This study identifies strategies to mitigate the impact of terrorist attacks against the domestic urban environment. It uses multiple qualitative research methods to identify patterns of attack used by terrorists against urban targets in the United States and suggest ways for policymakers to mitigate the effects of a terrorist attack through not only physical, but also organizational, political, legal, and social strategies. It uses case analysis, literature review, and interviews with experts in domestic terrorism preparedness to develop and suggest solutions.

The purpose of this case study is to analyze methods used in the city of Norfolk, Virginia to control adult oriented businesses (AOBs). Evidence is derived from several sources: interviews, analysis of government records, documents, historical photographs, and current observations.

The research examines approaches taken by the city to control AOBs in three locations: Main Street-Granby Street, the north end of Hampton Boulevard, and Little Creek Road-Shore Drive. This study analyzes the effectiveness of a network of five regional organizations to promote economic development in Hampton Roads, Virginia. Using a case study methodology, data collected from organizational documents, media reports, and personal interviews was categorized and triangulated to determine how many regional economic proposals were implemented from 1990 to 2000. This analysis created a regional timeline from which was produced a regional inventory of economic proposals. This study concluded that the regional economic development organizations in Hampton Roads have a fragmented network and their output has been influenced by regional factors.

This study identified defendant characteristics that are related to pretrial outcome (success or failure pending trial) in Virginia. The study also investigated the potential differences in predictors across community types (Large Urban, Small Urban, Mixed, and Rural). Identification of factors that are predictors of outcome, as well as any differences across community types, can assist judicial officers in making the bail decision. The bail decision, to release or incarcerate a defendant pending trial, is a monumental one. This study analyzes the effectiveness of risk-needs assessment used in the classification of probation and parole for adult criminal offenders in the Commonwealth of Virginia. The use of risk-needs classification instruments dramatically increased in the 1980's and 1990's, but some research has indicated that these instruments do not have universal applicability and must be validated to the population to which they are applied. This study uses quantitative content analysis, with qualitative elite interviewing as a supplemental tool, to investigate the role of the Daily Press newspaper in creating, framing and fostering the locally controversial issues of regionalism and consolidation on the Virginia Peninsula from 1944-1996.

The investigation supports earlier findings regarding the second-level of Agenda-setting in terms of the newspaper's ability to cumulatively create "the pictures in our heads" of events or issues. The dissertation suggests that by selecting thematically related attributes over time, the newspaper acts to transmit issue salience, but that the potential impact of the "picture in our heads" is …

This study attempts to identify the leadership styles of Virginia prison wardens within public adult prisons, and to determine which factors contribute to the development of their leadership styles. The two instruments used in this study to assess leadership style were the Leadership Practices Inventory (LPI, which measures "transformational" leadership), and the Leader Behavior Analysis II Self (LBAII Self, which measures "transactional" leadership). Both instruments have been used in prior research with correctional personnel, and comparisons of this research study is made with previous dissertations utilizing the LPI and LBAII.

The purpose of this study is to formulate a behavioral theory of public organization development and administration that replaces positivism with constructivism as its underlying paradigm. This study contends that the level of maturity with respect to quality is a function of the degree to which an organization's latent thinking and conceptualization has advanced toward constructivism. The underlying thesis is that public administration and organization behavior stems from multiple realities not possible under positivism. Efficiency is not an appropriate criterion for analysis under the tenants of constructivism and should be replaced with quality as a criterion.

The research question for this study asked if the Job Specifications Inventory (JSI) had acceptable internal reliability and an ability to differentiate among occupational groups. The JSI was designed to have subject matter experts rate the importance of skill, content, context, relationship and work focus requirements of jobs or occupations. The JSI used a taxonomy of 268 behavioral elements derived from the content analyses of satisfying achievements reported by a large, diverse clientele. A clinical-type behavioral consistency method was used to extract performance dimensions from clients' achievements to build the taxonomy. This study uses the post-test only design to assess the preliminary effects of a community-based policy initiative, the Norfolk State University Resource Mothers Program (RMP), on the gestational ages, birth weights, and survival rates of infants born to participating adolescent mothers.

The RMP uses experienced mothers or paraprofessionals similar in race and socio-economic status to the participating teenagers. These persons are trained to assist pregnant adolescents and teen parents with nonmedical dimensions of pregnancy and child care. Leigh Memorial Hospital, a small private community care hospital merged with Norfolk General Hospital in 1972 to form an innovative health care corporation in Tidewater Virginia. By deciding to merge and alter its organizational identity, the Leigh Memorial Hospital leadership reversed a previous decision to relocate to the downtown Norfolk Medical Center complex, choosing instead to move to within a few yards of the neighboring city of Virginia Beach. This study is an inter-disciplinary analysis of the backgrounds of the Carter administrative elite. Various theories of political science, public administration, and ethics are presented in relation to Jimmy Carter's appointees. A background composite is presented of the elites' education, career before government service, age, sex, and geographic region of birth and socialization. Information about the elites was obtained from biographical listings, and was stored and processed by an electronic data processing system.
