (Goldfrank, 2007; Souza, 2001). During the earlier years of development, this practice was found primarily in less developed countries. Early PB reoriented government expenditures to better focus on the needs of the populace. The delivery of urban environmental services is among the functions devolved to local governments. As public services, they are routinely evaluated typically using ‘hard’ performance measures. The current trend of local governance incorporates citizens’ perspectives in assessing service performance. In this study, the importance and ‘usefulness’ of citizen satisfaction surveys in local urban environmental management are explored using the case of the local government of unit (LGU) of Quezon City, Philippines and its experience with the Citizen Satisfaction Index System (CSIS). A growing body of literature has documented leadership styles by gender. This study examines if directors of Master of Public Administration (MPA) programs accredited by the Network of Schools of Public Policy, Affairs, and Administration exhibit gender differences in leadership styles. Such differences may affect the implementation of public administration and how effective MPA directors are in achieving positive outcomes. Using a mixed methods approach—specifically, exploratory sequential design utilizing qualitative data and analysis, followed by a quantitative survey—we find that there are some gendered differences among public administration directors. Who Benefits From Giving Circles In The U.S. And The U.K.?, Angela M. Eikenberry

Giving circles have emerged around the world as an alternative to mainstream, bureaucratic philanthropy. This article examines the types of organizations that benefit from giving circles in the U.S. and the U.K., drawing on data from interviews, surveys, observations, and documentation collected in both countries.

The findings show that giving circles tend to fund certain types of organizations — often those that are small and locally based, startups and newer organizations that are reorganizing or transitioning, those that have a business orientation, and those that can engage members or show significant impact in relation to their size.

This article presents three case studies — from Ghana, the U.S., and Canada — to examine how community philanthropy might scale up to support community asset management and increase the power of communities to determine their own development with much greater and more complex financial investments.

Community philanthropy institutions have become increasingly popular — especially in the Global South, where they serve to harness local assets, cultivate local capacities, and build trust among diverse stakeholders. In search of a suitable method to measure the social impact of its programs after five years in operation, the Bucharest Community Foundation turned to social return on investment (SROI) analysis to determine the social value produced by one of its grants programs. The internationally recognized method measures the social, environmental, and economic impact of a project or program, quantifiably analyzes outcomes from the perspective of stakeholders, and assigns a monetary value to those outcomes. This article proposes that foundations committed to community-led development must be prepared to invest in efforts that empower the community. In particular, there is potential for funders willing to challenge the top-down nature of the current aid and development system through use of critical conscious-raising to claim a transformative role in shifting from a “recipient” to a “citizen” approach to community development.

Russia’s “back country” — remote, nonindustrial areas that are home to almost 40 percent of the population — was largely excluded from the changes brought about by perestroika. People who live in these areas, where NGOs are almost never present, are often unaware of the resources available to address local issues. These regions require new development models that focus on fostering community engagement, and the community foundation model has proven to be the most useful and adaptable.

The effectiveness of a prescription drug monitoring program in coordination with a prescription opioid recidivism program was examined at a semi-rural community hospital. Patients were identified by a multi-disciplinary committee to be at-risk for opioid misuse or abuse, and were denied prescription opioids. Patients were considered eligible for the program if they had over 12 emergency department visits in the previous 12 months, or 6 visits in the previous 6 months, depending on how long the hospital had records on a patient. Patients who were placed in the prescription opioid recidivism program could not receive opioids at this hospital. The …

Levi’s Stadium in Santa Clara, California is an example of a private financing / public ownership arrangement. While the stadium’s construction resulted in no direct tax increases, this ownership arrangement allows the San Francisco 49ers to avoid many types of taxes on the income generated from Levi’s Stadium. We estimate the total tax savings to the 49ers at between $106 and $213 million over the first 20 years of Levi’s Stadium compared with a privately financed and owned option. We argue that tax savings inherent in private financing / public ownership arrangements represent indirect and hidden subsidies.

Indigenous-Municipal Intergovernmental Agreements: A Case Study Examining Substantive Collaboration, Gwendolyn Lowrie-Dennis

Indigenous-municipal intergovernmental collaboration has been increasing across Canada. Some suggest it can act as either a tool to create empowering policy or as an instrument of authoritative control. This paper examines the case study of the Upper Ottawa Valley Medical Recruitment Committee and classifies its intergovernmental agreement as either symbolic or substantive. It does so by analyzing the frequency of communication, the decision-making processes used, the implementation of the agreement, and its outcomes. The findings suggest that the Committee achieved substantive results on all measures, but not without facing significant logistical and social barriers. Many Chief Administrative Officers will retire in the coming years, posing a succession problem for municipalities. The problem is especially acute in small and Northern municipalities. Municipalities must develop talent recruitment and retention strategies. Analysis of two case studies indicates that strong council support for succession planning is required, and municipal organizations should invest in their staff so that they can ascend to leadership positions, including promoting professional networking opportunities.
