When the Oregon Higher Education Coordinating Commission (HECC) was first convened in the summer of 2012 its first topic of conversation among its members was, “why we here, and what are we supposed to be doing?” The Commission was a body created by legislation but convened with no formal authority, no clearly defined role, no staff, and no budget. Introduction

During the last century, much of the prairie within the Northern Great Plains has been plowed for cropland, planted with non-natives to maximize livestock production, or otherwise developed, making it one of the most threatened ecosystems in the United States. Within Nebraska, greater than 77% of the area of native mixed-grass prairie has been lost since European settlement (Samson and Knopf 1994). The National Park Service (NPS) plays an important role in preserving and restoring some of the last pieces of intact prairies within its boundaries. E-Advocacy In Human Services: The Impact Of Organizational Conditions And Characteristics On Electronic Advocacy Activities Among Nonprofits, Lauri Goldkind

E-advocacy, or the constellation of electronic tools used for policy advocacy, offer cost-effective approaches for engaging constituents to create social change. Providers of human services may face challenges when trying to implement these tools. While many electronic tools have low barriers for entry, other factors may inhibit their use in agencies. This article explores the organizational characteristics related to the use of electronic advocacy strategies. Based on a survey of nonprofit executives, the study uses path modeling to describe the connections between organizational characteristics and the use of electronic advocacy tools. Implications of these findings are discussed.

County Government Structure And Expenditure, Dovlet H. Babajanov

All Graduate Theses, Dissertations, and Other Capstone Projects

This research inquired into whether government structure has any influence on expenditure. On the national sample of U.S. county governments several hypotheses were tested. To estimate the influence of structure on expenditure, a linear regression analysis was used. The findings suggest that government structure does have an impact on agencies' expenditure levels. Specifically, findings indicate that traditional Commission structure tends to spend the least, followed by Commission-mayor and the most expensive being Commission-manager.

Innovative forums that integrate citizen deliberation into policy making are revitalizing democracy in many places around the world. Yet controversy abounds over whether these forums ought to be seen as authentic sources of public opinion and how they should fit with existing political institutions. How can civic forums include less powerful citizens and ensure that their perspectives are heard on equal terms with more privileged citizens, officials, and policy experts? Supporting Intrinsic Motivation And Public Service Motivation In The Local Government Sector: Evaluating The Effects Of Performance Appraisal Systems, Erin L. Luper

This study used an electronic questionnaire to evaluate the levels of intrinsic motivation, compared to extrinsic motivation, in front-line local government employees. This research also evaluated the relationship between intrinsic motivation and public service motivation (PSM). Further, this research assessed the effects of performance appraisal systems (PAS) on intrinsically motivated front-line local government employees.

Current research suggests that public sector employees are more intrinsically motivated than extrinsically motivated. This study found that, while the employees showed higher levels of intrinsic motivation over extrinsic motivation, most of the respondents showed moderately high levels of both intrinsic and extrinsic motivation. During the past two decades, concern about spatial concentrations of poverty and disadvantage has become an ascendant scholarly and policy issue, and research on the effect of neighborhoods on individual and family life chances has grown substantially. The Choice Neighborhoods Initiative (hereafter, Choice), introduced in 2009, is a new federal program designed to address concentrated poverty. Choice, which is functionally the successor to the Housing Opportunities for People Everywhere, or HOPE VI, Program, provides competitive grants to fund redevelopment and revitalization in neighborhoods that have concentrations of poverty and publicly subsidized housing, with the goal of transforming them into neighborhoods …

This report describes the collaborative efforts undertaken by the Town of Falmouth Council on Aging Senior Center and the Center for Social and Demographic Research on Aging, within the McCormack Graduate School at the University of Massachusetts Boston. Most of our hopes and dreams for public education rely on how well teachers teach, and major federal education policies often need teachers to serve as their primary implementers. Yet we know very little about how teachers' responses to federal education policies affect their teaching, their identity and their motivations. Research on "policy feedback" recognizes that policy targets derive important lessons from public policies and political discourse, but there are gaps in terms of how, when and why relationships within organizations, institutions, or communities mediate these effects on policy implementers and citizens. In political science, several theories of contentious politics hold that political action results from complex dynamic interactions between political groups and other stakeholders, such as their governments. This dissertation creates an integrated feedback view of three such theories of contentious politics (Relative Deprivation, Resource Mobilization, and Political Opportunity Structures) as well as three recent attempts to integrate these theories (Collier & Hoeffler, 2000; Regan & Norton, 2005; Wimmer, Cederman, & Min, 2009). This integrated feedback view provides a better understanding of the link between these theories' causal structure and behavior.

Despite the scholarly interest in workplace incivility in the field of organizational behavior, public administration (PA) scholars have paid much less attention to this timely and relevant topic. Based on a unique sample of 401 individuals (nested in 83 work units) employed in a public organization in Thailand, the present study seeks to address this void by examining whether different sources of workplace incivility (i.e., supervisors, coworkers and customers) will have differential effects on different types of employee deviant behaviors (i.e., deviance directed towards the organization, supervisors, coworkers and customers). There is a large literature on the determinants of organizational performance, and its multidimensional nature is well recognized. However, little research has examined how different organizational and environmental factors influence different stakeholders’ performance assessments of the same service. We address this gap by comparing the factors influencing performance evaluations by different constituencies of child care centers in Ohio. We operationalize performance using (1) regulatory violations documented during state licensing inspections, (2) satisfaction with the center’s quality reported by center directors, (3) satisfaction with the center’s quality reported by teachers, and (4) satisfaction with care quality reported by parents. Recent scholarship has documented a growing interest in teaching philanthropy at the undergraduate and graduate level. This study is an overview of the nature and extent of one approach, experiential philanthropy, in which students learn philanthropy by making grants to nonprofit organizations. The study reviewed syllabi and support material for 88 experiential philanthropy courses. The analysis identified four course models offered in a variety of academic settings. These findings suggest a broader range of course options for advancing civic engagement goals that instructors might typically consider.
