Groundwater depletion is a global concern. Around the world, groundwater supplies more than half the water used for agriculture and human drinking. Many other species and ecosystems are supported by groundwater and rely on the integrity of groundwater and surface water connections. Like many social and environmental problems, addressing the overextraction of groundwater requires collective action across governmental authorities and jurisdictions. To date, there are few examples of successful, voluntary groundwater management. To steer collective action at the local level, higher levels of government often use policy mandates. This thesis explores the feasibility of implementing a Drone as First Responder (DFR) program within the Los Angeles Police Department (LAPD), analyzing the operational, social, and financial implications compared to traditional police helicopter usage. The thesis investigates helicopter flight patterns, demographic correlations, and the potential for drones to provide a less invasive and more cost-effective aerial support system. Key findings include the use of incorrect identifying hex codes by LAPD helicopters, suggesting potential transparency issues in aerial operations. Public participation is a core characteristic of a contemporary democratic society as policy makers are increasingly encouraged to engage with citizens for learning and legitimacy. Nebraska’s agricultural landscapes are rapidly changing, affecting natural resources and their successful management. I utilized two surveys and scenario planning (Chapters 1: statewide survey, 2: local survey, and 3: scenario-planning workshop) to investigate attitudes and perceptions of natural resource management and cross-boundary collaboration. My first objective focused on determining what prevents Nebraskans from addressing natural resources challenges, considering demographics amongst generations and the type of areas they live in (rural versus urban). In the past two decades, the living lab has emerged as an innovative approach for addressing a wide range of issues. Living labs challenge traditional top-down research and development approaches in an array of subjects including climate change and sustainability, healthcare, information communication technology, and urban planning. The human population and the global economy have been growing rapidly, increasing resource consumption. This paper evaluates the extent to which sand mining has an impact on the environment. Through a case study and regulatory analysis of India, this paper has attempted to underscore the consequences of excessive sand excavation while highlighting the case of the Indian “sand mafia”. This secondary research evaluation finds that mining of sand resources is a common practice that leads to the destruction of the environment which adversely affects commercial and non-commercial living resources. Government regulators cannot mitigate the loss of wetlands and coastal erosion alone. The transformation from the Kyoto Protocol to the Paris Agreement has been analyzed by international relations scholars, international law, and transnational governance theory. The international relations literature looks at the climate regime from a perspective of power distribution, state interests, institutions, and multilateral negotiations. International law theory focuses on legal analysis and design of international climate agreements. The transnational governance literature examines the participation of transnational actors at different levels of governance. U.S. policing has long been captured within a master narrative of colorblind consensus; however, distinct lived experiences between community groups depict grave disparities in law enforcement experiences and perceptions. Orthodox conceptions of law enforcement ultimately silence marginalized voices disproportionately affected by negative contacts with law enforcement. Centering data in critical theory, this study will present thematic results from semi-interviews gathered in Ferguson, M.O., during a critical ethnographic research project. Themes reveal experiences and perceptions of racialized and violent policing, the unique position of Black officers, and regard for the impact police have on children. Fish communities are an important component of aquatic systems and are good bioindicators of ecosystem health. Land use changes in the Midwest have caused sedimentation, erosion, and nutrient loading that degrades and fragments habitat and impairs water quality. Because most small wadeable streams in the Heartland Inventory and Monitoring Network (HTLN) have a relatively small area of their watersheds located within park boundaries, these streams are at risk of degradation due to adjacent land use practices and other anthropogenic disturbances. Changing climate and introduced species are placing an increasing number of species at risk of extinction. Increasing extinction risk is increasing calls to protect species by relocating, or translocating, them to locations with more favorable biotic or climatic conditions. Managed relocation, or assisted migration, of species entails risks to both the conservation target organisms being moved as well as the recipient ecosystems into which they are moved.

This thesis examines the failure of the United States government to mitigate global climate change and the COVID-19 pandemic by comparing poor public reactions and governmental administration between the two threats. Using developmental constructs to serve as a framework for assessing public reactions to climate change and pandemics, this thesis implements a content analysis study of American news media from 2000 to 2020; it identifies the rhetoric embedded in communications that has directed the US public’s focus of attention and shaped public opinion on these issues. Since Agate Springs Ranch was founded by James H. Cook in 1887, exquisite examples of transitional Miocene mammalian fauna have been found along this stretch of the Niobrara River valley. Collectively these paleontological discoveries, along with the existing archeological and historical Native American collection, were the basis for establishing Agate Fossil Beds National Monument (AGFO) as a unit of the National Park System (NPS). The fossil remains from the Harrison and Anderson Ranch formations span a short, but important, time period within the Miocene Epoch. Forest Inventory and Analysis (FIA) is a US Department of Agriculture Forest Service program that aims to monitor changes in forests across the US. FIA hosts one of the largest ecological datasets in the world, though its complexity limits access for many potential users. rFIA is an R package designed to simplify the estimation of forest attributes using data collected by the FIA Program. Specifically, rFIA improves access to the spatiotemporal estimation capacity of the FIA Database via space–time indexed summaries of forest variables within user-defined population boundaries (e.g., geographic, temporal, biophysical). Among potential solutions and current efforts is green public procurement (GPP), an innovative policy approach to change business as usual in the governmental sector. Local governments in the U.S. annually spend approximately $1.72 trillion on purchasing goods and services. Given substantial purchasing power of municipalities, GPP practices at the local level can incite a transition toward a more sustainable society. Floristic quality assessments (FQA) using floristic quality indices (FQIs) are useful tools for assessing and comparing vegetation communities and related habitat condition. However, intensive vegetation surveys requiring significant time and technical expertise are necessary, which limits the use of FQIs in environmental monitoring programs. This study modified standard FQI methods to develop a rapid assessment method for characterizing and modeling change in wetland habitat condition in the northern Everglades. Method modifications include limiting vegetation surveys to a subset of taxa selected as indicators of impact and eliminating richness and/or abundance factors from the equation. In its broadest sense, presidential control encompasses all the actions, in both word and deed, whereby presidents “go it alone” to adopt policies in the absence of congressional will to do so, and sometimes directly contrary to it. This dissertation studies how President Obama used rhetorical and administrative tools of presidential control to address the “wicked problem” of climate change. As cannabis cultivation can be highly energy-intensive, the legalization of cannabis growing has created concerns for energy forecasting, electric system reliability, rate design, and energy efficiency policies, as well as possible ramifications for the state’s electricity grid (California Energy Commission, 2018b). Indoor cannabis cultivation in California accounts for 3% of the state’s total energy consumption (Mills, 2012), and as the industry continues to grow, its energy consumption will result in significant greenhouse gas emissions, unless otherwise mitigated (Warren, 2015). Is the Clean Vehicle Rebate Project (CVRP) program achieving its planned outcomes of accelerating the adoption of Zero-Emissions Vehicles (ZEVs) by low-income consumers in California? This research will evaluate what effect additional CVRP rebates provided to low-income consumers have on their adoptions of ZEVs. The purpose of this research is to determine whether the CVRP rebates are making it feasible and compelling enough for low-income consumers to adopt ZEVs at a rate that will lead to California meeting its greenhouse gas reduction goals.

Chicago’s Little Village community bears the heavy burden of environmental injustice and racism. The residents are mostly immigrants and people of color who live with low levels of income, limited access to healthcare, and disproportionate levels of dangerous air pollution. Before its retirement, Little Village’s Crawford coal-burning power plant was the lead source of air pollution, contributing to 41 deaths, 550 emergency room visits, and 2,800 asthma attacks per year.
