Since the 1980s, privatization has gained increasing acceptance among state governments. Yet, few empirical studies have investigated the factors influencing the level of state government privatization focusing on a multitude of programs and services aggregated across departments. Most prior state level empirical research has emphasized single cases or programs but has not addressed the aggregate level of privatization undertakings across the states. GASB Statement No. 45 addresses how governmental units account for employees' other post-employment benefits (OPEB), requiring government employers to replace OPEB reporting on a pay-as-you-go basis with an accounting of the cost of current and future benefits. This requirement and the resulting OPEB liability may prompt government employers to reconsider key questions regarding their OPEB provision. The size of the OPEB liability depends on both the benefit promises made to employees and the assets to fund these promises. We propose a typology that defines four approaches for governments to respond to GASB 45 and their OPEB liabilities. These approaches represent …

Research and practice in nonprofit fundraising has increasingly been focused on the benefits of relational exchange. This dissertation examines relationships between donors and nonprofit organizations and their impact on the charitable giving levels using identity salience and relationship satisfaction as key mediators of nonprofit relational exchange. Previous research has shown that there are a plethora of charitable giving motivations that contribute to supportive behaviors in the nonprofit context; however, this research does not provide a comprehensive understanding of the intervening variables. This dissertation investigates factors that influence effective use of Knowledge Management (KM) in Counter Improvised Explosive Device (C-IED) operations in the military.

The study suggests that effective KM program is determined by the interaction of three organizational capabilities: knowledge infrastructure, knowledge process, and leadership orientation.

A self-administrated survey was conducted on 300 NATO staff officers who have served in C-IED environments. A structural equation modeling technique was used to test a set of hypotheses using 118 completed responses collected from the survey.

This study seeks to test Hirsch's second ghetto thesis in the city of Baltimore, Maryland. Hirsch suggested that the role of government, public policies, and administrative discretion were responsible for the re-segregation of African Americans into second ghetto communities in Chicago. Many scholars have used Hirsch's framework to explain ghetto formation. This investigation seeks to extend the literature in several ways. Previous research has shown that a wide variety of socialization experiences help to develop one's public service motivation (PSM). Job embeddedness has been found to predict turnover intentions, job search behaviors and turnover, and job embeddedness researchers assert, but have not tested, that job embeddedness is a mediator of other organizationally significant factors relative to organizational outcomes. A relationship not previously explored is the role of a supervisor in job embeddedness, which was operationalized in this study as leader-member exchange. A single panel survey was conducted in a police department in the southern United States with 276 current members holding the rank of police officer. Motor vehicle crashes are the number one cause of injuries and fatalities for persons 15-19 years of age in the United States. The higher fatality rate is caused in part from the lack of driving experience and the increased risk taking behaviors of adolescent drivers. This dissertation explores the extent to which the perspective and practice of leadership by managers in the Virginia Department of Corrections (DOC) reflect the Leadership Perspectives Model (LPM), and the extent to which their perspective varies by level of management. The LPM is a model of leadership that consolidates leadership study into five distinct leadership perspectives that managers use in their understanding and practice of leadership. This study builds upon research in which the a LPM was tested and validated within a sample managers from municipal government agencies (M. R. Fairholm, 2004a, 2004b).

This study is concerned with the judicial implementation of the revised family code in Addis Ababa, Ethiopia. The revised family code pertains to the family courts of Addis Ababa which are situated at the lower level of government structure. These courts have a public mandate and are the legitimate public forums wherein to authorize the implementation of the provisions of the code. Open-ended interviews were conducted with judges, attorneys and people affiliated with gender advocacy institutions. This qualitative study investigates the relationship between the two constructs: Organizational Climate and Organizational Commitment.

Litwin and Stringer (1968) suggested that a molar model is needed to explain employee behavior and motivation. Climate was proposed as this molar construct. Research concerning Organizational Climate resulted in multiple definitions and little consensus concerning the number and use of multiple dimensions of this construct. The almost exclusive use of survey methods coupled with methodological confusion with Organizational Culture created difficulty with the use of this important construct.

This study analyzes the effectiveness of a network of five regional organizations to promote economic development in Hampton Roads, Virginia. Using a case study methodology, data collected from organizational documents, media reports, and personal interviews was categorized and triangulated to determine how many regional economic proposals were implemented from 1990 to 2000. This analysis created a regional timeline from which was produced a regional inventory of economic proposals. This study concluded that the regional economic development organizations in Hampton Roads have a fragmented network and their output has been influenced by regional factors.

This study identified defendant characteristics that are related to pretrial outcome (success or failure pending trial) in Virginia. The study also investigated the potential differences in predictors across community types (Large Urban, Small Urban, Mixed, and Rural). Identification of factors that are predictors of outcome, as well as any differences across community types, can assist judicial officers in making the bail decision.
