Protecting America’S Critical Infrastructure: A Shared Responsibility In An Era Of Escalating Cyber Threats, Alan Saquella

Publications

The recent cyberattacks targeting municipal water facilities across multiple U.S. states serve as another reminder that America’s critical infrastructure remains under constant attack. According to the FBI, Environmental Protection Agency (EPA), and the Cybersecurity and Infrastructure Security Agency (CISA), attackers successfully compromised operational technology (OT) devices, including programmable logic controllers (PLCs), by exploiting Internet-connected systems, changing administrator credentials, and disrupting normal operations. Fortunately, local operators responded quickly by isolating affected systems, restoring backups, and preventing what could have become a significant public health crisis.

While these incidents focused on water treatment facilities, they represent a much larger national security issue. …

Political Violence In America: Turning Point Or Flashpoint?, Alan Saquella

Publications

The murder of right-wing activist Charlie Kirk reignited an old debate in the United States: Are we approaching a turning point in political violence, or is this simply another flashpoint in a long, uneven history of partisan conflict?

Political scientists and commentators appear divided. Some warn of a spiraling wave of tit-for-tat violence, fueled by incendiary rhetoric and amplified by online echo chambers. Others emphasize that such acts are rare, often the work of lone actors rather than coordinated movements, and that the broader public overwhelmingly rejects violence as a political tool.

For security professionals, the challenge is not to …

Hurricane Irene tearing Vermont roads and bridges apart and Superstorm Sandy ripping through coastal areas; such phenomenal events are being joined by more frequent rain, tide and wind impacts that are disrupting communities and risking property and lives. New challenges arise from weather events that are driven by a less stable climate. The key difference between what communities already plan for and climate adaptation planning is the level of uncertainty about how impacts may change in the future and the potentially enormous and devastating damages that a community may sustain. This Guide presents an overview of that task, with links …
