[Introduction] Higher education in the United States boasts of diverse institutional offerings to students. From community colleges to well-resourced liberal arts institutions, this diverse array of institutions and types has created a system commonly viewed as having a variety of access points for those seeking higher learning. Higher education stakeholders can argue that this diversity is a strong suit of American higher education, but an argument can also be made that this same institutional diversity laid the groundwork for systemic racism and inequities within the higher education system.

This dissertation project used an interpretivist qualitative research design to study how the right-to-read claim made by seven teenagers attending Detroit public schools in 2016 reflects, addresses, or describes contemporary discussions about educational access. Using situational analysis (SA) as a theory/method, the entirety of the claim comprises the situation of the social phenomenon being studied, not the people. The adoption of alien languages as legitimate languages of instruction is a matter that has been seriously challenged. Since the 1960s, the debate in Tanzania has been on which language qualifies for the status of LOI. The answers have been favouring either the alien language (English) or the dominant language (Kiswahili). In 2014 the government launched the education policy, which declares both English and Kiswahili as LOI in post-primary education. This initiative stands as a flagship program of AKU-IED, PDCN in the specific context of Gilgit-Baltistan. Its aim is to introduce educational reforms in the region through formal in-person and distance education modes for headteachers.

The systemic denial of mortgages, loans, and other financial services to specific neighborhoods on the basis of race, a practice known as redlining, has continued to have a disproportionately negative effect on communities of color since its inception in the 1930s. The contemporary impacts of redlining can be seen in ongoing disparities in household income, property values, generational wealth, and more. The government school monopoly for funding K–12 education creates a coercive system that commandeers a captive audience of impressionable children for inculcation in secular ideas, beliefs, and values concerning matters of truth, moral character, culture, and the good life. The brutal bargain imposed on parents by this monopoly requires them to choose between the single largest benefit most families receive from state and local governments and educating their children in a curriculum that is consistent with the preferred educative speech of the parents. In this autoethnographically-infused natural history of discourse (NHD) (Silverstein and Urban, 1996; Slembrouck, 2001), I use methods from critical discourse studies (CDS) to trace 10 years of changes in “remediation” discourses within a corpus of texts associated with Missouri HB 1042, a piece of legislation passed in 2012 that requires higher education institutions to “replicate best practices in remediation” (CBHE, 2013). In this report, we will provide a descriptive analysis of the main trends in educational achievement for Latinos in Massachusetts in the period 2010-2022. We highlight areas in which Latino students have made considerable progress since the publication of the 2010 Gastón report “The State of Latinos and Education in Massachusetts: 2010,” along with other areas in which progress has stalled and/or been reversed. The data presented cover only until 2020, before the full effects of the Covid-19 pandemic were felt. We end with recommendations for further development of a Latino Education agenda.

What factors and guidelines informed the decision-making process in K-12 public schools during the COVID-19 pandemic and who were the key stakeholders? This study examines three school district types – a large city, medium city, and small-town – across Minnesota as case studies to unpack how policy decisions were made during the pandemic. Historically black colleges and universities (HBCUs) are among the least researched sectors of American higher education. This article addresses a portion of this knowledge deficit by focusing on the determinants of the full-time equivalent enrollments of 50 HBCUs between fiscal year FY 2005 and FY 2018 and then comparing them to a broad sample of 182 non-HBCUs. The most noteworthy specific results generated by our analyses are: (1) increased recruitment of white students by HBCUs may not hold the key to HBCU enrollment success; (2) the incomes of the households from which students emanate have a major positive influence on …

This dissertation contributes to education equity scholarship produced by academics seeking to develop understandings of disability, Persons with Disabilities (PWD), and how both are situated amongst faculty in institutions of higher education. As such, this dissertation centers on a study of public US universities belonging to the Association of American Universities (AAU). This study looks for institutional level associations between respective rates by which college and university faculty with disabilities (FWD) are employed, certain aspects of disability policy drawn from each institution’s 2020 Affirmative Action Plans (AAP), and various other instances of empirical disability data (EDD).

Situated at a Hispanic-Serving Institution (HSI), this postcritical ethnographic and photovoice study sought to explore how Latinx students define and practice civic engagement. Theoretically framed by Latino Cultural Citizenship (LCC), the study explored how current Latinx student civic engagement practices inform a Hispanic-Serving Institutions’ civic engagement efforts. Data collection took place over the 2021-2022 academic year and an exhibition of the study’s findings was made publicly available at the culmination of the study. Findings from the study indicate that Latinx postsecondary students define civic engagement as knowledge and resource sharing (KRS) and achieving success. Public school policies that prioritize the growth and success of core academic subject areas can lead to the neglect or devaluation of other subjects, including music education. Because school administrators act as enforcers of such policies, music teachers may perceive administrators as unsupportive, which may influence these teachers’ motivation. How did a country birthed in individual liberty and voluntary associations create just the opposite in its inflexible, layered, government-controlled public education system? Here, using public choice theory, I explain how near-sighted and unrelated reforms, often based in private motives, gave us what I call the public education centropoly – a hybrid government organization consisting of a set of monopolies layered beneath two additional government levels that especially fails disadvantaged students.

This historical case study examined inequity by design of the Duval County Public Schools in Jacksonville, Florida, between 1954 and 1964. Duval County’s response to the Supreme Court’s Brown v. Board of Education decision in 1954 highlighted the historical influence of White supremacy within this school system, suppressing Black education through a dual school system. Political, economic, and judicial decisions supported the system’s resistance to desegregation and perpetuated education inequity. The rate of unemployment for people with disabilities continues to rise greatly above that of people without disabilities. The issue seems to be exacerbated by employer biases and concerns which are not supported in the face of evidence. A lack of employer education on disability related subjects causes this misconception among both employers and the public as a whole. To resolve the underlying problem of miseducation, an increase in the self-identification of people with disabilities is necessary to provide researchers with data to assist in the formation of a revised curriculum.
