This study seeks to answer the question: Given the wealth of talent and resources women possess—and the state offers—why is it so tough for women to gain representation in Boston City Hall? To answer this question, and to document the efforts women have made over almost 100 years, we examine the history of women who have run for and won—or lost—election to the Boston City Council in the 20th century. This paper examines how both opponents and proponents of the proposed high-level nuclear waste repository at Yucca mountain Nevada claim that uncontroversial information supports their conflicting positions. Four pieces of information in particular are claimed by both sides: the distance of the proposed site from Las Vegas, the volume of waste that has been produced, the threat of terrorism since 9/11/01, and the occurrence of an earthquake in early 2002. Possible explanations for the difference include naive positivism, social constructionism, persistent beliefs and implicit warrants. The period of the 1950s and 1960s reflects the rise of performance budgeting. It also reflects the rise of the post-war generation of academic social scientists, which is roughly the second generation of statistical social scientists within the United States. This is the period of expanding program evaluation and the rise of policy analysis. While policy analysis is fairly distinct, program evaluation is largely the same thing as performance measurement, but as practiced by social scientists with a different skill set than public administrators. This research is an epistemological and methodological study of technology foresight. The low realisation rate (28%) of technology foresight has put into question as to whether foresight research is a scientific research, and whether foresight method is a scientific method. ln this research, the notion of scientific method is critically analysed. A comparison between physical and social science research is also made in order to highlight their basic similarities and differences. Activism at the local level has produced electoral movements that have succeeded in electing progressive local candidates and coalitions, yet on assuming office those officials face tremendous obstacles in meeting the expectations of those who put them in office.
