Historically, juvenile justice in the United States has been the responsibility of state governments with limited federal support. There is a notable gap in the empirical literature on factors that affect funding policies for state juvenile justice programs. In this dissertation research, I used two theoretical perspectives to examine determinants of juvenile justice spending: economic theory on intergovernmental aid and tenets of the Politics of Social Order Framework, developed by Stucky, Heimer, and Lang (2007) to investigate corrections spending. Several empirical analyses have explored corruption in government to determine the factors that contribute to corrupt behavior of elected officials.

This study will focus, explore, and enhance the research on the causes of public corruption among elected county commissioners by examining four domains of corruption causality: individual characteristics of elected officials, county government characteristics, county government fiscal performance, and community characteristics. This study will attempt to determine if General Strain Theory can provide a theoretical framework for understanding the causes of public corruption and, to what degree it can predict whether elected county officials will engage in corrupt behavior.

Microbial analysis has long been used as an indicator of water quality. Since the passing of the Safe Drinking Water Act in 1974, microbial standards have been strictly set by the Environmental Protection Agency (EPA) to ensure that the public health is protected from bacterial pathogens. The bacteriological quality of water generally deteriorates as it travels from water treatment facilities through the main distribution system and into private plumbing and distribution systems. Graffiti eradication is a problem for the Nevada Department (NDOT). Over 12,000 man-hours are spent on graffiti eradication each year. One recognized graffiti abatement method is the use of non-sacrificial, anti-graffiti coating. NDOT uses non-sacrificial, anti-graffiti coating as an abatement strategy to easily remove graffiti from the public's view. NDOT conducts an annual evaluation of non-sacrificial, anti-graffiti coatings in order to keep current with industry innovation and improved product formulations. Products that meet NDOT's performance expectations are added to the Qualified Product List.

Subsequent performance failures by FEMA, specifically preparation for and response to Hurricane Katrina, led to a number of internal and external reviews and investigations to determine the causes of these failures and to identify potential solutions. This article draws upon a sample of nonprofit and state government managers to examine the role that service motivation plays in both sectors. The research addressed three main questions: 1) what are the main motivational types and constructs of managers in the public and nonprofit sectors? 2) what differences exist between these sectors in terms of level of motivation? And 3) what are the long-term and short-term consequences of different types of motivation? Our group conducted a program evaluation of HELP Las Vegas Genesis Apartments (HELP Genesis). We began the evaluation on November of 2008 and concluded May 2009. HELP Genesis is a permanent supportive housing facility for veterans and homeless with disabilities. It was a concern that they may be a transitional housing facility because of their turnover rate. We concluded that this was not the case.
