An Evaluation Of Arkansas’ Developmental Coursework Policy At Postsecondary Institutions, Evan Thomas Rhinesmith

This dissertation is an evaluation of the impacts of assignment to and enrollment in postsecondary remedial coursework in the state of Arkansas. In this study, I evaluate the impacts of the policy on students’ academic achievement and attainment as measured by graduation rates and persistence. I include subgroup analyses of these outcomes to determine whether there are heterogeneous effects for students enrolling at two-year or four-year institutions, institutions with the highest remediation rates, and students of different races, genders, and baseline achievement. Like previous evaluations of remediation in other settings, the results here point to negative impacts of remediation on …

Policymakers and industry leaders are claiming that the U.S. has an insufficient number of STEM graduates. As the rhetoric of a shortage of skilled scholars and employees in STEM-related fields expands, there is a plethora of publications that refers to a phenomenon dating back to the 1950s. Nonetheless, this new paradigm presents a critical challenge to policies and programs that surround STEM education in countries around the world. The purpose of this study was to expand the extent of available literature in regard to the factors that contribute to students’ academic performance in college. It focused on a neglected segment of the student population, which is Saudi Arabian students studying in the United States. In 1999 when the Higher Learning Commission of the North Central Association created the Academic Quality Improvement Program (AQIP) path for accreditation, they instituted a new format for the documentation of evidence of meeting accreditation criterion called a Systems Portfolio. This study involved the analysis of the Systems Portfolios from 36 institutions to check for alignment of their mission statements, and stated faculty hiring and evaluation processes. Each Systems Portfolio was analyzed for themes found in previous research on mission statements and documentation of the processes for hiring and evaluation of faculty. Many researchers have studied differentiation in higher education systems, considering the multiplicity of new programs as one of its relevant features. In Chile, as well as in Latin America, there is ample literature on emerging higher education institutions and their growing differentiation, but very little or almost none devoted to emerging programs and the program dimension of differentiation.

As Dirk van Damme suggested (van Damme, 2009), the effects of the global financial crisis (GFC) have been manifold and complex and affected countries differently. Australia and Ireland have fared very differently in the GFC so choices will inevitably have been influenced by their relative capacity to spend on higher education. Since 1988 Australia has had a unitary, government-regulated but independent higher education system with block funding from a combination of government allocations and student contributions. In contrast, Ireland retains a government-regulated binary system dependent upon public investment and direct government control of staffing budgets. In recent years, both countries …

Contribution Of Tertiary Education To Human Capital Development, Labour Market And Skills In The State Of Victoria, Australia, Ellen Hazelkorn

This chapter examines how effectively TAFE Institutes and universities in the State of Victoria contribute to meeting the social and economic needs of the population in terms of opportunities to study and relevance of the qualifications offered. It identifies some key achievements and areas for improvement. The chapter closes with a series of recommendations that include the need for a greater system approach to tertiary education in order to support sustainable regional development and the role that the State of Victoria can play in this strategy.
