Climate change requires action at multiple levels of government. We focus on the potential for climate change policy creation among small rural governments in the US. We argue that co-production of scientific knowledge and policy is a communicative approach that encompasses local knowledge flowing up from rural governments as well as expertise and power (to coordinate and ensure compliance) flowing down from higher level authority. Using environmental examples related to land use policy, natural gas hydro-fracturing, and watershed protection, we demonstrate the importance of knowledge flows, power, and coordination in policy creation. Invasion biologists often think about feasibility of weed control in purely ecological terms, while land managers’ feasibility definitions are further informed by social, policy, and institutional considerations. We use the case of cheatgrass (Bromus tectorum) in the Eastern Sierra Nevada in California to examine the origins and practical significance of differences between scientific and managerial definitions of feasibility. A serious invasive weed and a major ecological threat to the region, cheatgrass in the Eastern Sierra still exists in the kinds of low-density patches that are technically amenable to containment through active management. This article explores some of the issues of economic analysis that might arise as we approach the fourth generation of environmental law. It explains ways that economic analysis can be employed to generate the best environmental rules, including measures under what this article terms as "economics-based environmentalism." The price associated with a metric ton of carbon dioxide reduction could help make CCS a more financially-viable technology. However, the value assigned to CCS depends on the type of greenhouse gas regulation chosen, such as a standard, greenhouse gas tax, or cap-and-trade system, and the details of how the market is implemented. Of the Clean Development Mechanism projects that exist in Mexico, methane destruction from hog farms dominates the landscape with 56% of the projects developed and 49% of the certified emission reductions that will be generated within the country by 2012. These biodigesters, however, have experienced many technical difficulties that place their future viability and continued development in question. Because of these challenges, future methane capture in the country may focus around other agro industries or landfills.

Mexico is not reaching its full potential to capture benefits from clean development mechanism (CDM) projects because of its limited market for independent power producers (IPPs) and the barriers imposed on these entities by the state-run electric utility that controls most of the country’s generation and transmission. This state-run entity has pursued CDM revenues only in isolated cases where international financial assistance was given because it is bound by law to pursue the least-cost generation option for its customers. Recent changes in Mexican legislation that provide incentives for renewable energy development could open the marketplace for these types of projects.

In recent years, both compliance and voluntary markets have emerged to help support the development of renewable energy resources. Compliance markets are primarily driven by state renewable portfolio standards (RPS), which require utilities or other load serving entities to procure renewable energy for part of their electricity supplies. Voluntary markets differ in that they provide consumers with the option to purchase or support renewable energy for a portion or all of their electricity needs. This paper addresses the energy technologies and policies that the next US president should immediately implement to slow global warming. Increased reliance on renewable energy through deployment of a National Renewable Portfolio Standard will help meet increased electrical demand in a sustainable way. Carbon regulation through an internationally fungible cap and trade system will help make renewables more cost competitive with conventional energy. Mandating National Energy Efficiency Portfolio Standards will also help decrease electrical demand and reduce the need for large investments in new generation. The inclusion or exclusion of renewable energy generators in emerging U.S. carbon markets could a have profound impact on the whether these markets have the intended effect of reducing overall carbon emissions and whether the voluntary market for green energy will remain or dissolve. This paper explores the allowance distribution schemes for cap-and-trade markets and their impact on renewable energy.
