This dissertation illuminates how the experience of growing up during the Chilean dictatorship (1973–1990) affected the individual's sense of self as citizen and the impact on their sense of democratic agency, civic-mindedness, and political engagement in their country's current democracy. To understand that impact, the researcher chose to study her own generation, the “Pinochet-era” generation (Cummings, 2015) and interviewed those who were part of the Chilean middle class, who despite not being explicit victims of perpetrators, were raised in dictatorship and surrounded by abuse of state power including repression, disappearance, and imprisonment. While the country comes to terms with the inevitable impact that SARS-CoV-2, the virus that causes COVID-19, will have on our lives and communities, public health authorities remain focused on breaking the chain of transmission. Managing the risk has resulted in widespread closures of businesses, schools, universities, resorts, and other facilities deemed “non-essential.” Practically speaking, this means closing buildings and ceasing operations. For building owners and operators, this poses a significant challenge to protect their assets and to ensure they are ready to reoccupy once the pandemic subsides.

Critical and essential workplaces operating during this pandemic need to implement procedures to reduce the risk of workers, contractors, vendors, customers, and members of the community becoming infected on their premises. Outside of healthcare and paramedical facilities, the infrastructure and standard practices of infection prevention and control have not been commonplace. Establishing enhanced routine cleaning and disinfection procedures in offices, factories, warehouses, call centers, grocery stores, and other non-healthcare workplaces is a critical step in reducing exposures and infections.

การวิจัยชิ้นนี้ต้องการตอบคำถามที่ว่ากลไกการประเมินการเป็นองค์กรคุณธรรมมีประสิทธิผลในการสร้างธรรมาภิบาลให้แก่สำนักงบประมาณมากน้อยเพียงใด และรูปแบบการสร้างธรรมาภิบาลให้แก่หน่วยงานราชการไทยควรมีลักษณะอย่างไร โดยใช้ระเบียบวิธีวิจัยเชิงคุณภาพ ได้แก่ การเก็บข้อมูลจากเอกสารของหน่วยงานและการสัมภาษณ์ผู้ปฏิบัติงานและผู้เชี่ยวชาญที่มีความรู้เกี่ยวกับกลไกการประเมินองค์กรคุณธรรมภาครัฐ และมีประสบการณ์ในการส่งเสริมคุณธรรม จริยธรรม และธรรมาภิบาลของสำนักงบประมาณ จำนวนรวม 9 คน โดยมีข้อค้นพบจากงานวิจัยฉบับนี้ คือ กลไกการประเมินการเป็นองค์กรคุณธรรมมีทั้งส่วนที่ได้รับการการวิพากษ์วิจารณ์เกี่ยวกับการส่งผลต่อการมีประสิทธิผลในการสร้างธรรมาภิบาล อาทิ การประเมินเป็นการเพิ่มภาระงานโดยมิจำเป็น และผู้มีส่วนเกี่ยวข้องไม่ได้ให้ความสำคัญกับการขับเคลื่อนการประเมินองค์การคุณธรรมเท่าที่ควร ในขณะที่บางส่วนสนับสนุนว่ากลไกการประเมินการเป็นองค์กรคุณธรรมมีส่วนในการเพิ่มประสิทธิผลในการสร้างธรรมาภิบาลให้แก่หน่วยงาน เนื่องจากการประเมินคุณธรรมก่อให้เกิดการขับเคลื่อนกิจกรรมใหม่ๆ นอกเหนือจากงานที่รับผิดชอบอยู่เดิม โดยที่เป็นกิจกรรมที่เป็นการสร้างคุณธรรม จริยธรรม และธรรมาภิบาลในหมู่ข้าราชการ และการมีส่วนช่วยให้การจัดสรรงบประมาณของสำนักงบประมาณจำกัดการใช้ดุลพินิจลง นอกจากนี้ ยังค้นพบรูปแบบการสร้างธรรมาภิบาลที่เหมาะสมแก่หน่วยงานราชการไทย โดยมีข้อเสนอแนะ ได้แก่ 1) ควรมีการบูรณาการระหว่างหน่วยงานกลางที่เป็นผู้รับผิดชอบในแต่ละการประเมินโดยเฉพาะสำนักงาน ก.พ. ควรเป็นศูนย์กลาง (centre) ในการดำเนินการเรื่องดังกล่าวเนื่องจากเป็นผู้รับผิดชอบหลัก ในการบังคับใช้ พ.ร.บ.ระเบียบข้าราชการพลเรือน พ.ศ. 2535 โดยที่กฎหมายดังกล่าวกำหนดให้ส่วนราชการจะต้องไปกำหนดจรรยาบรรณของข้าราชการเพื่อเป็นประมวลความประพฤติในการสร้างคุณธรรม จริยธรรม และธรรมาภิบาลภายในหน่วยงาน รวมทั้ง มีบทกำหนดโทษทางวินัยและอาญาที่ชัดเจนกรณีพบการฝ่าฝืนจรรยาบรรณดังกล่าวและ 2) ควรมีการเปิดโอกาสให้บุคลากรภายในหน่วยงานมีส่วนร่วมในการดำเนินการประเมินองค์กรคุณธรรมของหน่วยงานของตนเองให้มากที่สุด

การวิจัยเรื่อง “บทบาทภาครัฐในการส่งเสริมอุตสาหกรรม : กรณีศึกษาการส่งเสริมอุตสาหกรรมภาพยนตร์ของรัฐบาลสาธารณรัฐเกาหลี” มีวัตถุประสงค์ในการศึกษาเพื่ออธิบายแนวนโยบายและกลยุทธ์ของรัฐบาลสาธารณรัฐเกาหลีในการดำเนินนโยบายเพื่อส่งเสริมอุตสาหกรรมภาพยนตร์ และวิเคราะห์ผลกระทบจากการดำเนินนโยบายส่งเสริมอุตสาหกรรมภาพยนตร์ของรัฐบาลสาธารณรัฐเกาหลีในอุตสาหกรรมภาพยนตร์เกาหลี เพื่อเป็นข้อเสนอแนะเชิงนโยบายให้กับการส่งเสริมอุตสาหกรรมภาพยนตร์ของรัฐบาลไทย ซึ่งใช้วิธีการวิจัยเชิงคุณภาพ ด้วยการสัมภาษณ์เชิงลึก และการเก็บรวบรวมข้อมูลจากเอกสารที่เกี่ยวข้อง ผลการศึกษาพบว่า รัฐบาลสาธารณรัฐเกาหลีมีแนวนโยบายในการส่งเสริมอุตสาหกรรมภาพยนตร์เกาหลีคือ “จัดหา ส่งเสริม แต่ไม่ก้าวก่าย” โดยเห็นได้ชัดจากการยกเลิกระบบควบคุมเนื้อหาภาพยนตร์ การอุดหนุนงบประมาณในกระบวนการผลิต และการสนับสนุนในเรื่องการจัดจำหน่าย โดยกลไกสำคัญในการส่งเสริมอุตสาหกรรมภาพยนตร์ของรัฐบาลสาธารณรัฐเกาหลีคือ การจัดตั้งหน่วยงานที่มีหน้าที่ในการส่งเสริมอุตสาหกรรมภาพยนตร์โดยเฉพาะ นั่นคือ Korean Film Council (KOFIC ) โดย KOFIC ได้มีการส่งเสริมและสนับสนุนอุตสาหกรรมภาพยนตร์ในหลายด้าน ได้แก่ การสนับสนุนการสร้างภาพยนตร์เกาหลี การสนับสนุนธุรกิจในต่างประเทศ และการวิจัยและการสร้างโครงสร้างพื้นฐาน นอกจากบทบาทของภาครัฐที่ทำให้อุตสาหกรรมภาพยนตร์เกาหลีเติบโตแล้ว ยังมีปัจจัยบริบทแวดล้อมอื่น ๆ คือ ภาคเอกชนและลักษณะนิสัยของคนเกาหลี จากการส่งเสริมอุตสาหกรรมภาพยนตร์ของรัฐบาลเกาหลี ส่งผลให้อุตสาหกรรมภาพยนตร์เกาหลีเติบโตขึ้นอย่างมาก

สถานกักตัวคนต่างด้าวของประเทศไทยมีผู้ต้องกักที่ไม่สามารถกลับภูมิลำเนาได้ตกค้างอยู่จำนวนมาก ทำให้เกิดปัญหาเรื่องงบประมาณค่าใช้จ่าย สุขภาพของผู้ต้องกัก การควบคุมของเจ้าหน้าที่ รวมถึงภาพลักษณ์ของหน่วยงาน งานวิจัยนี้จึงมีวัตถุประสงค์เพื่อศึกษานโยบายหรือระเบียบข้อบังคับในประเทศและระหว่างประเทศเกี่ยวกับการส่งกลับ วิเคราะห์ความท้าทายในการส่งกลับ เพื่อสังเคราะห์ข้อเสนอแนะเชิงนโยบายในการบริหารจัดการการดูแลและส่งกลับผู้ต้องกัก การศึกษาในครั้งนี้เป็นงานวิจัยเชิงคุณภาพ ศึกษาจากเอกสารของภาครัฐ ใช้เทคนิควิจัยโดยการสัมภาษณ์เชิงลึก และการสังเกตการณ์ ผลการศึกษาพบว่า ระเบียบข้อบังคับของสำนักงานตรวจคนเข้าเมือง มีการส่งกลับตามกฎหมายคนเข้าเมือง มีหลักการว่าผู้ต้องกักเป็นคนสัญชาติใดให้ส่งกลับไปยังประเทศภูมิลำเนานั้นเป็นหลัก ส่วนแนวทางปฏิบัติในการส่งกลับแต่ละประเทศ พบว่าประเทศส่วนใหญ่ในทวีปเอเชียและแอฟริกามีการให้ความช่วยเหลืออย่างจำกัด แต่อย่างไรก็ดีประเทศในทวีปยุโรปและอเมริกาเหนือจะมีขั้นตอนการให้ความช่วยเหลือจนสามารถกลับภูมิลำเนาได้ จากสถานการณ์ดังกล่าวประเทศไทยได้ร่วมลงนามในสนธิสัญญาสิทธิมนุษยชนระหว่างประเทศ ซึ่งมีหลักการห้ามผลักดันกลับ ส่งผลให้ปัจจุบันมีระเบียบสำนักนายกรัฐมนตรีว่าด้วยการคัดกรองคนต่างด้าวที่ไม่สามารถหรือไม่สมัครใจกลับภูมิลำเนา พ.ศ. 2562 มาบังคับใช้ แต่ยังอยู่ในขั้นตอนการเตรียมการและใช้คัดกรองเฉพาะผู้ลี้ภัยเท่านั้น จึงยังไม่มีนโยบายหรือระเบียบอื่นใดให้ความช่วยเหลือในการส่งกลับ ในส่วนของความท้าทายนั้นพบว่า ความขัดแย้งทางการเมือง ระบอบการปกครอง และธรรมาภิบาลของประเทศภูมิลำเนา ส่งผลต่อความสำเร็จในการส่งกลับ จากข้อค้นพบดังกล่าว มีข้อเสนอแนะคือควรเร่งรัดให้มีการประชุมคณะกรรมการและมีแก้ไขเพิ่มเติมระเบียบ ควรสร้างที่พักพิงให้เหมาะสม และรัฐบาลควรมีการเจรจาทำข้อตกลงทวิภาคีกับประเทศภูมิลำเนาของผู้ต้องกักเพื่อหาทางแก้ไขปัญหาที่ยั่งยืนต่อไป

Using Gregory-Mina's conceptualization of the great man theory as the foundation, the purpose of this general qualitative study was to understand the experiences and achievements of 7 women who advanced in the federal leadership hierarchy. This study used secondary data that is part of the Public Administration Genome Project holdings and these data were analyzed using inductive coding followed by a thematic analysis procedure. Studies have found criminogenic consequences of imprisonment when testing the deterrence hypothesis, yet few studies were found that examined the magnitude of post release criminal offenses among the drug offender population. The article presents an analysis of the implementation of a selected element of the traveler safety system used in road transport. The results of metallographic tests were presented, and the state of stress introduced to the casting by means of forming the element by means of plastic forming was analyzed. An analysis of the manufacturing process was carried out indicating the risks that may lead to cracks in the material structure. The 19th century experiences of Yellow Fever epidemics in New Orleans and Norfolk present historical parallels for how those cities, and others, are experiencing existential threats from climate change and sea level rise in the 21st century. In particular, the 19th century ?Sanitary Reform? movement can be interpreted as a model for challenges facing 21st century ?Climate Resilience? initiatives, including denialism and political obfuscation of scientific debates as well as tensions between short-term profit and the cost of long-term infrastructure investments and between individualism and communitarianism. The Commission of Immigration and Housing (CCIH) was created in the summer of 1913. This essay argues that the need California’s progressive felt to protect and improve Mexican immigrants during the early twentieth century shadowed the expression of agency by Mexican immigrants alongside working-class and non-white immigrants. The commission’s engagement with Mexican immigrants in efforts to “Americanize” them furthered ideas that rejected immigrants from full political participation. Through arguments about improving ‘the standard of living’ and the conditions in labor camp throughout the state, the commission balanced serving immigrant needs while staying away from interfering with California’s agricultural wage-labor system. …

This paper provides a contextual review of research investigating associations between the health insurance reforms implemented by the Affordable Care Act and the accessibility and utilization of medication-assisted treatment for opioid use disorder. Research indicates that relative to 2008, the year of initial Medicaid expansions in 2014 is nationally associated with increased rates of insurance coverage, increased rates of treatment, and reduced rates of individuals with opioid use disorder forgoing treatment due to financial concerns (McKenna 2017).
