Political rhetoric surrounding key events has seen sharp increases in emotionally affective speech, intergroup sentiment, and rhetoric unbecoming of democratic societies in recent years. Similarly, semi-democratic and ideologically driven speech has become increasingly normalized within an era of political polarization and hardline beliefs in modern media. Within this economy of outrage, sensational and largely unmoderated media formats, particularly podcasts, have become a mainstay of political information and discourse. The New York State (NYS) Excelsior Scholarship Program, introduced in 2017, was designed as a “first-in-the-nation” tuition-free initiative intended to expand college affordability for undergraduate students attending public institutions in New York State. While the program aims to increase access to higher education, its eligibility requirements, particularly the expectation that students complete 30 credits annually through continuous full-time enrollment, may disadvantage students whose academic pathways diverge from traditional enrollment patterns. Mental health emergency response has become a highly scrutinized topic following the Black Lives Matter movement and several notable incidents of mental health emergency service users being killed by police responders. Qualitative interviews were conducted with mental health emergency service users to better understand the experience of using mental health emergency services, garner critical feedback of the service, and explore recommendations to improve future response. A total of 23 participants conducted interviews and detailed 40 incidents of mental health emergency service utilization. These interviews were then coded and analyzed. This project examines the relationship between mayoral administration and police oversight in New York City through an analysis of Civilian Complaint Review Board (CCRB) data from 2002 to 2024. Using interactive data visualizations, historical context, and annotations that delineate the trends within the data, the project illuminates how mayoral administrations have influenced the handling and outcomes of civilian complaints against police officers. Privately-Owned Public Spaces (POPS) are public recreational areas that are maintained and secured by a private owner. POPS contrast their surrounding environments of public streets in urban city centers, creating distinct social environments that influence pedestrian paths and behavior. This dissertation evaluates POPS and how their physical features influence the occurrence of various street crime types through the lens of Crime Prevention Through Environmental Design (CPTED). Empirical evidence supports CPTED as a crime prevention strategy framework, primarily in residential neighborhoods rather than city centers. The World Happiness Report is released every year, ranking each country by who is “happier” and explaining the variables and data they have used. This project attempts to build from that base and create a machine learning algorithm that can predict if a country will be in a “happy” or “could be happier” category. Findings show that taking a broader scope of variables can better help predict happiness. Policy implications are discussed in using both big data and considering social indicators to make better and lasting policies.

This thesis focuses on the material and metaphysical aspects of the Hudson Yards, the largest private development in US History. With its roots in the administration of Michael Bloomberg, the site is representative of neoliberal ideology. It is also one in which cultural production is central. This is in terms of the rationalization and mythos of the building of the space itself and the dreamworlds created to obscure the mechanisms of extraction and accumulation that make such a complex possible. This thesis explores how local government support for arts and culture varies across 24 American cities. It has proven to be challenging for researchers to accurately measure municipal arts support. Research on cultural policy has also often focused on the federal level, despite total city expenditures far exceeding national or state government support. This thesis attempts to take an accurate pulse of city expenditures in 2017 and correlates those spending levels to the variation in city ownership of arts facilities. Researchers suggest that as public scrutiny and video recording of violent/tumultuous police encounters increase, police would back away from proactive enforcement, resulting in an increase in crime—the Ferguson Effect. Recent scholarship refined these concerns over police disengagement with the study of de-policing, while other scholars explored police self-legitimacy, in order to explain law enforcement behavior, given the immediacy and ubiquity of social media and digital communication. My research explores the reasons why three Latin American states (Colombia, Mexico, and Peru) claim the return of cultural heritage objects from holding institutions in the Western World, such as museums and universities. Passed as part of the Violent Crime Control and Law Enforcement Act of 1994, the Law Enforcement Misconduct Statute 42 U.S.C. 14141 (§ 14141) authorizes the Department of Justice (DOJ) to investigate, and enter into a court-enforceable structural reform agreement with a law enforcement agency engaged in patterns or practices of systemic misconduct, violations of federal law, and unconstitutional policing.

Under § 14141 authority, 33 investigations of municipal police have been conducted since 1994 where the DOJ determined that a police agency was engaged in, or at unreasonable risk of engaging in, a pattern or practice of unconstitutional policing. Publicizing …

This study addresses civil society and the state’s shifting approach towards the incorporation of youth in governmental decision-making since the 1990s, and the recent ascendance of youth voice councils as a method of civic engagement. While most jobs can cause work related stress, correctional workers experience exposure to stressors that often result in a more serious condition known as burnout. The effects of burnout are far more detrimental than average work related stress yet, there is a dearth of knowledge and research on correctional burnout. The labor of enslaved Africans and Black Americans played a large part in the history of colonial America, with the American plantation being the epicenter for all that was to be produced. While the two have never been completely tied together, capitalism and modern day slavery have been linked with one another. Some analysis sees slavery as a remote form of capitalism, a substitute, to an antiquated form of labor in the modern world.
