Bridging Gaps In Data Utilization: An Evaluation Of The Rural Utah Data Symposium, Paul A. Hill

Outcomes and Impact Quarterly

This study evaluates the effectiveness of the Rural Utah Data Symposium, an event designed to address data-driven decision-making among rural leaders. The symposium features expert-led presentations on the rural economy, healthcare, housing, mobility, broadband, and wellbeing. Data were collected through an online exit survey with a 67% response rate (n = 35). Attendees rated presentation quality, learning outcomes, and overall satisfaction. Findings show high ratings and positive learning outcomes, demonstrating the symposium’s value in empowering informed decision-making. Recommendations include increasing interactivity among attendees, broadening content scope, and expanding statewide representation to further support data utilization in rural Utah.

Public education in the United States is socially and politically constructed, and ongoing reforms increasingly require collaborative engagement among diverse stakeholders amid heightened divisiveness. This mixed methods comparative case study examined how educational stakeholders make sense of one another’s perspectives during district-level collaborative work and the conditions that may foster conscientization, the critical reflection on one’s positionality. Two school districts developing a Profile of a Graduate (POG) and one engaged in deliberation about the relationship between public and charter schools within its community serve as comparative cases. The current study investigates the relationship between noun classes and plant folk taxonomy in Chasu (G 22). The study focuses on two objectives: the first objective is to describe the plant folk taxonomy in Chasu and the second objective is to determine the relationship between noun classes and plant folk taxonomy in Chasu. Data were collected from rural villages in Same and Mwanga districts by using free listing, field interviews (jungle-walk-and-identify), and written texts containing Chasu plant names. The inaugural NH ECE Research Consortium convening in May 2025 welcomed nearly 50 attendees from 29 organizations for a half-day session connecting over research and data. Attendees participated in three activities using the Ecocycle Planning framework. The group sorted NH ECE activities and approaches into three main areas: (1) things we value in which we already invest (or plan to), (2) things we value in which we do not invest, and (3) things that need to change or are already changing. Reflections in each area are summarized here in hopes that the synthesis supports our shared and ongoing efforts to …

Teachers are critical to education production. Yet, recruiting and retaining teachers has remained challenging, particularly in high need fields, at schools serving a high proportion of students from low-income backgrounds, and from racially diverse backgrounds. To incentivize enrollment in teacher preparation programs and to support teacher candidates through degree completion, the federal government implemented the Teacher Education Assistance for College and Higher Education (TEACH) Grant in 2008. The TEACH Grant offers undergraduate and graduate students up to $16,000 and $8,000 in grant aid, respectively, to pursue degrees in high need teaching fields. This research study examines how gender-based violence (GBV) policy in the United States marginalizes Black women through race-neutral language and punitive frameworks. Despite facing disproportionate violence, Black women are often excluded from policy narratives, debates, and institutional priorities. Grounded in Black Feminist Thought and the Narrative Policy Framework, this study investigates how exclusion operates across legislative, digital, and institutional domains, and how Black women in public service resist and reshape GBV policy through care-centered, survivor-informed practices. This policy paper provides some updated estimates of the short-run fiscal effects of expanding Michigan’s state-funded preschool program, the Great Start Readiness Program (GSRP), to encompass universal access for Michigan’s four-year-olds. This is an update to Policy Paper No. 2025-034, which analyzed the economic and fiscal effects of Michigan’s current GSRP program as compared to the state having no program. The update takes advantage of a high-quality recent study of the economic effects of universal preschool programs in nine states, authored by Jackson, Turner, and Bastian (2025). This paper focuses on one cultural broker who helped facilitate community-based research among the refugee community. Her professionalism, expertise and knowledge of the community made her a valuable resource for both the researchers and the community. This work acknowledges the position of power and privilege that cultural brokers hold in community research.

This qualitative embedded single-case study explored how a rural-serving regional public university (RPU) contributed to the political well-being of its politically polarized service region ahead of the 2024 presidential election. Guided by the stewardship of political place theoretical framework, which integrates rural consciousness, the Community Capitals Framework, and the stewardship of place framework for RPUs’ public engagement, the study utilized policy discourse analysis to examine regional residents' and internal constituents' perceptions regarding WPU’s role in promoting regional political well-being. Data collection included semi-structured interviews, direct observations of campus civic engagement events, and institutional document reviews.

Reassessing Policy Responses To Irregular Migration In Receiving Democracies: A Process-Tracing Analysis Of Transactional Migration Governance, Otoniel Ramos

This policy brief analyzes the growing use of transactional migration agreements (TMAs) by receiving democracies—bilateral arrangements that exchange financial or diplomatic concessions for the external enforcement of migration control. While politically expedient, TMAs often generate long-term strategic liabilities: they reduce state control over enforcement outcomes, expose receiving states to coercive leverage by partner states, and weaken normative commitments to transparency and rights protection. Using analytic process tracing and formal modeling, this paper identifies four recurring mechanisms by which TMAs evolve into systems of asymmetric dependence. This study examined how California Community Colleges (CCCs) constructed financial aid discourse in Student Equity Plans (SEPs) and assessed whether these strategies mitigated or perpetuated racial disparities for Black students. Previous scholarship identified racial inequities in financial aid systems and explored how equity planning documents addressed race; yet, the influence of institutional discourse on financial aid access remained underexamined. This study contributed to the literature by applying critical race hermeneutics (CRH) to examine how SEPs outlined financial aid strategies, with particular attention to the framing of work–study opportunities and the extent to which the SEP intended to employ race-conscious approaches. …

Virginia has an incarceration rate of 679 per 100,000 residents, the highest among independent democratic nations. This scoping review examines perspectives on post-secondary STEM education to promote STEM education within Virginia's correctional facilities, assesses programs to improve rehabilitation, reduce recidivism, and address systemic inequalities by developing the scientific potential of incarcerated individuals. The review finds that while STEM education in correctional facilities faces limitations, its potential benefits are being realized nationwide. This report offers the first overview of the “what, where, and when” of AI-related legislation introduced in U.S. state legislatures between 2019 and 2024, analyzing key policy trends, priorities, and equity considerations. Although relatively few bills have been enacted, legislative activity has accelerated, reflecting growing political attention to the promises and risks of AI. This study provides a comprehensive assessment of the graduate education sector, revealing that it is highly privatized, NCR-centric, and dominated by enrollment in Education and Business/Administration fields. The analysis confirms that the primary driver for this high demand, particularly in teacher education (which accounts for over half of all enrollment), is the use of graduate degrees as a key requirement for career advancement and promotion within agencies like the Department of Education (DepEd). This policy-driven demand, however, is linked to systemic issues, including the proliferation of “diploma mills” that undermine quality, extremely low on-time completion rates (averaging 18.77% for Master’s …

Leaders of Historically Black Colleges and Universities (HBCU) institutions influence retention rates of HBCU employees. An organization's culture determines the behavior of its employees. When assumptions regarding organizational structure were made, communication about the company's expectations was often ignored, leading to employees becoming accustomed to the culture and resistant to change. This mindset hindered HBCU growth and the willingness to address the urgency for policy revisions. This dissertation seeks to generate a new perspective of the complicated relationship between actualized policy and stability through looking at Ukraine’s language policies and stability in a mixed manner approach that includes both primary and secondary sources. Russia justified its irridentist activities through claiming to protect Russian nationals within Ukraine’s borders: language policies within Ukraine appear to be a trigger for Russian antagonism. Massachusetts is the only state in the United States with a right-to-shelter law which guarantees shelter for families with children and pregnant women.¹ As of February 2024, 3,500 homeless families with children are being sheltered in a motel or hotel with an average length of stay of 14 months, because traditional family shelters have reached capacity.^2,3 While these families are provided temporary shelter, these shelters do not allow for the development of a true sense of “home.” While a motel meets the needs of rudimentary shelter, motels were never designed as long-term accommodations and certainly not with a …
