Following the Middle East Peace Conference in Madrid in 1991, the Arms Control and Regional Security (ACRS) working group was launched as the first and so far only official regional arms control negotiations. While there have been multiple attempts to distil the lessons of the ACRS process, the aspect of events most conducive to forging trust between the negotiators and their inter-personal dynamics has never been explored. The past year has seen attention directed, both in policy discourse and the media, towards the implication of Central African non-state armed groups in poaching and ivory trafficking. Engaging with both mainstream political economy analyses and work on the “geographies of resource wars,” this paper turns to the case of ivory as a “conflict resource,” through the case study of the Lord’s Resistance Army. It begins by outlining the contextual specificities and conditions of access, before assessing the compatibility of the resource’s biophysical, spatial and material characteristics with the needs of regional armed groups and the LRA in particular. Nearly one hundred years have passed since the Armenian genocide, which prefaced and in some ways encouraged the Holocaust – yet the Turkish government continues to deny the genocide and uses political manipulation to prevent its recognition by others. The denial’s history has been one of collaborative repression, but in recent years Turkish voices have joined with Armenians’ in the struggle for recognition; collaborative struggle, particularly in recognition of shared history, may represent the best chance to pressure Turkey to federally recognize the genocide. This paper aims to test the capitalist and democratic peace arguments within the developing world. Notwithstanding the theoretical arguments and empirical evidence which indicate two different dynamics of interstate conflict in the developing and the developed worlds, the proponents of both “democratic peace” and “capitalist peace” arguments did not take into account the distinction between developing and developed countries and tested their hypotheses within samples that included “all dyads” in different time periods. The study of groups’ behaviors in conflicts has shown that societies favor the in-group, delegitimize the out-group, and provide explanations for members of society as to why the conflict erupted and how to cope with it. It has been claimed that societies share a psychological in-group repertoire, an ethos of conflict, and that they develop a culture of conflict. As part of societies’ mechanisms, culture and fictional products – films, books and plays – have an important role in shaping the way people perceive, think and act in conflicts. Moving ‘Beyond Neutrality’ And Cross-Cultural Training: Using World Café Dialogue To Address End-Of-Life Care Inequalities, Jacqueline N. Font-Guzman

In this article I discuss how World Café Dialogues can be used to unveil structural and cultural violence that drive the behaviors that maintain end-of-life care inequalities, especially among minorities, in acute healthcare hospitals. Conflict practitioners are rarely included in conversations of end-of-life care inequalities and when included it is to “solve a problem” through bioethics mediation or provide training in cross-cultural competence. I argue that conflict practitioners need to broaden their approach to conflict and use their skills to surface unequal power structures and implicit beliefs that maintain the unjust status quo in end-of-life care disparities.

Despite increased international interest in the contribution of education to peacebuilding, there has been a neglect of the role that non-formal youth programming can play in this process. This article examines three such youth programmes in post-accord Northern Ireland through the theoretical lens of their contribution to social, economic and political transformations. Given the sustained context of segregation and limitations of the formal education sector as a mechanism for transformation, the paper argues that the non-formal sector has played an important role in ensuring inclusion of multiple youth perspectives in a divided society. This study examines fourteen conversations from observations conducted on bullying among 8th graders in 2002, in a Middle School in Virginia in the United States of America to: (1) identify power disparity in verbal bullying between bullies and targets, (2) examine how power disparity in verbal bullying empowers the perpetrator against silent targets, (3) explain how targets’ verbal responses neutralize bullies or stop bullying, and (4) design an approach to counteracting verbal bullying –the “agere contra” approach to bullying, which demonstrates how words could also be used, not only to counteract bullying, but also to heal both the perpetrator and …

Despite the ongoing conflict and the general neglect by the media, power brokers, and the public, grassroots organizations in the Middle East persist in their dedication to “people to people” diplomacy between Israelis and Palestinians. The Parents Circle-Families Forum is a bi-national NGO committed to peacebuilding and reconciliation between Jewish Israelis and Palestinians from East Jerusalem and the West Bank. Its most distinctive features are its membership, composed of 300 families from each side who have lost a close relative to the conflict, and its use of storytelling to connect the two sides. Japan’s commitments to the UN-authorized peace operations in East Timor were the largest contribution the country has made in the history of its international peace operations. Researchers have recently leveled criticism at the realist approach to conflict resolution by pointing out the importance of symbolic aspects of this issue. Few studies, however, have hitherto focused on symbolic demands in conflicts. The present study examines the role of symbolic as well as concrete demands in conflict resolution, and is therefore innovative in this regard. A demand is categorized as “concrete” if it is based on an interest that is viable and applicable, in that it involves tangible resources that may change hands or be divided. This project took place at an outpatient mental health setting, and offers new understandings in our pursuit for communal well-being. It documents the unique participation of group members in the co-creaction of new knowledge and better understanding of human relationships using a participatory action research methodology. The article explores how improvements can take place in the lives of people diagnosed as chronically mentally ill. The study presents an analysis of the conflict resolution process in the Aceh conflict between the government of Indonesia (GoI) and the Free Aceh Movement (“Gerekan Aceh Merdeka” or GAM). Starting with unofficial efforts by the Indonesian side from mid-2003, which eventually led the parties to the negotiation table and to the signing of the Helsinki Memorandum of Understanding (MoU) in August 2005, the peace process put an end to the 30-year conflict over the independence of Aceh. This paper explores how principles and practices of mediation and facilitation can be applied to facilitate collaboration among health care professionals. Certain techniques of mediation and facilitation are uniquely suited to address issues of values, roles, communication, and teamwork—four core competency domains of interprofessional collaborative practice—within the organizational context in order to transform workplace conflict into constructive collaboration. This paper discusses how one might draw upon those mediation and facilitation skills and techniques in order to address profession-centrism, professional prejudice, and us vs. them thinking, which hinder interprofessional collaboration. Through a theoretical analysis, this paper suggests that the Buddhist philosophy and psychology offer a unique contribution to our understanding of conflict escalation and the potential for its transformation from a relational point of view. In particular, it presents an in-depth analysis of conflict escalation, applying the Buddhist Four Noble Truths and Twelve Links models. With the help of these models, it analyzes the psychological process that invokes the escalation of conflict, resulting in what is considered “suffering” (Duhkha) in Buddhist thought, seen also as lack of relational awareness. Following the 1998 Belfast/Good Friday Agreement many community-based organizations became involved in localized peace-building activities in Northern Ireland and the Border Counties. Drawing financial support from the EU Programme for Peace and Reconciliation and the International Fund for Ireland, these organizations adopted various strategic mechanisms to implement their projects –synchronizing bottom-up development initiatives with top-level government policies. Their effectiveness has already been felt in Northern Ireland as reduced political violence and improved socioeconomic conditions. However, the long-term sustainability of this work is questionable, affected as it is by continued intercommunity segregation, low macro-level political support, and global economic instability. Whereas the values, attitudes and motivations of soldiers serving in their countries’ armed forces have been widely studied, to date we know very little about the motivations and self-conception of individuals working for the private security industry. Using data obtained through an online survey, this article explores the values, attitudes and identity of more than 200 private security contractors with law enforcement backgrounds and operational experience with a security firm in Iraq. Contrary to media dominating images of ruthless, money-grabbing mercenaries, respondents in this sample adhered to attitudes and values very similar to those of professional soldiers serving in Western …

This paper empirically demonstrates that networks of organizations working together can be facilitated by individual network members, even when no facilitators are formally designated by the network members. Regression analyses also revealed statistically significant relationships between the frequency that facilitation functions were facilitated in the inter-organizational network studied and both the level of trust that the network members had for their inter-organizational network and the level of work coordination experienced by the members of the network. Linking Process To Outcome: Implicit Norms In A Cross-Cultural Dialogue Program, Karen Ross

This paper examines the link between dialogue mechanisms and potential outcomes. Using the “Soliya Connect Program” as a case study, I focus specifically on dialogue norms, distinguishing between explicit and implicit norms of dialogue, and examine how these norms shape the dialogue space. My analysis suggests that as dialogue mechanisms, these norms both enable and constrain participants’ comfort in expressing themselves, and thus can significantly affect the outcomes of the dialogue process.
