The 13MSP was a formal meeting of the 161 States which have accepted the 1997 Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction. It was held in accordance with Article 11 of the Convention and pursuant to the decisions of the 2009 Second Review Conference and the 2012 Twelfth Meeting of the States Parties (12MSP).

The 13MSP was important because it was the last annual assessment of the application of the Cartagena Action Plan 2010-2014 prior to Convention’s Third Review Conference in 2014. This assessment of challenges encountered and work …

The four Explosive Ordnance Disposal Marines were clearing the range of unexploded ordnance and consolidating it as part of an annual training exercise, according to a Marine report about the results of the investigation. The Marines moved 40-millimeter rounds into one area surrounding an M60 105-millimeter white phosphorous round that could not be safely moved, the investigation found. They were moving rounds from the consolidation point to the demolition pit when one of the rounds exploded in the demolition pit, causing the other 40- millimeter rounds at the consolidation point and the demolition pit to explode, the investigation found.

In 1971, the New York Times released the first installment in a series later referred to as the Pentagon Papers that would eventually have significant political, social, and historical impacts that are felt even in the 21st Century. Following the first release, President Nixon’s administration sought an injunction against the publication of the remaining contents of the classified study, ultimately becoming an extensive legal process that culminated in the Supreme Court. The Fourth Meeting of States Parties (4MSP) took place in Lusaka, Zambia, from 9 to 13 September 2013 and gathered some 464 delegates from 58 States Parties, 18 signatories States, 30 observer States and 12 international organizations (see list below). The 4MSP was opened by Ambassador Steffen Kongstad, President of the 3MSP. During the opening session, H.E Wylbur Simuusa Minster of Foreign Affairs of the Republic of Zambia was elected by the Meeting as President of the 4MSP.

NASA can more effectively perform its missions by transferring its aeronautic responsibilities to the Federal Aviation Administration and be renamed the National Space Agency. The U.S. must also recognize that space is an emerging arena of international competition and conflict and militarily protect its space assets from China which seeks to use space to restrict the U.S.' ability to defend its strategic interests in regions such as the Western Pacific.

A False Start: The Role Of Ballistic Missile Defense In Us-Russian Relations, Matthew Elisha Dillon

In response to Iranian nuclear ambition the US and NATO have enacted a collective security initiative that will install Ballistic Missile Defense (BMD) technology throughout Europe. However, during an otherwise cooperative period in US-Russian relations (e.g., the Obama administration’s “Reset” and the New Strategic Arms Reduction Treaty or START), NATO’s posture in Eastern Europe has compelled Russia to likewise reinforce its defenses and develop measures to incapacitate opposing BMD systems. This research analyzes the political impacts of BMD on US-Russian relations, focusing particularly on NATO’s European Phased Adaptive Approach (EPAA) program--described above.

Making War And Securing Peace: The Viability Of Peace Enforcement As A Mechanism For Promoting And Securing Civil War Termination, Shawn H. Greene

Peace enforcement—the threat or use of military force to compel belligerent adherence to a civil war settlement—has become increasingly salient in the past decade. Using a hazards analysis of all civil wars and associated third party interventions between 1945 and 2013 in addition to three structured, focused case studies, I argue that peace enforcement operations that 1) utilize the appropriate typological spoiler management strategy and 2) maintain legitimacy and impartiality through close cooperation with UN peacekeepers, are the most successful at catalyzing civil war termination and securing durable peace. Shared Leadership In Dangerous Environments: Testing A Model For Military Teams Using Mixed Methods Research, Alex J. Ramthun

In a field study, the dissertation examined the influence of shared leadership on team performance for 51 military combat teams in a simulated dangerous environment. To simulate the dangerous context, the study employed amilitary tactical urban fighting complex, paintball weapons, role players, and a dynamic combat scenario. Using social network analysis techniques and after controlling for team diversity and combat experience, the study found the density measure of shared leadership to be positively and significantly related to team performance, accounting for 40% of the variance in team performance. This guide focuses on transitioning mine action programmes1 to national ownership. The GICHD and United Nations Mine Action Service (UNMAS) commissioned case studies of transition in nine mine/ERW-affected countries to provide the evidence base for this guide. The case studies document programme implementation in very different environments – from least developed to developing countries and from low to very high levels of landmine/ERW contamination. The crisis in Syria has caused a massive influx of refugees into Jordan to the detriment of the Jordanian host communities. This research paper seeks to examine the direct impact of the Syrian Refugees on Jordanians’ food security. The researcher hypothesized that the large influx of refugees reduced the overall food security of Jordanian families in terms of food accessibility and availability. The methodology consisted of two major parts. First, field interviews were conducted with Jordanians in the Northern Badia and representatives from non-governmental organizations (NGO) in Amman. Since the end of the Cold War, Japan’s defense policy and politics has gone through significant changes. Throughout the post cold war period, US-Japan alliance managers, politicians with differing visions and preferences, scholars, think tanks, and the actions of foreign governments have all played significant roles in influencing these changes.
