Preservation Ethics In The Case Of Nebraska's Nationally Registered Historic Properties, Darren Michael Adams

This dissertation focuses on the National Register of Historic Places and considers the geographical implications of valuing particular historic sites over others. Certain historical sites will either gain or lose desirability from one era to the next, this dissertation identifies and explains three unique preservation ethical eras, and it maps the sites which were selected during those eras. These eras are the Settlement Era (1966–1975), the Commercial Architecture Era (1976–1991), and the Progressive Planning Era (1992–2010). The focus of this research is to find the differences of how each state’s welfare policies have changed since the welfare reform act of 1996, and also how recipients have responded to this change. In my analysis I combined data from the U.S Department of Health and Human Services, the Bureau of Economic Analysis, and the U.S. Department of Commerce. Preliminary results suggest that states with a higher percentage of recipients on welfare before the reform showed a greater change in number of recipients than states starting with a lower percentage as did states with stronger Democratic leanings, a more …

Since its inception in 1948, the state of Israel has based development plans on an agenda of nation-building that has systematically excluded Palestinian Arab citizens such as the indigenous Bedouin. Policies of relocation, resettlement, and restructuring have been imposed on the Bedouin, forcing them from their ancestral lands and lifestyle in the Naqab (or Negev, as it is called in Hebrew) desert of southern Israel. The rapid and involuntary transition from self-sufficient, semi-nomadic, pastoral life to sedentarization and modernization has resulted in dependency on a state that treats the Bedouin as minority outsiders through unjust social, political, and economic structures. …

How presidents talk us into war merges the study of problem definition in public policy with the study of rhetoric in communications. Using both qualitative and quantitative methods, this research analyzes the key words used by two presidents, Lyndon B. Johnson and George W. Bush, to persuade us into escalating a war in Vietnam and engaging in a pre-emptive war in Iraq, respectively. The findings indicate that presidents repeat words that are patriotic, emotive, metaphorical, symbolic and religious, tapping into American themes of Manifest Destiny and even predicting dire outcomes if we do not accept their definitions of the dangers …

There were three primary purposes of this study. First, the study sought to increase the knowledge base of motivations that females hold for assuming the school superintendency while simultaneously comparing and contrasting results with male counterparts. Second, the study analyzed the degree to which motivations for assuming the superintendency were realized once the female assumes the position. By studying a specific example of a system which requires women to be part of the government, policy makers can better understand how to use tools such as a quota to improve the lives of women. I researched whether and how women gain political agency through the quota system implemented by the Tibetan government in exile. I used in-depth interviews from both parliamentary members and those affected by the decisions made by the Tibetan Government in exile to discover the social climate surrounding the quota system. The following case draws upon two views of accountability. One is democratic accountability the other is accountability to one's own moral conscience. As the story unfolds, other facts may get in the way but these central views should not be forgotten. The focus of this case is on the individual. However, the material also covers institutional decisions and policies that deserve considering. The institutional story is the background, not the foreground, of this case. Yet, when the institutional features are considered, they may give new insight to the individuals' decisions.

The period of the 1950s and 1960s reflects the rise of performance budgeting. It also reflects the rise of the post-war generation of academic social scientists, which is roughly the second generation of statistical social scientists within the United States. This is the period of expanding program evaluation and the rise of policy analysis. While policy analysis is fairly distinct, program evaluation is largely the same thing as performance measurement, but as practiced by social scientists with a different skill set than public administrators. This paper explores the relationship between culture and political behavior through an investigation of those Japanese Americans who were denied due process and imprisoned during World War Two simply for being of Japanese descent. Military necessity was the reason cited for the government's action, although racism, war hysteria and economic competition also played a major role.

At the time there was a general belief among Caucasian Americans that the Japanese in America had avoided Americanization and could not be trusted to participate in democratic processes. It was suggested that their political and civic culture was an obstacle to the achievement …

This paper concerns epistemological rationalism and the norms used by governments to instruct their officers to perform their duties. The particular duty I discuss here is preparation of and action on the budget. In this paper I use "rationalism" as the opposite of "empiricism." This rationalism does not refer to "'economic rationality," it refers to the method of attaining knowledge associated with introspection, logic, and a priori knowledge. It is opposed to the method of attaining knowledge associated with observation, experiment, and evidence. By "norms, “normative," and other related terms, I mean action guiding language. Horace Mann, the father of American public education, had served as president of the Massachusetts Senate prior to becoming the state's first secretary of education. Since then, as reformers succeeded in removing politics from the sacred groves of academe, appointing a politician to head the state's educational system fell into disfavor. Relatively recently, however, there have been two abortive attempts by politicians to reach the executive pinnacle of public higher education. A survey was administered to individuals in Black churches of different protestant denominations in a Southeastern Virginia City in order to determine the degree of the laity's expectations. The history of the Bowling Green, Kentucky, Fire Department is presented through the use of two methodologies. Traditional historical methodology has been applied to compile the first ninety years of history while traditional folklore fieldwork--the collection of personal narratives through interviews--has been applied to compile the last fifty-six years, concluding with 1970. Six years, from 1914 to 1920, reflect the blending of the two methodologies.

The personal narratives used in this study are those of Assistant Chief Harold Hazelip, who joined the fire department in 1952. Recognized informally as the department's historian, Hazelip's recollections include his own personal experiences as …

The purpose of this study was to examine the development, evaluation, and testing of a technical manual produced by the new United States Army Improved Technical Documentation and Training concept. The concept involved a complete systems analysis of the hardware being considered prior to the actual writing of the manual. The manuals were validated and verified by actual soldiers performing maintenance tasks using only the manuals.

A comparison of the new manual with the old manual was Performed using untrained and trained soldiers.
