This study examined a knowledge-centered theory of institutional trust development. In the context of trust in water regulatory institutions, the moderating impact of knowledge was tested to determine if there were longitudinal changes in the bases of institutional trust as a function of increases in knowledge about a target institution. We hypothesized that as people learn about an institution with which they were previously unfamiliar, they begin to form more nuanced perceptions, distinguishing the new institution from other institutions and relying less upon their generalized trust to estimate their trust in that institution. Abstract

Homestead National Monument of America is a 211-acre park located in an agrarian landscape in southeastern Nebraska. From September 16 to October 1, 2016, park staff deployed acoustic monitors at three sites in the park for purposes of monitoring night-time bat activity. The three sites averaged 179, 48, and 33 bat detections per night. Night-time bat activity was generally highest in the 1-2 hours following sunset.

Executive Summary

The mission of the National Park Service (NPS) is “to conserve unimpaired the natural and cultural resources and values of the national park system for the enjoyment of this and future generations” (NPS 1999). To uphold this goal, the Director of the NPS approved the Natural Resource Challenge to encourage national parks to focus on the preservation of the nation’s natural heritage through science, natural resource inventories, and expanded resource monitoring (NPS 1999). The Upper Columbia Basin Network I&M (Inventory and Monitoring) program and Craters of the Moon National Monument and Preserve are collaborating to monitor winter bat use in Arco Tunnel, which is a safely accessed cave in the northern portion of the monument that consistently has been found with the largest number of bats (~30/year) among the set of caves recently inventoried. In January of 2016, the Center for Public Service (CPS) was approached by Energy Trust of Oregon to conduct a review of the tax assessor data on manufactured houses in Oregon. The purpose of this review was to find the average age at which manufactured housing units in Oregon are decommissioned. A brief review of the literature on this topic that has been published indicated that this question had not yet been answered in the field.

This report describes the Air Quality Related Values (AQRVs) of the Northern Great Plains Network (NGPN). AQRVs are those resources sensitive to air quality and include streams, lakes, soils, vegetation, fish and wildlife, and visibility. This report also describes air pollutant emissions and air quality in NGPN, and their effects on AQRVs. The primary pollutants likely to affect AQRVs include nitrogen (N) and sulfur (S) compounds (nitrate [NO₃^-], ammonium [NH₄⁺], and sulfate [SO₄^2-]); ground-level ozone (O₃); haze-causing particles; and airborne toxics.

Aim: Ponderosa pine (Pinus ponderosa) experienced one of the most extensive and rapid post-glacial plant migrations in western North America. We used plant macrofossils from woodrat (Neotoma) middens to reconstruct its spread in the Central Rocky Mountains, identify other vegetation changes coinciding with P. ponderosa expansion at the same sites, and relate P. ponderosa migrational history to both its modern phylogeography and to a parallel expansion by Utah juniper (Juniperus osteosperma).

In 2009, the United Nations Food and Agriculture Organization (FAO) adopted the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated (IUU) fishing (PSMA). Countries that ratify the treaty commit to exert greater control at ports over foreign-flagged vessels to detect IUU catch before it is offloaded from vessels, and prevent the ill-gotten catch from entering the world’s markets. The PSMA, when effectively implemented globally, will be a major deterrent to IUU fishing. Introduction

In 2014, the preserve’s federal and NGO partners conducted prescribed fires during March, April, and October that encompassed 8129.8 acres of Tallgrass Prairie National Preserve (TAPR). This was a unique burn year in that prescribed burns occurred in the spring, the traditional burn season, and the fall. Fall burns were conducted to support needed archaeological surveys as part of the environmental compliance for a symphony event scheduled for June 2015 at the preserve. Burns at TAPR were coordinated with local US Fish and Wildlife Service (USFWS), The Nature Conservancy (TNC), and various units of the National Park Service.

This thesis evaluates the equity performance of a recent state environmental justice policy, California’s Senate Bill 535 (S.B. 535). “Environmental justice” refers to the disproportionate environmental harm imposed on low-income and minority communities. S.B. 535 uses competitive grants to provide funding to these communities. The research is centered around two questions: (1) to what extent has S.B. 535 experienced successful implementation in its first year of operation, and (2) how can policy actors improve implementation while balancing performance and equity goals? Agate Fossil Beds National Monument is a 3,057-acre park located in western Nebraska. The unit is comprised of northern mixed-grass prairie vegetation, typical of the Northern Great Plains. Weather, fire, and grazing are generally considered to be the ecological drivers of prairie ecosystems and critical for prairie health. However, grazing has essentially been absent since the 1960s. In 2014, a Department of the Interior report explicitly listed the park as a high priority for bison restoration. This report evaluates the feasibility, management options, benefits, and challenges of restoring bison to Agate Fossil Beds National Monument.

This research seeks to explain budgetary transparency practices of individual US counties by examining the extent of information sharing with constituents via their websites. There are 3,138 counties and county-equivalents in the United States. This study evaluates a random sample of 400 US counties where 19% of the represented counties having populations of 100,000 or more residents, matching the same ratio of counties with populations of 100,000 or more residents nationally. We create a four-level categorical dependent variable measuring budget transparency. Using an ordered probit analysis with six independent variables we are able to explain the probability of counties having …
