The Clark County Parenting Project offers a series of free programs to help parents become more effective in raising their children. This program evaluation focuses on Teen Triple P, one of the six programs offered by Clark County, evaluating the effectiveness of the program to the community. The Parenting Project partnered with the University of Nevada, Las Vegas, School of Public Policy and Leadership to be a participant in a program evaluation. The evaluation will serve as a tool to determine the overall effectiveness in meeting program goals and objectives as well as determining strengths and weaknesses in program implementation.

While many studies have examined self-exclusion few have focused on the processes through which gamblers return at the end of their agreements. In 2014, the RGC Centre for the Advancement of Best Practices examined voluntary self-exclusion reinstatement and renewal in an effort to develop evidence-informed best-practices for both land-based and online gambling operations. The presentation outlines the findings of the study and the recommended best practices for reintegration and ban renewal.

This dissertation studies citizen participation, mental health care and block grants. Each state has a Mental Health Planning and Advisory Council (MHPAC) that is required by the Community Mental Health Services Block Grant program. Councils must consist of at least 50 percent citizens. This dissertation looked at MHPAC activity levels of the 50 states (and Washington, DC) and developed an activity level index to measure council activity from 2008-2011. Two main questions were posed. First, do planning council differ in their level of activity? If so, what explains this variation? A random assignment experiment examined the effects of three expressions of gratitude on two prosocial behaviors: volunteering and making monetary donations to charitable organizations. The results indicated that two of the expressions of gratitude had a significant opposite effect on the two prosocial behaviors. Both a verbal thank-you speech and a hand written thank-you note, resulted in a significant reduction in the amount of pledged volunteer hours, while resulting in a significant increase in the amount of pledged charitable dollars. The third expression of gratitude, a ten dollar thank-you gift card, produced no significant findings for either prosocial behavior. The …

Student evaluation team, M.A.R.S. Consulting Group (M.A.R.S.), conducted an evaluation of the Clark County Wetlands Park (CCWP) Volunteer Program from April 2014 through August 2014. The pre-assessment consisted of a qualitative analysis of the organization’s educational programs, tremendous growth in and establishment of facilities throughout 2013 and 2014, staff responsibilities, and volunteer programs. The Government Performance and Results Act (GPRA) of 1993 requires government agencies to conduct performance measurements of their contractors for purposes of evaluation and comparison. To be most meaningful, performance comparisons need to consider all relevant characteristics that are of importance to the agency. Yet, bounded rationality theory states that managers of complex programs may have insufficient time and resources to consider all potentially relevant factors. This research seeks to explain budgetary transparency practices of individual US counties by examining the extent of information sharing with constituents via their websites. There are 3,138 counties and county-equivalents in the United States. This study evaluates a random sample of 400 US counties where 19% of the represented counties having populations of 100,000 or more residents, matching the same ratio of counties with populations of 100,000 or more residents nationally. We create a four-level categorical dependent variable measuring budget transparency. Using an ordered probit analysis with six independent variables we are able to explain the probability of counties having …

Nevada’s competitiveness in receiving federal funding has been a serious and contentious topic that has steered recent efforts to ascertain ways the state can increase and utilize federal dollars efficiently. Nevada is positioned 53rd out of 53 U.S. states and territories in bringing federal dollars to the state, missing out on $1.5 billion annually (Gustafson, 2012). Nevada spends far less on Medicaid (per capita) than any other state. Since legislative gridlock is much more common than legislative action, in order to understand policy outcomes, it is critical to know why bills are obstructed. Gridlock occurs when a legislator (or group of legislators) wants to block a bill, and has the procedural right to do so. Southern Nevada Strong (SNS) is a collaborative regional planning project between local public agencies and NGOs throughout the Las Vegas Valley. This project is headed by City of Henderson on behalf of the Southern Nevada Regional Planning Committee. SNS received a $3.5 million Sustainable Community (SC) grant from HUD which is set to expire in 2015. SNS member agencies receive preference for future HUD grants by participating in successful SC grant, which could be considered a motivating factor for participation for outside agencies.

The evaluation identified both strengths of the program and opportunities for growth. The report recommendations provide the agency’s members and principal stakeholder groups with proposals designed to improve the program’s financial position and long-term viability. The Rainbow Company receives primary financial support from the City of Las Vegas Office of Cultural Affairs. Traffic-related incidents were the leading cause of fatal injuries to officers in 14 of 15 years between 1997 and 2012. Vehicle crashes occur at the individual officer level, but chiefs are responsible for agency performance, creating and implementing police policy, and developing organizational culture. This quantitative survey research study draws from organizational culture theory and asks chiefs in state, county, and city police organizations what they believe are salient factors in crashes causing injuries and death to police officers in the United States. "CHOICES" Florida's version of ObamaCare was a unique case voted in by the public in Alachua County Florida. A mixed methods research design was utilized and provided context in which policy entrepreneurs operated, as well as an explanatory model of internal determinants. Social, economic and political factors were examined to determine the predictor variable in the adoption of the "CHOICES" health services program. The results revealed that voters 51 years of age and older had a greater probability of voting for the Alachua Referendum. "CHOICES" legality has not been under contention but its effectiveness has.
