The purpose of this descriptive case study was to conduct a policy analysis regarding electronic communication between educators and students in three rural East Texas school districts. The policy analysis for each district began with the initial implementation of teacher communication via electronic sources provided by the districts. The focus of the study was limited specifically to the policy regulating nonschool related, electronic communication by educators with students. The challenge faced by school districts to embrace technology with one-to-one classrooms, virtual classrooms, constant connectivity, school texting applications, and open availability to teachers via email, complicates restrictions placed on non-school related …

Broadly the term ‘school choice’ is used to describe the options available for families to send children to school(s) other than the one they are residentially assigned to. Private school choice interventions known as ‘school vouchers,’ offer public or private funding to enable families to send their children to private school.

With the changing significance of caste and caste identity, this thesis explores the role of affirmative action or "reservations" in Indian higher education. Specifically, it aims to reopen the debate on the dominance of a "creamy layer" among the OBCs in an increasingly nationalist India. Viewing caste through the lens of ethnic identity, this thesis draws comparisons between the identity of OBCs and Scheduled Castes and Tribes, OBCs of the "Hindi Belt" and OBCs of the South, followed by an analysis of the politicization of caste identity today. After the Three- Day Learning Institute, classroom teachers were assigned a mentor who provided monthly supports to the classroom teachers in the adoption English language learners and cultural competency strategies with the goal of creating culturally and linguistic responsive classrooms. This article looks at the effects of a national policy of research prioritization in the years following Ireland’s economic crisis. A national research prioritization exercise initiated by policymakers redefined the purpose of higher education research, and designed policies in line with this approach. Placing research for enterprise to the fore, it emphasized the economic value that subjects could return on state investments. This article examines the post-crisis policy of prioritization, its relationship with and effects on arts and humanities research, and how the notion of the benefit of research can be broadened while still addressing economic needs. This thesis examines the effects of France’s educational social cohesion policies, Zones d’Education Prioritaire (ZEP schools) and L’Agence nationale pour la cohesion sociale et l’égalité des chances (Acsé). I argue that these policies affect access to education for working-class descendants of immigrants; however, France’s republican ideology inhibits the extent to which equitability can be established between working-class descendants of immigrants and the majority population. Though a quantitative and qualitative data analysis, I scrutinize trends in education access and the labor market over the 2000s. The importance of this topic was to provide a manageable and collaborative initiative for leadership at institutions of higher learning to identify, develop, implement, and evaluate a policy that can effectively prevent acts of campus-related violence. A mixed-methods study approach using a Likert-scale survey with supporting open-ended questions was used to guide the exploration. This policy analysis looks at the evolution of homeless education laws both through federal legislation and state laws. A policy analysis was utilized to show changes through the reauthorization of the McKinney-Vento Act.

One aspect of this analysis utilized qualitative data from four individual administrators in four central Illinois school districts. The qualitative data reviewed the training received by each administrator and the policies guiding their enrollment procedures.

The current study examines the connection between a change of family income and the retention of academic gains for children in low-income households who have attended a center-based preschool program. These children are often shown to lose the academic advantage they gain during preschool as they move through k-12 education in a phenomenon called fade out. A theoretical framework was constructed positing that material and psychological effects of poverty inhibit the ability of these families to support and maintain growth during this critical time when children are highly nested in the family unit.

This study investigated how media portrayals of individuals in the lower class affect people’s beliefs about educational hardships in lower socioeconomic areas. Specifically, this study looked at the attributions of these hardships to determine if media consumption had an effect on the internality of attributions. It was hypothesized that increased media consumption would be related to an increased tendency toward internal attributions. It was hypothesized that increased media consumption would lead to lower support for policy changes regarding education. The primary objective of the study is to identify the extent to which the current school choice policy in New Orleans has afforded students in underserved neighborhoods or city planning districts the opportunity to attend quality schools elsewhere in the city. Though all students in New Orleans have access to schools outside their neighborhood, more than two-thirds (68%) of public school students attended a school within their planning district or in the adjacent planning district in the 2011-12 school year. In the following thesis, using Aucoin's (2011) theoretical framework, I juxtapose the discourses neoliberalism and humanitarian "access" as they relate to describing the potential outcomes of ICT adoption in education. Through a content analysis, I sought to answer the research question: To what extent have the discourses of neoliberalism and "access" used in regional ASEAN policies influenced ICT policymaking at the national level of its member states? The purpose of this paper is to articulate how a theory, developed in 1968 by Garrett Hardin to describe how shared resources, or “commons” can become depleted, also elucidates the mechanism by which standardization of educational outcomes and assessment have come to dominate current education discourse. We then present results of a case study of a school struggling to succeed within a context of a district’s hyper-focus on standardized measures of success, and employ the theory to illustrate its usefulness to explain what we found at the school site.
