Coordinated care network is an approach to human service delivery that is recognized to improve client outcomes at a reduced cost. However, general mixed findings on the effectiveness of coordinated care networks warrant research contextualization. This article seeks to discover factors influencing the performance of a coordinated care network delivering social services to veterans and their families. The study provides a contextual analysis of a coordinated care network launched in 2016 in southeastern Virginia for two samples of 1,512 and 375 veterans and their families. In 1994, she authored Love Your Enemies: Discipleship, Pacifism, and Just War Theory (Fortress Press). That book served an influential role for a generation of students and scholars. It provided a substantive survey of the history of Christian thought on justifying war and promoting peace. This dissertation focuses on relationships between state and local governments. Of particular interest in this project is how the shift of power from the state to local governments changes local governments’ performance. This dissertation is comprised of four chapters. The first chapter briefly introduces the motivation and organization of the dissertation. The second chapter reviews the three state-imposed fiscal institutions—home rule, debt limitations, and tax and expenditure limitations, across states. Elected officials come to office from a variety of backgrounds and experiences, and researchers have sought to discover how these characteristics affect the policy making process. There is a gap in the literature pertaining to whether educational attainment of policymakers influences education policy. This research analyzes the educational attainment of state lawmakers and whether higher levels of educational achievement influence the legislative support of public universities as measured by budget appropriations to those schools. Results show there is a statistically significant positive relationship between educational attainment of lawmakers and support of post-secondary education. Research shows race concordance between patient and health professional positively influences health outcomes and community health. For African American (AA) communities, increases in minority health professional training produce these positive outcomes. However, Southern states have historically faced challenges in providing equal access to higher education for AA students, creating a barrier to patient-to-health professional race concordance. From 2001-2006, the Geier Consent Decree was instituted by a Southern state in Tennessee to increase AA enrollment at the state’s largest public medical school. This paper derives the best linear unbiased prediction (BLUP) for an unbalanced panel data model. Starting with a simple error component regression model with unbalanced panel data and random effects, it generalizes the BLUP derived by Taub (1979) to unbalanced panels. Next it derives the BLUP for an unequally spaced panel data model with serial correlation of the AR(1) type in the remainder disturbances considered by Baltagi and Wu (1999). This paper develops a threshold regression model where an unknown relationship between two variables nonparametrically determines the threshold. We allow the observations to be crosssectionally dependent so that the model can be applied to determine an unknown spatial border for sample splitting over a random field. We derive the uniform rate of convergence and the nonstandard limiting distribution of the nonparametric threshold estimator. We also obtain the root-n consistency and the asymptotic normality of the regression coefficient estimator. There has been considerable recent debate regarding proposed policies that would allow foster care administrators to discriminate on the basis of the sexual orientation of the foster parent. To date, however, we know very little about the level of discrimination on the basis of sexual orientation in the foster care system.
