Beginning from the framework of welfare state regimes in rich capitalist countries, this article radically redefines it and applies the new model to regions and countries which experience problematic states as well as imperfect markets. A broader, comparative typology of regimes (welfare state, informal security, insecurity) is proposed, which captures the essential relationships between social and cultural conditions, institutional performance, welfare outcomes, and path dependence. Using this model, different regions of the world (East Asia, South Asia, Latin America, and sub-Saharan Africa) are compared. For many poorer, partially capitalized societies, people’s security relies informally upon various clientelist relationships. Formalizing rights …

Comprised of three essays, my dissertation is linked by a common focus: the relationship between state or local governance arrangements and inequality or facets of social equity. I draw upon a range of literatures to motivate my research questions and inform my methodologies—welfare and social policy, public economics, intergovernmental relations, public finance and management.

In the first essay, I ask: does localizing welfare governance impact geospatial access to the social safety net? This is an important question because proximity is highly salient to program utilization. I geocode the location of human services nonprofits from tax filings in eight states using …

Detaining asylum seekers has become an established practice in many countries. There is a large body of research suggesting that immigration detention causes asylum seekers harm. However, the focus of these studies has been on diagnosable disorders and mental health, with no descriptive understanding of how detention and resettlement are experienced and conceptualized by asylum seekers. The purpose of this phenomenological study was to examine how formerly detained asylum seekers from sub-Saharan African countries perceive the impact of detention on their resettlement experience in the United States. AbstractImmigration policy has been a growing concern for the United States, but it was unknown what differences had been experienced between President Trump and President Obama’s implemented immigration policies. Therefore, the purpose of this quantitative descriptive study was to determine if any statistically significant differences existed between the number of “criminal aliens” arrested for removal versus non-criminal aliens arrested with victimless crimes during the Obama and Trump administration. The lack of functioning smoke detectors poses significant life safety risks to people in low-income residential communities. In 2019, a fire incident occurred in an urban Maryland community due to the lack of a functioning smoke detector. Although no deaths or injuries resulted, there was significant property damage and resident displacement. The purpose of this study was to assist a local fire department in an urban area of the state of Maryland with developing and implementing a fire safety community outreach program designed to reduce the percentage of residential homes in a low-income community without functioning smoke detectors. These cables are chokepoints with one dictionary defining chokepoints as “a strategic narrow route providing passage through or to another region."

The June 2020 clash between the People’s Republic of China and India in the disputed Ladakh border area resulted from the strategic expansions of both powers. Like two bubbles expanding in a contained space, these expansions were bound to collide and cause friction. This article explains how the expansions precipitated the incident and might exacerbate border disputes in the future. In pondering implications, it recommends Washington pursue a Eurasia-focused policy embracing the disputed region.

For years, scholars have viewed the career of William Tecumseh Sherman in light of an antiquated destroyer myth and neglected his memoirs, which were written as a military textbook. This essay reviews Sherman’s legacy and literature, both of which contributed to the advancement of modern military thought. His experiences may serve as a prescriptive text to servicemembers, providing critical lessons on military warfare and philosophy still relevant today.

ABSTRACT

A fundamental policy choice in economic development among local policy makers is the appropriate mix of “outside” strategies that use incentives to attract companies, and “inside” strategies that invest in smaller and local businesses. Using a mixed-methods research design, including national and state surveys along with qualitative analysis of interviews conducted with policy elites, I examine the role of ideology, elites, community, competition, social capital (trust and influence), and electoral politics in these policy decisions. The reemergence of great power competition, conflict with near-peer competitor states below the level of armed conflict, and persisting threats from nonstate actors with transnational ambitions and global reach pose challenges for strategists planning, executing, and assessing military operations and strategy. Global health engagement, an underutilized strategy rooted in the strengths of soft power persuasion, can lead to more military-to-military cooperation training, help establish relationships that can be relied on when crises develop, stabilize fragile states, and deny violent extremist organizations space for recruiting and operations. Examining Chinese efforts worldwide to curry favor and influence and the challenges posed by the COVID-19 pandemic, this article shows health as a medium is a very compelling and advantageous whole-of-government approach to national security policy concerns.

Drawing on Samuel P. Huntington’s three phases of self-regulation used to determine if an occupation qualifies as a profession, this article focuses on the third phase of policing and removing those who fail to uphold the standards set forth in the first two phases. It reviews how the US Army implemented this phase following the Civil War through the post–Vietnam War years and the implications for the officer corps.
