Executive Summary

The Northern Great Plains Inventory & Monitoring Program and Fire Effects Program have been monitoring vegetation in Agate Fossil Beds National Monument for over 18 years. While methods have changed slightly, this report summarizes data from over 80 locations from 1998-2015. We use these data to explore status and trends in upland and riparian plant communities, the occurrence of rare plants, and the effects of the Fossil Hills trail installation on the surrounding vegetation. Summary

This report describes the Air Quality Related Values (AQRVs) of the Northern Great Plains Network (NGPN). AQRVs are those resources sensitive to air quality and include streams, lakes, soils, vegetation, fish and wildlife, and visibility. This report also describes air pollutant emissions and air quality in NGPN, and their effects on AQRVs. The primary pollutants likely to affect AQRVs include nitrogen (N) and sulfur (S) compounds (nitrate [NO₃^-], ammonium [NH₄⁺], and sulfate [SO₄^2-]); ground-level ozone (O₃); haze-causing particles; and airborne toxics.

Introduction

In 2014, the preserve’s federal and NGO partners conducted prescribed fires during March, April, and October that encompassed 8129.8 acres of Tallgrass Prairie National Preserve (TAPR). This was a unique burn year in that prescribed burns occurred in the spring, the traditional burn season, and the fall. Fall burns were conducted to support needed archaeological surveys as part of the environmental compliance for a symphony event scheduled for June 2015 at the preserve. Burns at TAPR were coordinated with local US Fish and Wildlife Service (USFWS), The Nature Conservancy (TNC), and various units of the National Park Service.

Abstract

This report presents the results of vegetation monitoring efforts in 2014 at Agate Fossil Beds National Monument (AGFO) by the Northern Great Plains Inventory and Monitoring Network (NGPN).

During the fourth full year of field work, crew members from NGPN visited six plant community monitoring plots to collect data on the vegetation at AGFO. This is part of a long-term monitoring effort that will sample six of 15 randomly located upland plots every year, so that each plot is visited for two consecutive years and then rested for three years, on a five-year rotating basis. Executive Summary

Agate Fossil Beds National Monument is a 3,057-acre park located in western Nebraska. The unit is comprised of northern mixed-grass prairie vegetation, typical of the Northern Great Plains. Weather, fire, and grazing are generally considered to be the ecological drivers of prairie ecosystems and critical for prairie health. However, grazing has essentially been absent since the 1960s. In 2014, a Department of the Interior report explicitly listed the park as a high priority for bison restoration. This report evaluates the feasibility, management options, benefits, and challenges of restoring bison to Agate Fossil Beds National Monument.

North American bats are highly unique animals that have historically been overlooked by land managers and misunderstood by the public. Bats are unique as the only true flying mammals and due to their exceptionally long lives (5-15 years) and unusually low reproductive rates (typically one young per year) for their small size. 2011 Monitoring Status

Overview

In 2011, the first year of vegetation monitoring by the Northern Great Plains Network Inventory and Monitoring staff at Scotts Bluff National Monument, efforts resulted in the documentation of 79 plant species. This was the lowest number of species among parks sampled in 2011. Graminoid (grass and grass-like plant) species accounted for only 21 (27%) of the total species, but graminoid cover was much higher than that of any other plant type. Forbs were much more diverse, but did not provide as much foliar cover.

This chapter adopts the working assumption that it is conceivable that at some time in the future it would be in the interest of the United States to restructure its sovereign debt (i.e., to reduce the principal amount). It addresses in particular U.S. Treasury Securities. The chapter first provides an overview of the intermediated, tiered holding system for book-entry Treasuries. For the first time the chapter then explores whether and how—logistically and legally—such a restructuring could be effected. Homestead National Monument (HOME) was created at the to celebrate the significance of the Homestead Act of 1862 which granted 160 acres of free land to claimants and was one of the most significant and enduring events in the westward expansion of the United States. The National Monument encompasses 184 acres in Gage County, west of Beatrice, Nebraska. This unique site also hosts the oldest prairie restoration in the National Park system, and the second-oldest tallgrass prairie restoration known. National maps of atmospheric sulfur (S) and nitrogen (N) emissions and deposition are provided in Maps A through D as context for subsequent network data presentations. Maps A and B show county level emissions of total S and total N for the year 2002. Maps C and D show total S and total N deposition, again for the year 2002.

The terrorist attacks of September 11, 2001, spawned 252 new nonprofit organizations. We know little about these organizations, including how they emerged, formalized, met constituents' expectations for immediate performance, and ultimately survived. This article explores these issues through a case study of one successful organization, the Windows of Hope Family Relief Fund. Using concepts from disaster, organizational ecology, and entrepreneurship research, the analysis identifies six propositions that link these literatures, notably the role of resource acquisition in formalization and the role of legitimacy in both fund development and organizational endurance.
