Youth Voice And The Promise And Peril Of Affirmative Governmentality: An Analysis Of New York City’S Borough Student Advisory Councils, Hillary R. Donnell
Youth Voice And The Promise And Peril Of Affirmative Governmentality: An Analysis Of New York City’S Borough Student Advisory Councils, Hillary R. Donnell
Dissertations, Theses, and Capstone Projects
This study addresses civil society and the state’s shifting approach towards the incorporation of youth in governmental decision-making since the 1990s, and the recent ascendance of youth voice councils as a method of civic engagement. It uses the New York City Youth Leadership Council Initiative and the Borough Student Advisory Councils as case studies. Relying on the author’s ethnographic participant observation and youth-voice frameworks, the paper provides an analysis of the individual, organizational and systems level effects of the New York Department of Education’s BSAC program. Further, the paper discusses affirmative governmentality as a lens through which to critically examine …

The Challenges Of Humanitarian Mine Clearance In Ukraine, Toby Robinson, Rosanna O'Keeffe
The Journal of Conventional Weapons Destruction
The HALO Trust has been working in Ukraine since 2015, a year after the hostilities in the east of the country began. Both the ongoing conflict in the Donbas and tensions on the border with Russia have left large areas of land contaminated with landmines and other explosive remnants of war (ERW). In places where the frontline has moved on and the fighting has stopped, mines and other ERW remain, preventing the lives of civilians from returning to normal.

Contamination In Eastern Ukraine: Observations By Osce, Edward Crowther
Contamination In Eastern Ukraine: Observations By Osce, Edward Crowther
The Journal of Conventional Weapons Destruction
Since fighting began in 2014, significant areas of the Donetsk and Luhansk regions in eastern Ukraine have been contaminated by landmines and unexploded ordnance (UXO). This article will briefly cover the origin of the OSCE Special Monitoring Mission to Ukraine (SMM) and its mandate, before turning to the types of contamination observed by the SMM in eastern Ukraine. On 21 March 2014, the 57 participating States of the Organization for Security and Co-operation in Europe (OSCE) made a consensus decision to deploy the SMM, and the SMM’s mandate has been extended each year since. The SMM establishes facts and reports …

Minefield Clearance And Casualties - Holland 1945 - Military Operations Research Unit Report No.7, Roly Evans
The Journal of Conventional Weapons Destruction
In June and July 1945, two Royal Canadian Engineer officers, on their own initiative, carried out a review of the ongoing minefield clearance in Holland. The local military authorities deemed the review to be of significant value and therefore directed the Military Operational Research Unit to take up the study and “carry out a complete survey and analysis of all aspects of minefield clearance and casualties.” The study, entitled Military Operational Research Unit Report No.7 – Minefield Clearance and Casualties, Holland 1945 was initially intended to gather lessons about minefield clearance casualties in relation to combat. It became a significant …
Accidents And Field Medical Provision, Andy Smith
Accidents And Field Medical Provision, Andy Smith
The Journal of Conventional Weapons Destruction
No one knows for sure how frequently accidents occur in humanitarian demining. This is partly because the details of accidents involving state employees are rarely shared, and national laws often restrict access to police or military reports. It is also because there is a frequent failure to comply with the reporting requirement described in the International Mine Action Standards (IMAS). IMAS 10.60 requires that “an accident in which a mine, ERW or explosives harms a demining employee, visitor, or member of the local population” shall be investigated and the report made available. However, although it is a requirement to share …

Booby-Traps And Anti-Handling Devices: Common Tactics, Michael Cardash
Booby-Traps And Anti-Handling Devices: Common Tactics, Michael Cardash
The Journal of Conventional Weapons Destruction
Booby-traps are designed to entice victims to perform a physical action with an apparently harmless object that hides an explosive device that leads to the device’s unexpected initiation. Many booby-traps are improvised explosives devices (IED) and feature some kind of bait targeted to exploit emotions and the anticipated actions of security forces or civilians, who will initiate the explosive device in close proximity. Baiting is designed to attract attention and cause the victim to approach the IED. It is intended to pique curiosity or instinctual feelings, such as the desire to help (bait in the form of a body or …

A practical, field-driven approach is being undertaken together with partners in the PRODECO project, Mines Advisory Group (MAG), and Fondation Suisse de Déminage (FSD).
Mineland, The Endless War: A Photo Essay, Rocco Rorandelli
Mineland, The Endless War: A Photo Essay, Rocco Rorandelli
The Journal of Conventional Weapons Destruction
Many modern conflicts leave behind unexploded ordnance (UXO) in their aftermath, inflicting severe human, social, and economic costs. Europe is not immune from this issue. Today, landmine-affected countries in Europe include Croatia, Bosnia and Herzegovina, Kosovo, and Serbia. With an average removal cost of 1,000 euros per mine, reduced funding is the main reason why demining is still unfinished in this region after more than 20 years of work. Every year, deminers and civilians die or are injured because of ordnance explosions.
A common sentiment of all organizations involved in demining operations is that greater funds are required to increase …

Ukraine's Newly Adopted Mine Action Law: What Does This Mean For Hma Programs?, Henrique Garbino
The Journal of Conventional Weapons Destruction
Recent contamination in the region is the result of the ongoing conflict between Ukrainian government forces and pro-Russian separatists in Luhansk and Donetsk oblasts.3 Although the full extent of contamination is unknown, conservative estimates suggest that about 20 sq km (7.72 sq mi) are contaminated.
Currently, at least three government institutions are directly involved with humanitarian demining, with the support of three international NGOs. Many more organizations are involved in mine risk education (MRE), victim assistance, stockpile destruction, advocacy and training, advisory, and coordination of the mine action program. However, until January 2019, there was no strong legal framework …
“Paying” The Way For A Better Bart Future: A Call For Better Enforcement Of Fare Evasion Policies And Strategic Planning At Bart, Ethan S. Tan
Creative Activity and Research Day - CARD
The Bay Area Rapid Transit (BART) system has undoubtedly shaped the way the San Francisco Bay Area operates today. BART has molded itself to becoming a popular form of transportation for citizens of the area. However, numerous problems have arisen in recent years in regard to the overall “healthiness” of the BART system with its ex-aging fleet of trains, undertrained staff, lack of BART Police presence, rampant illegal drug use, etc. which has made BART unpopular with riders. The root cause of these problems through, is the lost revenue through “stolen” rides. At any one of BART’s 48 stations in …

In order to understand the impact of individual communities on global sustainability, we need a community sustainability assessment system (CSAS). While many sustainability assessment systems exist, they prove inadequate to the task. This article presents the results of a systematic review of the literature on existing sustainability assessment systems; offers a definition of a sustainable community; provides a multi-scale, systems approach to thinking about community; and makes recommendations from the field of performance measurement for the construction of a CSAS.
Regulatory Disclosure Policies And Potential Induced Changes In Behavior: An Outcome Evaluation Of Santa Clara County’S Enhanced Food Safety Program Elements, Christian Cruz
Master's Projects
Despite countless advances in food microbiology and public health regulations, foodborne illness continues to be a major strain on public health outcomes and a costly economic burden. In the United States, many agencies are responsible for ensuring the quality of food, both domestically produced and imported. States and localities are delegated the responsibility of identifying and ensuring sound practices in the latter stages of the food production process, namely the retail distribution of food products to consumers.
Regulatory policies across the nation have only recently incorporated the evidenced-based principles of hazard risk management (Law, 2003). Still, food-related acute gastrointestinal illnesses …
Active Transportation And Health Effects Of Safe Routes To Schools (Sr2s) Projects And Planning, Christopher E. Ferrell
Active Transportation And Health Effects Of Safe Routes To Schools (Sr2s) Projects And Planning, Christopher E. Ferrell
Mineta Transportation Institute
On July 29, 2005 Congress passed the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), the federal government’s transportation bill, in part, designating $612 million over five years to go to a relatively new funding program: Safe Routes to School (SR2S). The legislation mandated that state departments of transportation (DOTs) receive annual funding in an amount proportional to the number of primary and middle school grade children enrolled in their states. State DOTs could then grant that money to state, local, and regional agencies, as well as non-profit organizations to fund SR2S programs.

The Impacts Of Tourism On Subak, Sawah, And The Environment, Reiley Adelson
Independent Study Project (ISP) Collection
In this paper I wish to explore the topic of Sawah, Subak, and the impact tourism has on both of these important parts of Balinese culture. By starting with the history of subak, moving into the Green Revolution, then into the start of mass tourism, and coming all the way up until today, I would like to see how subak has changed and developed or how it hasn’t. I would also like to get a sense of what people see for the future of farming in Bali. To go about this, I talked with rice farmers, who are being directly …
Command Decision: Ethical Leadership In The Information Environment, Keir Giles Mr.
Command Decision: Ethical Leadership In The Information Environment, Keir Giles Mr.
Books, Monographs & Collaborative Studies
This monograph considers how a classical challenge that commanders face in war—namely, making critical decisions on the basis of limited and often unreliable information—has been exacerbated in the era of big data. Data overload complicates the intelligence community’s efforts to identify and exclude disinformation, misinformation, and deception, and thus hampers its ability to deliver reliable intelligence to inform decision-makers in a timely manner. The military commander remains responsible for making a final decision, yet the great wealth of data now available through the intelligence cycle amplifies the risk of decision paralysis. With this in mind, technological solutions tend to be …
Blue Sky Olympics: Satellite Observations Of Air Quality During The 2008 Beijing Olympics, Lincoln M. Butcher
Blue Sky Olympics: Satellite Observations Of Air Quality During The 2008 Beijing Olympics, Lincoln M. Butcher
Student Publications
China has imposed short-term emission control regulations on industry and transportation to quickly improve air quality during certain events, including the 2008 Summer Olympic Games. Previous research noted reductions in NO2 vertical column density, CO emissions, CO2 emissions, and Aerosol Optical Depth (AOD). NO2 and SO2 decreased in neighboring provinces, during this time period. Using MODIS level-2 atmospheric aerosol product (MYD04_L2) data, processed by the dark target algorithm, this study observes trends in regional AOD and temporal change in AOD during the Olympic emissions reduction program. 2008 observations are referenced against AOD observations from 2003 to 2013, within 9-day intervals …

Going For Broke: A Talk To Music Teachers, Juliet Hess, Brent C. Talbot
Sunderman Conservatory of Music Faculty Publications
In 1963—a racially-charged time in the United States—James Baldwin delivered “A Talk to Teachers,” urging educators to engage youth in difficult conversations about current events. We concur with Giroux (2011, 2019) that political forces influence our educational spaces and that classrooms should not be viewed as apolitical, but instead seen as sites for engagement, where educators and artists alike can “go for broke.” Drawing upon A Tribe Called Quest’s 2017 Grammy performance of “We the People…” as an example of the role of the arts in troubled times, we consider ways to work alongside youth in schools to respond, consider, …
Motivations For Pursuing A Career In Law Enforcement: An Analysis Of A Local Law Enforcement Agency, Mark W. Thomas
Motivations For Pursuing A Career In Law Enforcement: An Analysis Of A Local Law Enforcement Agency, Mark W. Thomas
Doctor of Psychology (PsyD)
Current law enforcement agencies are facing increasing pressure to hire more female and minority applicants. In addition to this, many agencies may be struggling to hire sufficient numbers of qualified candidates in general. This has created a need for understanding the individual factors that may motivate specific types of individuals towards a career in law enforcement. The current study assesses these motivations in a sample of currently employed law enforcement officers, current students enrolled in criminal justice programs, and undergraduate students unaffiliated with a law enforcement career. These motivations are then examined by demographic categories to explore the correlation between …

A Funny Thing Happened On The Way To The Forum: Prospects For An Ethical Theory Of Accountability, Melvin Dubnick
Faculty Publications
This paper is intended to restate the case for the development of an "ethical theory of accountability" as an alternative to current theoretical frames being applied by students of accountable governance. I would emphasize the word "alternative" at this juncture, noting that an ethical theory should not be regarded as replacement for current models; rather it is offered as a reframing of accountability that can provide a significantly different perspective -- one rooted in (and built upon) ontologically distinct presuppositions about the nature of account-giving/receiving.
Central to the effort is establishing accountability as the capacity to engage in account-giving/receiving behavior …
