This study seeks to provide a structural explanation for a poorly understood administrative and policy phenomenon: the problem of minority overrepresentation or disproportionality in the child welfare and juvenile justice systems. Disproportionality is a pressing policy and practice concern regarding how to halt the continual over representation of African American and other minority youth in the child welfare and juvenile justice systems. It has social and policy implications at the national, state and local level. Gay and bisexual men in the United States and South Korea have some of the highest HIV rates in their countries, and both have the fewest sex education programs and policies for gay and bisexual males in secondary and postsecondary school systems. Consequently, many South Koreans do not view HIV as a South Korean problem, and with American gay and bisexual men living in this type of environment, their HIV sexual protection knowledge and practices may be compromised. Human trafficking, domestic minor sex trafficking (DMST), and commercial sexual exploitation of children (CSEC) are complex and multifaceted occurrences in the United States. As the numbers of youth ensnared in sexually exploitive situations increase, organizations and communities are called upon to address the ramifications of this abuse; little research was located, however, that examined collaborative networks and partnerships that address victim identification and mitigation of DMST and CSEC. This paper will explore these interactions by examining the Hashemite Kingdom of Jordan and the International Monetary Fund (IMF). There is a lack of African American representation in the Department of Defense's (DoD's) Senior Executive Service (SES) Corps. In 2011, only 11.4% of the DoD's SES members were African American. This disparate representation is problematic because it contradicts the creation of a diverse workforce, which in turn limits opportunities for African Americans to join the elite DoD SES Corps. Several researchers have identified social capital as a means to improve the social sustainability of communities. While there have been many studies investigating the benefits of social capital in homogeneous White communities, few have examined it in Black homogeneous communities. Also, there has been limited research on the influence of racism on social capital in African American communities. The research explored the interactions and experiences of participants and facilitators in civic deliberative dialogue and how they worked through tension and conflict. The dissertation question asked: What is the lived experience of participants and facilitators of civic deliberative dialogue and how do group members collectively move beyond tensions and disagreements that surface during dialogue processes? The study analyzed the joint influences of tension and disagreement within the context of seven deliberative dialogues convened on the topics of race, race relations and racism. The intent of this dissertation is to examine the state of representation and segregation among African American women across the workforce at the United States Department of Commerce. This study employs a triangulated research design to examine the relationship between elements of strategic planning and the employment patterns of African American women. This study's qualitative analysis includes a content analysis of 13 agency-specific strategic documents published between FY 1994 through FY 2010. This data is supplemented with a longitudinal trend analysis of personnel data for fulltime, permanent employees retrieved from the National Finance Center for the same time period. The …

Bureauspeak analyzes bureaucrats' rhetorical practices within municipal governments. This project asserts that respectful rhetorical practices have always been implicit in traditional notions of rhetoric, but have not been explicitly addressed. This project describes the political epistemic field (PEF), formed by discourse, audience, reality and rhetor, that is created within a municipal environment where policy deliberations occur. The PEF allows for interactions among the four elements and results in changes to all the elements as the interactions occur. The policy-making audience in the PEF expects their bureaucrat-rhetor to enact respectful rhetorical practices, but in many instances those expectations are also implicit …

The purpose of my research is to determine what factors affect the outcome of the Vocational Rehabilitation and Employment program. Previous literature examines individuals from each state in various stages of the program to determine which factors cause their individual outcome. Although previous research covered a broad spectrum of factors there still remains a lack of significant evidence to determine the observed outcome. Since Tribal Governments have at least some control over these reservations, to what extent are they to blame for these higher than average poverty rates? I look at each reservation and their type of government, constitution, policies and demographics to analyze the causes of their poverty as it relates to tribal government. This study seeks to test Hirsch's second ghetto thesis in the city of Baltimore, Maryland. Hirsch suggested that the role of government, public policies, and administrative discretion were responsible for the re-segregation of African Americans into second ghetto communities in Chicago. Many scholars have used Hirsch's framework to explain ghetto formation. This investigation seeks to extend the literature in several ways. First, several national policies were investigated to determine their impact on African American mobility in Baltimore: the Housing Act of 1937 (public housing), the Housing Act of 1949 (urban renewal), and the Interstate Highway Act of 1956 (transportation). Based on a review of one tribal government's strong membership powers exercised in General Tribal Council (GTC) meetings, tribal leaders do not analyze or review the activities in those meetings on an ongoing basis to determine where or if improvements are needed or are effective when implemented.
