In contemporary military operations, some problems are so complex they do not give way to linear solutions but require problem management instead. Combining the fundamentals of Dao De Jing philosophy with the US military design process offers a new perspective to analyze complex security problems, devise management strategies, and plan military operations. Applying this new approach to the complex security environment in Syria allows for a nonlinear mapping of long-term goals and a new perspective on relationships between key actors, environmental factors that restrict changes in the security environment, and where planners should focus their attention.

The conceptualization and implementation of open government practices have evolved over the years, encompassing numerous actions that increase transparency, participation, and collaboration. While states mandate some open government practices for municipal governments, they also often implement optional forms independently. This paper examines how four mid-sized cities implement two such optional forms: government boards and open government data.

This study examines factors that exacerbate corruption in Kenya, focusing on institutional weakness as a key factor that fosters corruption in government institutions. Thus, the study examines difficulty in accessing public services, lack of availability of the broadest and most straightforward access to information, and electoral manipulation -voter intimidation, and inability to remove elected leader through the ballot. The study uses Afrobarometer round 8 dataset collected between November and December 2019. Dilma Rousseff's presidency ended in controversial form. The first woman elected to the position in Brazil, Rousseff's 2016 impeachment was seen as a coup by her supporters and as a necessary step for democracy by her detractors. With the Brazilian economy facing its worst recession in history and the Car Wash corruption scandal ravaging the political class, critics continually raised questions about Rousseff's leadership style and abilities. Coalitional presidentialism is a power-sharing strategy deployed in multiparty presidentialist democracies that entails the distribution of cabinet positions to coalition partners to facilitate governability. This model of governance is increasingly common worldwide, gaining growing scholarly interest. The consequences of coalitional presidentialism for women’s cabinet representation, however, have received scant attention. In this article, we provide a gendered analysis of the Brazilian experience with coalitional presidentialism. Through the quantitative analysis of an original dataset of all ministerial appointments (N = 597) under eight Brazilian presidents (1985–2019) and a descriptive assessment of the coalitional dynamics during that period, we evaluate the …

This volume examines contemporary citizens’ everyday encounters with the state and democratic processes in Africa. The contributions reveal the intricate and complex ways in which quotidian activities and experiences—from getting an identification card (genuine or fake) to sourcing black-market commodities to dealing with unreliable waste collection—both (re)produce and (re)constitute the state and democracy. Five states in the American South currently have “no pro homo” policies in place, while an increasing number of bills targeting discussions about sexuality and gender identity in public schools are being introduced to House floors around the country. This dissertation asks how a radical faction within the National Rifle Association (NRA) took over the organization and transformed it into such a dominant force in American politics. To address this question, the researcher conducted a historical discourse analysis of articles and letters in two prominent gun magazines – Guns & Ammo and Field & Stream – during a critical period of development from 1958 to 1978. Additionally, the project applied a comparative analysis of Brazil’s and Tennessee’s use of company-based government incentives, and a more detailed comparative analysis of Virginia’s people-based government incentive approach to economic development incentives to explore policy alternatives available to decision makers. El artículo revisa las respuestas iniciales de los gobiernos de Guatemala, El Salvador, Costa Rica y Panamá ante la pandemia del Covid-19. A partir de una revisión de documentos oficiales, se identifican y comparan las características de las respuestas que estos gobiernos ejecutan durante el primer semestre del 2020. Se concluye que, si bien los gobiernos desarrollan principalmente medidas de bioseguridad, hay diferencias importantes en las estrategias adoptadas por estos, posiblemente motivadas por las características sociales, política y económicas imperantes en dichos países.
