The purpose of this study is to investigate the use of policy analysis by planning and development departments throughout the Southern Nevada region. The data for this study was collected from interviewing eight planning and development department heads within various jurisdictions. The interviews consisted of twelve questions that were designed to explore the roles of department heads with respect to the policymaking process as well as whom is conducting policy analysis to assist in Decision-making. The main research question this study attempts to answer is, do Southern Nevada planning and development agencies conduct and use policy analysis?

In January 2009, a four-member team of University of Nevada, Las Vegas (UNLV) Department of Public Administration students set out to evaluate the effectiveness of HopeLink, a transitional housing program in Henderson, Nevada. The research team was tasked with evaluating the effectiveness of the agency and assisting the Committee on Homelessness in deciding future funding allocations. This paper provides our review and analysis, including program strengths and weaknesses, and recommendations for future program and funding improvements.

Our group conducted a program evaluation of HELP Las Vegas Genesis Apartments (HELP Genesis). We began the evaluation on November of 2008 and concluded May 2009. HELP Genesis is a permanent supportive housing facility for veterans and homeless with disabilities. It was a concern that they may be a transitional housing facility because of their turnover rate. We concluded that this was not the case.

We have identified the following limitations in our analysis. There was a lack of accessibility to the budget and accounting documents, limited access to key contacts for necessary information, and time constraints which prohibited us …

For more than a decade, Clark County, Nevada was the fastest growing county in the nation and its government (and government services) rapidly expanded in an attempt to keep pace with the ever-increasing needs of County residents. In 1996, Clark County Human Resources (CCHR) endeavored to improve its managerial efficiency by reducing its number of position classifications and succeeded in collapsing some 1100 job classes down to 500. Boulder City is rich with natural resources such as abundant land, 50% of Hoover Dam's power generation at cheap rates, and a high priority right of Colorado River Water. In addition to low utility rates, Boulder City residents have the lowest property taxes by far compared to other cities in southern Nevada. Citizen participation rates in Clark County Town Advisory Boards (TABs) and Citizens Advisory Councils (CACs) were assessed. We measured citizen participation by analyzing attendance at TAB and CAC meetings over a two-month period. We designed a survey and distributed it to TAB and CAC meetings to profile volume of attendees, demographic characteristics, and other relevant data. Each member of our group also personally attended two TAB and CAC meetings to collect observations and conducted an interview with the Clark County liaison for that group. The City of Las Vegas Human Resources Department requested the evaluation team examine the perception of fairness in the promotional selection process as demonstrated by the results of the 2007 Diversity and Inclusion Survey and related complaints from some of the employees. Boulder City (City) is unique in the State of Nevada as being a non-gaming city, maintaining a controlled growth ordinance, and steadfastly holding to its “small town” values and character. The City has been facing budgetary challenges as future expenditures are anticipated to continually exceed revenues if current services levels are maintained. Indeed, fiscal reviews indicate the City has been transferring contingency monies between funds to cover overages for the past several fiscal years. This “robbing Peter to pay Paul” methodology may offer a temporary solution to the shortage but may be detrimental as a long term solution.

The City of Las Vegas operates a municipal detention facility, primarily housing offenders who have committed misdemeanor crimes within the 130 square miles of the Las Vegas City limits. Similar to many jurisdictions, within the State of Nevada, but also across the Country, the offender population is on the rise. The City’s inmate population has grown steadily at a rate of 10%, annually, for five years. A program evaluation of the Nevada Child Seekers (NCS) organization was conducted from October 2006 through April 2007. The evaluation consisted of a qualitative assessment of the organization's volunteer recruitment and retention program. The evaluation was conducted by performing a series of interviews of staff and by conducting a web-based survey of available volunteers. Information gathered from the interviews and surveys was compared with benchmarking data from multiple scholarly and community sources.

The COACH program was created through a Social Security Administration (SSA) grant provided to assist eligible chronically homeless individuals apply for Supplemental Security Income (SSI) and Social Security Disability (SSD) benefits. On April 1, 2004, the SSA released $6.6 million in "HOPE" awards to 34 organizations, including Clark County Social Services (CCSS) who received $450,000 over three years. Later in 2004, they released additional funding to include seven more organizations in the program. In total, the SSA has committed nearly $18 million to the program over three years. The 1981 Nevada Legislature reduced property tax rates in what is known as the “Tax Shift”, whereby cities and counties received less property tax revenue and more sales tax revenue. Nevada made this change to mirror California Proposition 13, along with over forty states nationwide. Furthermore, the property tax rates that could be levied by local governments were “capped.” Nevada also became the only state to depreciate improvements (buildings) in determining the value of property (Tax Topics, 2001). The U.S. Forest Service (USFS) has implemented the Healthy Forests Initiative (HFI) (2002), which streamlines the NEPA process for proposed forest fuel reduction projects. A key question is whether the USFS’s streamlined NEPA process produces an adequate environmental document and fulfills regulatory requirements. This thesis evaluates whether the streamlined approach practiced by the USFS under the HFI satisfies the NEPA requirements. A review of four streamlined documents assesses whether these requirements are met.
