Quality Assurance For Civilian Mine And Munitions Clearance, Erik Lauritzen, Soren Gert Larsen Jan 1997

Quality Assurance For Civilian Mine And Munitions Clearance, Erik Lauritzen, Soren Gert Larsen

The Journal of Conventional Weapons Destruction

Currently civilian mine-clearance operations are carried out according to military principles involving Standard Operating Procedures (SOP). SOPs, however, do not encompass quality assurance concepts, such as the ISO 9000 family, a set of standards developed by the International Standards Organization (ISO). These standards are typically used for civilian works.

The Journal of Conventional Weapons Destruction

I never saw Danaan Parry socially. I never saw him operate in the field. I only met him three times in the hurly-burly environment of the work-a-day Pentagon. Yet he made an impression on me that will drive me as long as I am privileged to work toward the elimination of landmines as a threat to innocents around the world.

Of Bubbles, Burps, And Gaps, Joe Lokey

The Journal of Conventional Weapons Destruction

We all know the numbers. The challenge of humanitarian demining around the globe is overwhelming, heartbreaking, and seemingly hopeless. The effort nearly always requires more. When experienced people talk of demining shortfalls, you would expect that funding tops the list. No surprise–it does. But always near the top consistently, is good, reliable information. This should not surprise use.

Ordnance Technical Management System (OTMS) is maintained by United States Army Engineer Division, Huntsville (USAEDH). In a functionally similar undertaking, landmine elimination in Host Nations is provided by the Humanitarian Demining Operations Geographic Information System (HDOGIS). HDOGIS is a Special Operations Command (SOCOM) automated tool currently used by host nation forces in Eritrea and Ethiopia. It was developed by the …

The Humanitarian Foundation Of People Against Landmines, Stiftung Menschen Gegen Minen, Colleen Pettit Jan 1997

The Humanitarian Foundation Of People Against Landmines, Stiftung Menschen Gegen Minen, Colleen Pettit

The Journal of Conventional Weapons Destruction

Founded in January 1996, the Humanitarian Foundation of People against Landmines, or Stiftung Menschen gegen Minen (MGM), is Germany’s first Non-Governmental Organization (NGO) created specifically for humanitarian demining. Before the inception of MGM, Germans in need of demining aid turned chiefly to England (the HALO-trust and Mine Action Group) and Norway (Norwegian People’s Aid). Though a few German organizations have been involved in demining, they have focused on limited mined areas or on political campaign. MGM, in contrast, provides emergency demining aid; instructs and employs the local population in demining precautions and operations; and conducts research in demining operations.

The Process Of Providing Humanitarian Assistance: A Department Of Defense Perspective, Rhonda M. Smith, Barbara J. Stansfield

Theses and Dissertations

This research effort was a qualitative study on the current process of how the DOD provides humanitarian assistance. Currently the process is not well defined and is situation dependent. Historical documents and current guidelines, policies, and regulations were researched for information on what types of humanitarian assistance the DOD provides, how the process is initiated, and who is involved in the process. Agencies outside of the military, both civilian and government, were researched to determine the extent of coordination necessary for the military to provide humanitarian assistance. A model was compiled to portray the current process and given to key …

The Relationship Between Private And Commercial Vehicle Driver Records And Accidents In Michigan, Robert E. Maki Jun 1990

The Relationship Between Private And Commercial Vehicle Driver Records And Accidents In Michigan, Robert E. Maki

Dissertations

The primary objective of this study was to determine whether previous accidents and citations are reliable predictors of future tractor-trailer heavy truck accidents in Michigan. In addition, the background material on accident trends shows how heavy truck safety policy was formed at the Michigan Department of Transportation.

Historically, accident prediction models have been able to explain only small portions of the accident experience. More recent studies have tended to show that previous citation and accident experience were good predictors of commercial vehicle accidents. Most studies have suffered from an admitted lack of exposure data and incomplete accident statistics.

Through the …

Implementation And Database Issues Involved In Enhanced 9-1-1 Emergency Services And Rural Addressing Systems, Kenneth Dueker, George Mason, Rodney Jennings

Center for Urban Studies Publications and Reports

The purpose of this paper is to explore the transition from the 9-1-1 single number emergency service request system to an enhanced single number system. An enhanced system is one that displays the address of the telephone which is being used to report an emergency and uses that address to identify the correct unit for dispatch. Though the technology has been available for some time now, surprisingly few enhanced systems have been fully installed. Telephone company franchise and jurisdictional boundaries rarely coincide, making it difficult to achieve cooperation in bringing together governments and competitive telephone companies. Outlined below is an …

Perceived Attributes Related To Adoption Of Food Storage, Connie Jean Roberts

Theses and Dissertations

The purpose of this study is to determine the relationship between an individual's perceptions of the attributes of food storage and his adoption of food storage practices. Food storage is defined as the practice of preserving and storing basic food commodities as a reserve supply. This practice is encouraged as a preparatory measure to provide security for families in the midst of emergencies, whether physical, economic, or social in nature. It becomes especially appropriate in developing areas where physical disasters (such as earthquakes and floods) coupled with social and economic instability, individually and on a national scale, pose constant threats …
