Vegetation Monitoring At Homestead National Monument Of America, Nebraska, 1998–2017, Sherry A. Leis

Executive Summary

The Heartland Inventory and Monitoring Network has sampled permanent monitoring sites in three vegetation community types (restored prairie, successional forest, and bur oak forest) at Homestead National Monument of America since 1998 (includes nine sample years). Network scientists record each species, aerial cover estimates of ground flora, diameter at breast height of midstory and overstory trees, and tree regeneration frequency (tree seedlings and saplings) within these permanent sites.

The park has experienced similar periods of drought and wetness through the monitoring record. Ground cover estimates indicate that prairie litter and bare ground are negatively related; prescribed fire cycles …

One of the mechanisms by which international law can shape domestic politics is through its effects on public opinion. However, a growing number of national leaders have begun to advocate policies that ignore or even deny international law constraints. This article investigates whether international law messages can still shift public opinion even in the face of countervailing elite cues. It reports results from survey experiments conducted in three countries, the United States, Australia and India, which examined attitudes on a highly salient domestic political issue: restrictions on refugee admissions. The im(migration) and refugee crisis that are being exacerbated under the Trump administration, is a manifestation of empire-building and the long history of colonization of the Global South. A Marxist-humanist perspective recognizes these as consistent aspects of a clearly racist global capitalism that functions in the interest of multibillion dollar U.S.–based corporations and increasingly transnational corporations. Trade agreements, international economic policy, political intervention, invasion or the threat of these, often secure corporate interests in specific countries and regions. Staff recruitment, selection, and retention are persistent challenges for many child welfare agencies. Agency directors recognize these challenges but often lack the capacity or strong relationships with human resources (HR) to hire and keep the right child welfare staff. The lack of evidence-based practices to address child welfare workforce issues compounds the situation. The Quality Improvement Center for Workforce Development (QIC-WD) was created through a 5-year cooperative agreement with the Children's Bureau to advance knowledge about evidence-informed workforce interventions, test a variety of interventions in real-world settings, and examine how workforce stability is related to outcomes for children.

Rock ptarmigan (Lagopus muta) and willow ptarmigan (L. lagopus) are Arctic birds with a circumpolar distribution but there is limited knowledge about their status and trends across their circumpolar distribution. Here, we compiled information from 90 ptarmigan study sites from 7 Arctic countries, where almost half of the sites are still monitored. Rock ptarmigan showed an overall negative trend on Iceland and Greenland, while Svalbard and Newfoundland had positive trends, and no significant trends in Alaska. For willow ptarmigan, there was a negative trend in mid-Sweden and eastern Russia, while northern Fennoscandia, North America and Newfoundland had no significant trends. …

In order to understand the impact of individual communities on global sustainability, we need a community sustainability assessment system (CSAS). While many sustainability assessment systems exist, they prove inadequate to the task. This article presents the results of a systematic review of the literature on existing sustainability assessment systems; offers a definition of a sustainable community; provides a multi-scale, systems approach to thinking about community; and makes recommendations from the field of performance measurement for the construction of a CSAS.

The Northern Great Plains Inventory and Monitoring Network includes thirteen park units located in five northern Great Plains states across six ecoregions. Two park units, Jewel Cave National Monument (JECA) and Wind Cave National Park (WICA), protect significant cave resources. These two caves are among the longest caves in the world and have an assortment of underground water resources ranging from drip sites to cave lakes. This dissertation analyzes the engagement between universities and their respective municipalities. Although a sizable amount of research has explored relationships between town and gown, we still lack a clear understanding of why engagement works better between some universities and municipalities but not for others. This dissertation argues that university engagement with local governments, while a necessary and increasingly important part of institutional activities, cannot be effective unless it is done in earnest collaboration with the localities. Los Angeles County (LAC) low-income communities of color experience uneven asthma rates, evidenced by asthma emergency department visits (AEDV). This has partly been attributed to inequitable exposure to diesel particulate matter (DPM). Promisingly, public parks and open space (PPOS) contribute to DPM mitigation. However, low-income communities of color with limited access to PPOS may be deprived of associated public health benefits. Therefore, this novel study investigates the AEDV, DPM, PPOS nexus to address this public health dilemma and inform public policy in at-risk communities. Metoposaurids are non-marine temnospondyls that are among the most common constituents of Late Triassic deposits, but despite their abundance, the evolutionary relationships of the group are poorly resolved and have not been fully addressed with modern phylogenetic methods. The genus Anaschisma is one of a number of poorly resolved metoposaurid taxa and was erected to describe two species from the Popo Agie Formation (Carnian) in Wyoming: Anaschisma browni and Anaschisma brachygnatha. Since being named, the genus has been repeatedly synonymized and separated with other taxa in the context of broader revisions of the Metoposauridae. At present, Anaschisma is considered …

Jewel Cave National Monument and Wind Cave National Park in South Dakota contain two of the six longest caves worldwide. These caves contain subterranean lakes that are important points of intersection between the water table of the Madison aquifer and the caves. During 2015 to 2017, several subterranean lakes were discovered in Jewel Cave, which previously was thought to be above the regional water table. This paper is intended to restate the case for the development of an "ethical theory of accountability" as an alternative to current theoretical frames being applied by students of accountable governance. I would emphasize the word "alternative" at this juncture, noting that an ethical theory should not be regarded as replacement for current models; rather it is offered as a reframing of accountability that can provide a significantly different perspective -- one rooted in (and built upon) ontologically distinct presuppositions about the nature of account-giving/receiving.

This report presents the results of vegetation monitoring efforts in 2018 at Scotts Bluff National Monument (SCBL) by the Northern Great Plains Inventory and Monitoring Network (NGPN) and Fire Ecology Program (NGPFire). This was the eighth year of combined monitoring efforts.

Crew members from NGPN visited eight long-term monitoring plots to collect data on the plant communities at SCBL. This work is part of a long-term monitoring effort designed to provide a better understanding of the condition of the vegetation community and how it changes over time. Public pension funds invest in stock, bonds, and other assets in an effort to keep the costs to governments of funding pensions low. Researchers have examined the investment-related risks to public pension funds, to the governments that contribute to them, and to stakeholders in pension funds and governments, using stochastic simulation models of pension fund finances.

These models generally use simple investment return assumptions, such as that returns are drawn from a normal distribution, are independent from year to year, and are not correlated with the governmental tax revenue needed to pay pension contributions. Because investment returns and tax revenue …
