The purpose of this study is to map the latest developments on the asymmetric decentralization concept. The increasing use of this concept today is not accompanied by the availability of adequate literature. This paper aims to analyze the perception of involved actors toward collaboration and investigate conditions that motivate actors to collaborate in delivering public services. This study uses pragmatic philosophy that utilizes qualitative data collection. Despite the government as the leading service provider, non-state actors' involved in planning, organizing, and evaluating service delivery. By conducting a focus group discussion, providing an open question survey, and analyzing relevant news, this research emphasizes that public service providers and communities involved in public service delivery perceived collaboration as working with others or cooperating and achieving common goals. This research assumes that various forms and scales of lockdowns and social distancing measures have limited local decision-makers’ ability to reach out to communities as part of their mandatory annual participatory budgeting processes. Building upon this proposition, this article assesses Nepal’s local budgeting process of 2020 to understand the degree to which it succeeded (or failed) in incorporating citizen’s voices in the annual handbook of local public policies and budgets. The problem of corruption has occurred in many government institutions. Corruption is not only occurred in legislative institutions such as DPR, DPD, or DPRD, but also in executive institutions, such as ministries. Corruption in the Ministry of Religious Affairs is chosen to be explored in this paper because of its supposedly commitment and tightly intricate with moral and religious values to oppose any practices of corruption. The article aims at examining how policy could be transferred as a complex and dynamic process in terms of internationalization and globalization. In addition, it will explore significant channels for the international movement of ideas, policies, and practices through an international policy learning process formed in policy transfer, lesson drawing, policy diffusion, and policy convergence. The Basic Agrarian Law No. 30 Year 1960 stipulates that the Indonesian state (both the central and regional governments) is the sole authority on land that may control and give out land rights to its citizens. This article tries to show the transformation of jazz music as a cultural product in Yogyakarta. This transformation is, according to Baumann, fluid, contradictory, and ambivalent. In the origin, this music became a symbol of resistance by the lower class, whereas in Indonesia jazz became the upper middle class consumption. However, in its development, some jazz musicians try to restore the original meaning by combining local elements and bring a hybrid genre of jazz, although this was not last long. The article aims to describe the process of social exclusion and inclusion within local government budget (APBD) in Lamongan and Ngawi East Java in 2006-2008, and Makasar South Sulawesi in 2009. Social exclusion was indicated by the absent of public participation in the decision making process. Social exclusion for public local budget appeared in regulation level such as unclear mechanism of public participation and the constraints to access budget documents.
