Research supports risky sexual behaviors are especially pervasive traits in high risk groups such as gay and bisexual men; and despite representing a mere 12% of the total LGBTQ population, Black men who have sex with men (BMSM) are at highest risk for transmitting and contracting HIV and other non-HIV sexually transmitted diseases. Even knowing this, the disparity of research coverage of BMSM compared to White MSM is staggering. Four years after the passage of the Civil Rights Act of 1964, a group of Public Administration scholars met in New York's Adirondack Mountains to discuss the future of the field. At this gathering, the Minnowbrook I Conference, scholars acknowledged the need for social equity. Today, more than fifty years later, there is still a need for social equity. There is still a need to understand the history and role of oppression within Public Administration. Great powers have often sought to achieve their strategic goals through the allocation of military aid. The United States is no exception, as it has frequently used military aid to influence the policies and military capacity of its allies and partners. However, our understanding of the effects of US military aid on the conflict behavior of recipient states - and especially the mechanisms underlying these effects - remains poorly understood. The results of previous studies of U.S. military aid are often contradictory, and are mostly based on over-aggregated, country-level data. Synergies And Competition: Export Survival In Africa And Latin America, Luisa Blanco, Jesse Mora, Michael Olabisi, James E. Prieger

Using firm-level export data from six African (Burkina Faso and Senegal) and Latin American (Guatemala, Mexico, Peru, and Uruguay) countries, we examine factors that determine the survival of export flows. We explore the effects on export survival of changes in the number of home-country exporters serving the same destination, firm-level export diversification, and country-level factors. Unlike previous studies, we find that export survival rates decrease with the number of co-exporters selling the same product to the same country. We also find that the relationship between firm-level product diversification and export flow survival is hump-shaped: firms that do not diversify or …

การศึกษาการขับเคลื่อนภารกิจเพื่อตอบสนองทิศทางการพัฒนาประเทศตามแผนแม่บทภายใต้ยุทธศาสตร์ชาติ กรณีศึกษา กรมอุตสาหกรรมพื้นฐานและการเหมืองแร่ มีวัตถุประสงค์ คือ 1) เพื่อศึกษาระดับประสิทธิภาพในการขับเคลื่อนภารกิจของกรมในการตอบสนองทิศทางการพัฒนาประเทศตามแผนแม่บทภายใต้ยุทธศาสตร์ชาติ และ 2) เพื่อศึกษาและจัดลำดับปัจจัยทางการบริหารที่สำคัญ (Key Success Factors) ของกรมในการขับเคลื่อนภารกิจเพื่อตอบสนองทิศทางการพัฒนาประเทศตามแผนแม่บทภายใต้ยุทธศาสตร์ชาติ โดยใช้การวิจัยแบบผสมผสานทั้งการวิจัยเชิงปริมาณด้วยแบบสอบจากกลุ่มตัวอย่าง จำนวน 188 คน วิเคราะห์ข้อมูลทางสถิติเชิงพรรณนาด้วยค่าร้อยละ ค่าเฉลี่ย และค่าส่วนเบี่ยงเบนมาตรฐาน และการวิจัยเชิงคุณภาพด้วยแบบสัมภาษณ์แบบกึ่งโครงสร้างโดยวิธีการสัมภาษณ์เชิงลึกจากกลุ่มตัวอย่างที่มีบทบาทในการจัดทำแผนงานโครงการของกรม จำนวน 9 คน ซึ่งประกอบด้วยประเด็นคำถามเกี่ยวกับประสิทธิภาพของการจัดทำข้อเสนอโครงการและปัจจัยทางการบริหารที่สำคัญในการขับเคลื่อนภารกิจกรมเพื่อตอบสนองต่อแผนแม่บทภายใต้ยุทธศาสตร์ชาติ รวมทั้งการจัดลำดับความสำคัญของปัจจัยทางการบริหารที่สำคัญเพื่อนำไปสู่ข้อเสนอแนะในการปรับปรุงหรือพัฒนาระบบการบริหารงานภายในของกรมให้มีประสิทธิภาพ สามารถตอบสนองต่อทิศทางการพัฒนาประเทศได้ ผลการวิจัยพบว่า จากข้อมูลเชิงปริมาณ กรมมีประสิทธิภาพในการขับเคลื่อนภารกิจผ่านการจัดทำข้อเสนอโครงการเพื่อตอบสนองต่อแผนแม่บทภายใต้ยุทธศาสตร์ชาติในระดับสูงทั้ง 5 ประเด็นของแผนแม่บทฯ ที่กรมมีภารกิจเกี่ยวข้อง ในขณะที่ประสิทธิภาพของปัจจัยทางการบริหารที่สำคัญในปัจจุบันของของกรม พบว่า ทุกปัจจัยมีประสิทธิภาพอยู่ในระดับสูงเช่นกัน ซึ่งไม่เป็นไปตามสมมติฐานที่กำหนดไว้ว่ามีประสิทธิภาพในระดับปานกลาง อย่างไรก็ตาม จากข้อมูลเชิงคุณภาพด้วยการวิจัยเอกสาร พบว่า ในการจัดทำข้อเสนอโครงการ ไม่มีใครงการใดที่สามารถอธิบายได้ถึงสัดส่วนในการสนับสนุนการบรรลุเป้าหมายตามตัวชี้วัดของแผนแม่บทฯ (Contribution) ซึ่งไม่เป็นไปตามแนวคิดในการขับเคลื่อนยุทธศาสตร์ชาติผ่านแผนระดับที่ 3 รวมทั้งข้อมูลเชิงคุณภาพที่ได้จากการสัมภาษณ์เกี่ยวกับปัจจัยทางการบริหารที่สำคัญ พบว่า ทุกปัจจัยยังมีปัญหาอุปสรรคในหลายส่วนที่ยังต้องปรับปรุงแก้ไข ไม่สอดคล้องกับข้อมูลเชิงปริมาณจากแบบสอบถามข้างต้น จึงอาจไม่สามารถสรุปได้อย่างชัดเจนว่า ประสิทธิภาพที่แท้จริงของกรมอยู่ในระดับใด ทั้งนี้ พบว่า ผลการจัดลำดับปัจจัยทางการบริหารที่สำคัญ 3 ลำดับแรก คือ ปัจจัยความรู้ความสามารถ (Skill) มีความสำคัญเป็นลำดับแรกเท่ากับปัจจัยบุคลากร (Staff) รองลงมาเป็นปัจจัยค่านิยมร่วม (Shared Values) และปัจจัยกลยุทธ์ (Strategy) ตามลำดับ

การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาสภาพการเมือง เศรษฐกิจและสังคมของสหรัฐอเมริกาในช่วง ค.ศ.1945-1955 ในภาพยนตร์เรื่องเดอะ ก็อตฟาเธอร์และ 2) เพื่อวิเคราะห์ความเป็นผู้นำของดอน วิโต้ คอร์ลีโอเนในบริบทขององค์การอาชญากรรมในประเทศสหรัฐอเมริกาในช่วง ค.ศ.1945-1955 จากภาพยนตร์เรื่องเดอะ ก็อตฟาเธอร์ การศึกษาเป็นการวิจัยเชิงคุณภาพโดยการวิจัยผ่านสื่อร่วมสมัยโดยการวิเคราะห์ภาพยนตร์ การศึกษาเอกสารและการสัมภาษณ์เจาะลึกจากผู้ให้ข้อมูลสำคัญ ผลการวิจัยพบว่า สภาพการเมือง เศรษฐกิจและสังคมของสหรัฐอเมริกาในช่วง ค.ศ.1945-1955 โดย“สภาพทางการเมือง” สมัยนั้นเน้นการให้ความเสมอภาคและเสรีภาพตามหลักสิทธิมนุษยชนแก่ทั้งคนผิวขาวและผิวดำ การสืบทอดอุดมการณ์ การตรากฎหมายว่าด้วยสิทธิของพลมือง (สิทธิมนุษยชน) การยกเลิกรัฐบัญญัติแรงงานทั้งนี้สภาพการเมืองขึ้นอยู่กับนโยบายทางการเมืองของผู้หาเสียงเลือกตั้งประธานาธิบดีของสหรัฐอเมริกาซึ่งมีอิทธิพลเป็นอย่างมาต่อระบบการเมืองของสหรัฐอเมริกาโดยมีพรรคที่สำคัญ 2 พรรคคือ พรรคริพับลิกันและพรรคเดโมแครต ส่วน “สภาพทางเศรษฐกิจ” คือ การเร่งจัดงบประมาณการเงินให้สมดุล การยกเลิกกฎหมายการควบคุมค่าเช่า ค่าจ้างและราคาสินค้า ปรับปรุงแบบแผนการทำงานของรัฐบาลกลางให้ประหยัด ยกเลิกธุรกิจของรัฐที่ต้องแข่งขันกับเอกชน การลดงบประมาณด้านการป้องกันประเทศและที่สำคัญคือ การลดภาษีรายได้ให้ประชาชนและ “สภาพสังคมและวัฒนธรรม” สืบเนื่องจากมาจากระบบเศรษฐกิจที่ดีทำให้สหรัฐอเมริกาในในสมัยนั้นได้สมยานามที่ว่า “สังคมที่มั่งคั่งจนเหลือกินเหลือใช้ (The Affluent Society)” และความเป็นผู้นำของดอนวิโต้ คอร์ลีโอเน ในบริบทขององค์การอาชญากรรมในภาพยนตร์เรื่องเดอะ ก็อตฟาเธอร์ พบว่า ความเป็นผู้นำของ ดอน วิโต้ คอร์ลีโอเน มีภาวะความเป็นผู้นำหลากหลายด้านประกอบด้วย ความกล้าหาญ ความเด็ดขาดและความรอบคอบในการตัดสินใจ วิสัยทัศน์ในเชิงธุรกิจ วิธีการเจรจาอย่างมีประสิทธิภาพ การรักษาคำพูดและการบริหารคน

การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับคุณภาพชีวิตการในทำงานของบุคลากรองค์การบริหารส่วนจังหวัดระนอง 2) ศึกษาความสัมพันธ์ระหว่างปัจจัยส่วนบุคคลกับคุณภาพชีวิตการทำงานของบุคลากรองค์การบริหารส่วนจังหวัดระนอง 3) ศึกษาความสัมพันธ์ระหว่างปัจจัยลักษณะงานกับคุณภาพชีวิตการทำงานของบุคลากรองค์การบริหารส่วนจังหวัดระนอง กลุ่มตัวอย่าง ได้แก่บุคลากรในสังกัดองค์การบริหารส่วนจังหวัดระนอง จำนวนทั้งสิ้น 206 คน สุ่มตัวอย่างอย่างง่าย ตามสัดส่วนของจำนวนประชากร โดย มีรายละเอียดการคำนวณขนาดตัวอย่าง โดยใช้วิธีการของ ยามาเน่ (Yamane, 1973) วิเคราะห์ข้อมูลด้วย ความถี่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน และทดสอบความสัมพันธ์ของตัวแปรด้วยสถิติ Independent Sample T-test และ One Way-ANOVA และ Pearson Correlation ผลการวิจัยพบว่า 1) ระดับคุณภาพชีวิตการทำงานของบุคลากรทั้ง 8 ด้าน มีค่าเฉลี่ยอยู่ในระดับปานกลาง เมื่อพิจารณารายด้านเรียงจากมากไปน้อยพบว่า ด้านสิทธิส่วนบุคคลและประชาธิปไตยในองค์การ มีค่าเฉลี่ยอยู่ในระดับมาก ด้านโอกาสในการพัฒนาความสามารถของบุคคล มีค่าเฉลี่ยอยู่ในระดับมาก ด้านสภาพแวดล้อมการทำงานที่ปลอดภัย มีค่าเฉลี่ยอยู่ในระดับมาก ด้านความก้าวหน้าและความมั่นคง มีค่าเฉลี่ยอยู่ในระดับปานกลาง ด้านลักษณะงานที่เป็นประโยชน์ต่อสังคม มีค่าเฉลี่ยอยู่ในระดับปานกลาง ด้านการบูรณาการทางสังคมหรือการทำงานร่วมกัน มีค่าเฉลี่ยอยู่ในระดับปานกลาง ด้านความสมดุลระหว่างงานกับชีวิตส่วนตัว มีค่าเฉลี่ยอยู่ในระดับปานกลาง และด้านค่าตอบแทนที่เพียงพอและเป็นธรรม มีค่าเฉลี่ยอยู่ในระดับปานกลาง 2) ความสัมพันธ์ระหว่างปัจจัยส่วนบุคคลกับคุณภาพชีวิตการทำงานตัวแปรทุกตัวมีผลต่อคุณภาพชีวิตแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 ความสัมพันธ์ระหว่างปัจจัยส่วนบุคคล โดยใช้ Pearson Correlation ตัวแปรทุกตัวมีค่า Sig. (2-tailed) น้อยกว่า 0.05 ทุกตัว 3) ความสัมพันธ์ระหว่างปัจจัยลักษณะงานกับคุณภาพชีวิตการทำงานตัวแปรทุกตัวมีผลต่อคุณภาพชีวิตการทำงานแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 ดังนั้นคุณภาพชีวิตของการทำงานของบุคลากรในองค์การในปัจจุบันไม่ว่าจะอยู่ในสาขาอาชีพ ใดก็ตาม ยังอยู่ในระดับต่ำถึงปานกลางเท่านั้น ซึ่งเป็นปัญหาที่แต่ละองค์การ/หน่วยงาน ควรต้องหันมาให้ความสนใจว่าจะมีแนวทางในการพัฒนาปรับปรุงคุณภาพชีวิตการทำงาน และความมั่นคงในการทำงานได้อย่างไรบ้าง ซึ่งควรจะต้องพัฒนาปรับปรุงให้สอดคล้องกับ สภาพการทำงาน ความเสี่ยง และความต้องการของบุคลากรในหน่วยงาน/องค์การนั้น

การศึกษาเรื่อง “ประสิทธิผลของงานวิจัยเพื่อท้องถิ่นเพื่อสร้างสังคมฐานความรู้ในพื้นที่จังหวัดศรีสะเกษ ช่วงปี พ.ศ. 2552-2563” ผู้วิจัยได้ตั้งคำถามการวิจัยเพื่อหาคำตอบว่า ผลลัพธ์การสนับสนุนโครงการวิจัยเพื่อท้องถิ่นของสำนักงานกองทุนสนับสนุนการวิจัยในจังหวัดศรีสะเกษ ในช่วงปี พ.ศ. 2552 – 2563 เป็นอย่างไร โดยเป็นการวิจัยเชิงคุณภาพ ใช้วิธีการวิจัยด้วยการสัมภาษณ์แบบเชิงลึก (In-depth Interview) จากผู้ให้สัมภาษณ์ทั้งหมด จำนวน 10 ท่าน ประกอบด้วย ผู้บริหารสำนักงานกองทุนสนับสนุนการวิจัย (สกว.) พี่เลี้ยงงานวิจัย ภาคีที่เกี่ยวข้องในการขับเคลื่อนงานวิจัยเพื่อท้องถิ่นในพื้นที่และนักชาวบ้าน ผลการศึกษาพบว่า การสนับสนุนโครงการวิจัยเพื่อท้องถิ่นที่ดำเนินการในพื้นที่จังหวัดศรีสะเกษ ตั้งแต่ปี พ.ศ. 2552 – 2563 เกิดผลลัพธ์ที่ประสบผลสำเร็จ โดยพบว่าประการแรก กลไกการขับเคลื่อนงานวิจัยเพื่อท้องถิ่นเป็นไปอย่างมีประสิทธิภาพ ใช้งบประมาณที่ต่ำ ค่าตอบแทนที่น้อยมาก ด้วยการอาศัยพี่เลี้ยงนักวิจัยเป็นผู้ที่ทำงาน “ด้วยใจ” เข้าใจคนและบริบทของพื้นที่ ไม่ได้หวังผลตอบแทน พี่เลี้ยงเป็นผู้ดึงตัวแสดง (Actors) ที่สำคัญในพื้นที่เพื่อทำงานร่วมกันแบบเครือข่าย (Networks) ส่งผลให้ชุมชนท้องถิ่นมีการเปลี่ยนแปลงที่ดีขึ้นเป็นผลกระทบที่สูง เกิดความคุ้มค่ากับต้นทุนทางการเงินที่สำนักงานกองทุนสนับสนุนการวิจัย (สกว.) ได้สนับสนุนลงไปในพื้นที่ ประการที่สอง ผลจากการวิจัยสามารถแก้ปัญหาชุมชนท้องถิ่นได้จริง และมีการต่อยอดงานโดยหน่วยงานภาครัฐ เป็นต้น ทำให้เกิดการพัฒนาพื้นที่อย่างต่อเนื่อง ประการที่สาม เกิดการเสริมพลัง (empowerment) ให้แก่ชาวบ้าน และชาวบ้านที่ได้รับการหนุนเสริมให้เป็น “นักวิจัยไทบ้าน” (นักวิจัยชาวบ้าน) สามารถต่อยอดทักษะและองค์ความรู้จากการทำงานวิจัยได้ ทั้งนี้พบปัจจัยความสำเร็จที่สำคัญได้แก่ กระบวนการหนุนเสริมนักวิจัยชาวบ้านของพี่เลี้ยง และการดึงหน่วยงานภาครัฐเข้ามาเกี่ยวข้องกับการแก้ไขปัญหาและขับเคลื่อนงานวิจัยตั้งแต่ต้นทำให้โครงการวิจัยเพื่อท้องถิ่นมีโอกาสแก้ไขปัญหาและพัฒนาชุมชนท้องถิ่นได้ในระยะยาวและยั่งยืน รวมทั้งเกิดการสร้างและใช้ฐานข้อมูลชุมชนท้องถิ่นได้จริง โดยข้อเสนอแนะในเชิงนโยบายต่อหน่วยงานในระบบวิจัย ควรให้ความสำคัญกับงานวิจัยเพื่อท้องถิ่นตามหลักการบริหารงานวิจัยของสำนักงานกองทุนสนับสนุนการวิจัย (สกว.) ในอดีต สร้างจุดยืนด้วยการจัดตั้งหน่วยจัดบริหารจัดการทุนวิจัยเพื่อท้องถิ่นหรือสนับสนุนงบประมาณการวิจัยเพื่อท้องถิ่นเพิ่มขึ้น เพื่อเปิดพื้นที่ให้กับงานวิจัยเพื่อท้องถิ่นโดยชาวบ้านเป็นนักวิจัยเอง ประเภทการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม ทำให้ชาวบ้านได้ประโยชน์จากงานวิจัยจริงไม่เป็นงานวิจัยขึ้นหิ้ง

สารนิพนธ์เรื่อง “ประสิทธิภาพการปฏิบัติงานและความพึงพอใจในการปฏิบัติงานจากที่พักอาศัย ในสภาวะวิกฤติโรคระบาดไวรัสโควิด-19 กรณีศึกษา: บริษัท ยูนิลีเวอร์ ไทย เทรดดิ้ง จำกัด (สำนักงานใหญ่)” มีวัตถุประสงค์สี่ประการ ได้แก่ ประการแรก เพื่อศึกษาระดับประสิทธิภาพการปฏิบัติงานจากที่พักอาศัยของพนักงาน บริษัท ยูนิลีเวอร์ ไทย เทรดดิ้ง จำกัด ในสภาวะวิกฤติการเกิดโรคระบาด ไวรัสโควิด-19 ประการที่สอง เพื่อศึกษาระดับความพึงพอใจในการปฏิบัติงานจากที่พักอาศัยของพนักงาน บริษัท ยูนิลีเวอร์ ไทย เทรดดิ้ง จำกัด ในสภาวะวิกฤติการเกิดโรคระบาด ไวรัสโควิด-19 ประการที่สาม เพื่อศึกษาถึงปัจจัยที่มีผลต่อประสิทธิภาพในการปฏิบัติงานจากที่พักอาศัยของพนักงาน บริษัท ยูนิลีเวอร์ ไทย เทรดดิ้ง จำกัด ในสภาวะวิกฤติการเกิดโรคระบาด ไวรัสโควิด-19 และประการที่สี่ เพื่อศึกษาถึงปัจจัยที่มีผลต่อความพึงพอใจในการปฏิบัติงานจากพักอาศัยของพนักงาน บริษัท ยูนิลีเวอร์ ไทย เทรดดิ้ง จำกัด ในสภาวะวิกฤติการเกิดโรคระบาด ไวรัสโควิด-19 โดยการศึกษาครั้งนี้ใช้ระเบียบวิธีวิจัยเขิงปริมาณ โดยใช้แบบสอบถามทั้งปลายปิดและปลายเปิด โดยมีตัวแปรที่เกี่ยวข้องในการศึกษา ได้แก่ เพศ อายุ สถานภาพ ภูมิลำเนา ระดับการศึกษา และแผนกที่ปฏิบัติงาน โดยผลการศึกษาพบว่า เพศ อายุ สถานภาพ ระดับการศึกษา และแผนกที่ปฏิบัติงานที่แตกต่างกัน ส่งผลให้ระดับความพึงพอใจและประสิทธิภาพในการปฏิบัติงานจากที่บ้านแตกต่างกัน ส่วนภูมิลำเนาที่แตกต่างกันไม่ส่งผลต่อระดับความพึงพอใจและประสิทธิภาพการปฏิบัติงานจากที่บ้าน สำหรับคำถามปลายเปิดบุคลากรส่วนใหญ่ต้องการให้องค์กรสนับสนุนในด้านอุปกรณ์อำนวยความสะดวกต่างๆโดยเปิดโอกาสให้บุคลากรขอยืมจากองค์กร ไม่ว่าจะเป็น โต๊ะทำงาน เก้าอี้ทำงาน จอคอมพิวเตอร์ อินเตอร์เนตความเร็วสูง เพื่อช่วยให้การปฏิบัติงานคล่องตัวขึ้น

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ มุ่งศึกษาปัจจัยที่ส่งผลต่อการมีส่วนร่วมตามประเภทกิจกรรมนิสิตระดับปริญญาตรีคณะรัฐศาสตร์ จุฬาลงกรณ์มหาวิทยาลัย เพื่อเป็นข้อมูลพื้นฐานที่สามารถนำไปเป็นแนวทางในการพัฒนา ส่งเสริม ปรับปรุงการจัดกิจกรรมนิสิตให้เกิดประโยชน์สูงสุดแก่มวลนิสิตคณะรัฐศาสตร์ จุฬาลงกรณ์มหาวิทยาลัยอย่างแท้จริง จากการวิจัยพบว่า กลุ่มตัวอย่างที่ศึกษาส่วนใหญ่เป็นเพศหญิง ศึกษาอยู่ชั้นปี 3 ภาควิชาความสัมพันธ์ระหว่างประเทศ มีการเข้าร่วมกิจกรรมระหว่าง 1-3 ครั้งต่อภาคการศึกษา มีเกรดเฉลี่ยระหว่าง 3.01-3.50 และเป็นผู้มีรายได้เพียงพอต่อสิ่งที่มีราคาแพงบางครั้ง ปัจจัยด้านแรงจูงใจที่ส่งผลต่อการมีส่วนร่วมกิจกรรมนิสิต ด้านการมีส่วนร่วมในสังคม ด้านการยอมรับจากสังคม ด้านความรับผิดชอบ และด้านมิตรภาพจากเพื่อนนิสิต พบว่า อยู่ในระดับปานกลาง ส่วนปัจจัยด้านสื่อประชาสัมพันธ์ที่ส่งผลต่อการมีส่วนร่วมกิจกรรมนิสิต พบว่า สื่อประเภทสื่อบุคคลอยู่ในระดับปานกลาง และสื่อที่ไม่ใช่บุคคล อยู่ในระดับปานกลางเช่นกัน

การศึกษาเรื่อง แนวทางการพัฒนาสมรรถนะหลักเพื่อการเป็นบุคลากรภาครัฐที่มีสมรรถนะสูง : กรณีศึกษาข้าราชการสำนักงานปลัดกระทรวงแรงงาน มีวัตถุประสงค์ในการศึกษา คือ 1. เพื่อให้ทราบถึงความรู้ ความเข้าใจเกี่ยวกับสมรรถนะหลักของข้าราชการแต่ละระดับของสำนักงานปลัดกระทรวงแรงงาน 2. เพื่อเป็นแนวทางในการจัดทำแผนพัฒนาบุคลากรโดยใช้สมรรถนะหลักของสำนักงานปลัดกระทรวงแรงงานเป็นเกณฑ์การกำหนดการพัฒนา 3. เพื่อเป็นแนวทางในการนำสมรรถนะหลักของข้าราชการมาใช้ในการงานด้านอื่นๆ และ 4. เพื่อให้ทราบแนวทางการทำงานของข้าราชการที่มีสมรรถนะหลักสูงกว่าเกณฑ์มาตรฐานมาเป็นแนวทางในการส่งเสริมและเผยแพร่เป็นองค์ความรู้ กลุ่มตัวอย่างคือข้าราชการสำนักงานปลัดกระทรวงแรงงาน จำนวน 19 คน เป็นข้าราชการประเภทวิชาการ ระดับปฏิบัติการ และระดับชำนาญการ ประเภททั่วไป ระดับปฏิบัติงาน และระดับชำนาญงาน จำนวน 16 คน และผู้บริหารระดับสูงที่มีประสบการณ์การทำงานหลายสายงาน จำนวน 3 คน วิธีการเก็บข้อมูลประกอบด้วยการสังเกตแบบไม่มีส่วนร่วม และสัมภาษณ์แบบกึ่งโครงสร้าง ผลการศึกษาพบว่า ข้าราชการกลุ่มตัวอย่างมีความรู้ ความเข้าใจเกี่ยวกับสมรรถนะหลักในระดับตำแหน่งของตนเอง และทราบว่าประเภทและระดับตำแหน่งของตนมีเกณฑ์มาตรฐานอยู่ในระดับใด และจากการสังเกตพบว่ากลุ่มตัวอย่างมีระดับสมรรถนะหลักสูงกว่าเกณฑ์มาตรฐานในหลายสมรรถนะ กลุ่มตัวอย่างทราบว่าสมรรถนะหลักประจำตำแหน่งของตนว่ามี 5 ด้าน และนำมาใช้ในการประเมินผลการปฏิบัติราชการ นอกจากนี้ยังพบว่าแนวทางการพัฒนาสมรรถนะหลักเพื่อการเป็นบุคลากรภาครัฐที่มีสมรรถนะสูง สามารถนำสมรรถนะหลักมาใช้เป็นแนวทางได้ โดยควรมีการประเมินสมรรถนะหลักของแต่ละตำแหน่งแต่ละระดับก่อนการนำสมรรถนะหลักมาใช้เป็นเกณฑ์ในการพัฒนา

Delays in the release of police body-worn camera (BWC) video footage have amplified public concerns about police misconduct. Law enforcement transparency is questioned when video from BWCs is not shared in a timely manner with the community. The purpose of this qualitative case study was to explore community and victims’ family’s beliefs related to delays in the release of police BWC footage. Rogers’s diffusion innovation theory and Mettler and Sorelle’s policy feedback theory were used for the study’s conceptual framework. Public-private partnership (PPP) water projects may have competing external stakeholders, resulting in a disproportionately high project failure rate when compared to other types of infrastructure projects. Private companies and local governments use PPP projects as a means to bridge deficiencies in local government funding and knowledge to assist in bringing improved water to their communities. The objective of this study was to assess the awareness of rural women on breast cancer and its screening methods in Southwest Nigeria. Descriptive cross-sectional survey design with the aid of a semi-structured questionnaire was used to generate data among 422 rural women in selected communities in Egbeda local government area of Ibadan. The qualitative data was generated through in-depth interviews among rural women and key informant interviews among health workers in the communities. The study revealed that only 63.7% were aware of breast cancer screening methods compared to 31.6% who were not aware of it. The commonly known screening …

Retention rates for minority students lag behind their peers, especially African American male students. This qualitative research study explored the influence of life experiences and personal ethics of George Ciampa, a United States military veteran; his work in establishing American military cemeteries in Europe; and later work as a community leader committed to teaching American youth about the cost of freedom. Dimensions of ethical leadership and public service motivation served as the theoretical framework for the study.
