The research explored the interactions and experiences of participants and facilitators in civic deliberative dialogue and how they worked through tension and conflict. The dissertation question asked: What is the lived experience of participants and facilitators of civic deliberative dialogue and how do group members collectively move beyond tensions and disagreements that surface during dialogue processes? The study analyzed the joint influences of tension and disagreement within the context of seven deliberative dialogues convened on the topics of race, race relations and racism. Comparatively, the lawmaking process in presidential systems is often comprised of negotiations between a legislative body, tasked with authoring and legislating laws, and an executive, who must authorize and administer the enactment of the law. While executives are often empowered with certain constitutional powers to help influence the lawmaking process, these powers are typically constrained and supervisory in nature. Presidents are rarely given broad-and-discretionary legislative powers, since lawmaking is ultimately the responsibility of the legislative body; however, this does not hold true for the case of Brazil. The breaking of moral and ethical codes has been with humankind since history was first recorded. As such, the public wants to know that their elected officials are held accountable and cannot disregard enshrined legal rights without incurring broader personal and societal consequences. Within the hallowed halls of government, the "unrequested" House Committee on Ethics (HCE) provides the forum of accountability.

The purpose of this study was to explore the specific reasons why households in Kitere village, Kenya experience persistent food insecurity every year while the region enjoys the advantage of two planting/harvest seasons in a year. Kitere village lies within the lakeside region of Nyanza Province in Kenya, generally considered to be one of the more agriculturally productive parts of the country. The Participatory Rural Appraisal method was employed to gather qualitative data on the causes of food insecurity in Kitere village. Although home to the majority of the world's women, Asia is the continent with the smallest proportion of women in Parliament. Rarely studied from a comparative perspective, this article examines the uneven representation of women in the lower houses of contemporary Asian parliaments. While socio-economic modernization and industrialization are generally expected to increase the proportion of women in positions of political influence, we find that differences in electoral and party systems across Asia play a greater role than levels of female literacy, urbanization, or per capita income. More than 90 percent of bills introduced in the U.S. House never make it to a floor vote, and far fewer are enacted into law. Since legislative gridlock is much more common than legislative action, in order to understand policy outcomes, it is critical to know why bills are obstructed. Gridlock occurs when a legislator (or group of legislators) wants to block a bill, and has the procedural right to do so. During President George W. Bush’s tenure in the White House, his administration stood clearly against state-level efforts in California and elsewhere to decriminalize soft drugs. Despite his loyalty to smaller government values and state sovereignty on other issues, the prospect of state-level drug decriminalization led Bush to pursue federal means of enforcing anti-drug laws. Years later, President Barack Obama, though known for his reputation as a federalist, shifted power over drug policy enforcement more towards the state level as a means to allow certain states to enact drug decriminalization policies at their will, particularly with respect to medicinal marijuana. This study posits a theoretical framework for understanding the role and value of agency input in presidential legislative policy making. I assert that by employing agency input for policy development, presidents instill their proposals with a degree of bureaucratic objectivity, expertise, process transparency, and agency support, which aids their legislative passage while lowering the extent of changes made to policy substance in the process. To test my hypotheses, I conduct binary and ordered logistic regression analyses using pooled cross-sectional data across twelve administrations from 1949-2010. I find that agency input serves as a key component for increased presidential legislative success.

The U.S. must also recognize that space is an emerging arena of international competition and conflict and militarily protect its space assets from China which seeks to use space to restrict the U.S.' ability to defend its strategic interests in regions such as the Western Pacific.

Public participation is at the heart of democracy and of the environmental justice movement. Most state-level environmental justice policies and regulations focus on improving public participation within administrative processes to ensure that communities have a voice in the environmental decisions that affect them. New York has adopted an environmental justice policy that follows this model and requires enhanced notice, accessible comment opportunities, and improved access to technical information for new major environmental permits issued to facilities proposed in low-income or minority communities. However, New York's policy, like other state participation-focused environmental justice policies, has yet to be evaluated.

Paying any tax is an unwelcome burden, but in Ireland many have a particular aversion to taxes on their homes. We are not alone in this. Elsewhere, taxes on homes are also unpopular; witness the People's Initiative to Limit Property Taxation which forced the California state government to cut property taxes. This dissertation examines the process of agency capture at four federal bank regulatory agencies leading up to the 2008 financial crisis: the Federal Deposit Insurance Corporation, the Federal Reserve, The Office of the Comptroller of the Currency, and The Office of Thrift Supervision. Though public administration and policy scholars have moved away from capture theory toward a more pluralistic understanding of agency policymaking, recent events like the Gulf oil spill, coal mining disasters, and the 2008 financial crisis have renewed attention to the role lax regulation plays in disasters and crises. Bureauspeak analyzes bureaucrats' rhetorical practices within municipal governments. This project asserts that respectful rhetorical practices have always been implicit in traditional notions of rhetoric, but have not been explicitly addressed. This project describes the political epistemic field (PEF), formed by discourse, audience, reality and rhetor, that is created within a municipal environment where policy deliberations occur. The PEF allows for interactions among the four elements and results in changes to all the elements as the interactions occur. The policy-making audience in the PEF expects their bureaucrat-rhetor to enact respectful rhetorical practices, but in many instances those expectations are also implicit …

Scholars have long explored questions concerning presidential foreign policy decision making as well as military performance in conducting operations. Studies have covered a wide variety of topics, including the organizational dynamics of the military bureaucracy, the effectiveness of military operations, how presidential rhetorical strategies influence the public agenda in foreign affairs, and, in turn, how public opinion influences presidential foreign policy decision-making.
