The im(migration) and refugee crisis that are being exacerbated under the Trump administration, is a manifestation of empire-building and the long history of colonization of the Global South. A Marxist-humanist perspective recognizes these as consistent aspects of a clearly racist global capitalism that functions in the interest of multibillion dollar U.S.–based corporations and increasingly transnational corporations. Trade agreements, international economic policy, political intervention, invasion or the threat of these, often secure corporate interests in specific countries and regions. The absence of a culturally competent public sector workforce has led to increased public scrutiny and heightened levels of distrust. In the field of public safety, this is particularly important due to the sensitive nature of the task performed and the historically strained relationships that exist between racial minorities and law enforcement. Using national survey data to gauge the prevalence of citizen’s experiences and perceptions of racial profiling, this research reveals significant discrepancies amongst minorities and their white counterparts. In response, this research encourages public officials and agencies to eliminate inconsistencies in their interactions with the citizenry as a whole. …

International nongovernmental organizations (INGOs) face increasing accountability challenges stemming from past scandals and their claims to advance the public good. Since the 1990s, INGOs have responded with numerous reforms. The creation of the Humanitarian Accountability Partnership in 2003 and the INGO Accountability Charter in 2009 reflect sector-wide efforts to enhance accountability to mission, intended beneficiaries, and peer organizations.

This is the third of six updates presenting interim findings from the evaluation of the NYC Mayor’s Action Plan for Neighborhood Safety (MAP). As part of an evaluation of the New York City Mayor’s Action Plan for Neighborhood Safety (MAP), researchers from John Jay College of Criminal Justice collaborated with survey specialists from NORC at the University of Chicago to track key outcomes in MAP developments and matched comparison sites. Passed as part of the Violent Crime Control and Law Enforcement Act of 1994, the Law Enforcement Misconduct Statute 42 U.S.C. 14141 (§ 14141) authorizes the Department of Justice (DOJ) to investigate, and enter into a court-enforceable structural reform agreement with a law enforcement agency engaged in patterns or practices of systemic misconduct, violations of federal law, and unconstitutional policing.

Under § 14141 authority, 33 investigations of municipal police have been conducted since 1994 where the DOJ determined that a police agency was engaged in, or at unreasonable risk of engaging in, a pattern or practice of unconstitutional policing. Publicizing …

This study addresses civil society and the state’s shifting approach towards the incorporation of youth in governmental decision-making since the 1990s, and the recent ascendance of youth voice councils as a method of civic engagement. It uses the New York City Youth Leadership Council Initiative and the Borough Student Advisory Councils as case studies. Relying on the author’s ethnographic participant observation and youth-voice frameworks, the paper provides an analysis of the individual, organizational and systems level effects of the New York Department of Education’s BSAC program. Using a cross-comparative, qualitative case study approach, my research seeks to determine whether the presence of American Indian teachers (passive representation) positively influences educational access and performance of American Indian students in two rural Idaho public school districts located within tribal reservations. One district has representation of American Indian teachers and the other does not. Representation of American Indian teachers is a form of passive representation which the theory of representative bureaucracy suggests should lead to active representation (implementation of culturally relevant curriculum and teaching practices). Essential to the stages within the policy process are the individuals who create, implement, and correct public policy. Thirty five percent of landfill waste in California is made up of organic waste, and 18% of landfill waste is made up of food scraps (City of Santa Clara [CSC], 2019). The buildup and decomposition of food scraps at landfills produce methane (CSC, 2019), a pollutant that heats up the atmosphere thousands of times more than carbon dioxide (California Air Resources Board [CARB], 2018). The HALO Trust has been working in Ukraine since 2015, a year after the hostilities in the east of the country began. Both the ongoing conflict in the Donbas and tensions on the border with Russia have left large areas of land contaminated with landmines and other explosive remnants of war (ERW). In places where the frontline has moved on and the fighting has stopped, mines and other ERW remain, preventing the lives of civilians from returning to normal.

Since fighting began in 2014, significant areas of the Donetsk and Luhansk regions in eastern Ukraine have been contaminated by landmines and unexploded ordnance (UXO). This article will briefly cover the origin of the OSCE Special Monitoring Mission to Ukraine (SMM) and its mandate, before turning to the types of contamination observed by the SMM in eastern Ukraine. On 21 March 2014, the 57 participating States of the Organization for Security and Co-operation in Europe (OSCE) made a consensus decision to deploy the SMM, and the SMM’s mandate has been extended each year since. This is partly because the details of accidents involving state employees are rarely shared, and national laws often restrict access to police or military reports. During the second half of January 2018, a group of civilian law enforcement bomb technicians, military explosive ordnance disposal (EOD) technicians, medical personnel, a lawyer, and educators visited Cambodia to participate in the OSU Explosives Ordnance seminar conducted by Golden West.

Many modern conflicts leave behind unexploded ordnance (UXO) in their aftermath, inflicting severe human, social, and economic costs. Europe is not immune from this issue. Today, landmine-affected countries in Europe include Croatia, Bosnia and Herzegovina, Kosovo, and Serbia. With an average removal cost of 1,000 euros per mine, reduced funding is the main reason why demining is still unfinished in this region after more than 20 years of work. Every year, deminers and civilians die or are injured because of ordnance explosions.
