Mission Statement of Nebraska Planning Committee: The planning committee of the Legislature is charged with establishing and maintaining a future focus on the priorities of the state. Its responsibility is to assure continuity of policy to achieve long term goals. The committee will do so by collecting and analyzing data about Nebraska, including, but not limited to, demographics, workforce, education, wages, wealth, tax structure, revenue, natural resources, assets, challenges, trends, and growth and efficiency of government; identifying long-term issues significant to the state; setting goals and benchmarks; issuing a yearly report of the committee’s findings; and proposing legislation.

Anti-Muslim sentiment has grown in scale and visibility far beyond its association with the horrific attacks of 2001. The US government’s “War on Terror,” which began after the attacks, often pervades the domestic landscape as a war on Islamic religious “extremism.” The definitions and content of such religious extremism are so extensive that they encompass large numbers of Muslims, and they highlight Muslims as being inherently problematic. For example, the success of the 2016 presidential campaign can be said to have relied significantly on a right-wing Islamophobic fear-mongering that shariah was set to take over the US. In 2019, the State of New Jersey sought an evaluation of its Urban Enterprise Zone (UEZ) Program to determine the program’s economic impact and make recommendations for the program’s future. The John S. Watson Institute of Public Policy of Thomas Edison State University joined with PEL Analytics and Anderson Economic Group to produce the following study. The main recommendation of this analysis is to retain the UEZ Program while instituting various changes to make it stronger. Understanding the historic range and habitats of an endangered species can assist in conservation and reintroduction efforts for that species. Individuals reintroduced into a species’ historic core range have a higher survival rate compared to individuals introduced near the periphery or outside the historic range (Falk and Olwell, 1992; Griffith et al., 1989). Individuals on the periphery of a species’ range tend to occupy less favorable habitats and have lower and more variable densities than those near the core of their range (Brown, 1984; Brown et al., 1995, 1996). This report looks at the challenges linked to the use of explosive weapons in the Syrian context for the provision of adequate immediate assistance and to plan for mid- to long-term assistance to the victims of explosive violence, to ensure their full recovery and inclusion into society. It is based on data and testimonies collected from humanitarian agencies, actors and patients across all areas of control in Syria. The testimony of Farah, a Syrian girl injured during the bombing of her school, and of her mother, is shared throughout the report to illustrate the challenges faced by victims.

An initial response to the thought-provoking critique of John Burton’s conflict resolution approach by Laureen Park (2010), became a substantive re-evaluation of Burton’s Human Needs approach. Her critique is based on the idea that Burton’s basic human needs approach is ‘biological’, and overly deterministic, and therefore to be rejected out of hand. We defend Burton’s position, using the ideas of the very Critical Theory/psychoanalysis and poststructuralist perspectives that she also uses, and point out that Burton’s thinking is ultimately not entirely at odds with the central tenets of the first, second and third generation Critical Theory scholars such as Horkheimer, …

This study investigates a potential mechanism to promote coordination. With theoretical guidance using a belief-based learning model, we conduct a multi-period, binary-choice, and weakest-link laboratory coordination experiment to study the effect of gradualism – increasing the required levels (stakes) of contributions slowly over time rather than requiring a high level of contribution immediately – on group coordination performance. Motivated by the war in Syria and the ascension of ISIS, this paper models a proxy war with three sponsors and three combatants as a dynamic game. Sponsors are leaders that provide resources for combatants to fight each other. Sponsors 1 and 2 have strong aversion to sponsor 3's proxy, but not against each other. Three pure strategy equilibria exist in the game. When the ex post value of winning is small, all players fight in equilibrium. However, when the ex post value of winning is large, in equilibrium either sponsors 1 and 2 coordinate their actions, with one of …

A simple Attacker-Defender interaction is analyzed, in which a single terrorist (denoted T) will potentially attack a single target in the homeland of a government/state (denoted G). This interaction is modeled as a one-shot sequential move game in which G first chooses how heavily to defend the target, after which T chooses whether or not to stage an attack. T's benefit from a successful attack is allowed to be increasing in the amount of resources that G allocates to defense. Increasing healthcare costs and the deterioration of healthcare quality have always been major concerns to policy makers in the United States, and Certificate of Need (CON) Law has been implemented as one way to curb wasteful healthcare resource use. Theoretically, CON can lead to a reduction in the number of beds as well as in the number of inpatient days (possibly by shortening the length of patient stay). However, these two effects impact inpatient occupancy rate in opposite directions. We test empirically to find out which of these two effects dominate. When Laura Roost and Ryan Lowry returned from their respective graduate fieldwork in Rwanda and the Balkans, their excited but bewildered debriefings were met by Professors Chantal Kalisa and Patrice McMahon, smiling and shaking their heads. Combined, Kalisa and McMahon had had extensive fieldwork experience in Africa, Europe, and Asia, and they saw in this debrief that the next generation of scholars was experiencing the same bittersweet realities of fieldwork that keeps researchers returning to the field despite ambiguities and frustrations. The term "upstanding" encompasses actions and behaviors grounded in one’s defense of their own beliefs and others. While such broad application of the term has merit, from a critical education perspective it lacks direction. To efficaciously address injustice, upstanding action must go beyond one’s beliefs. A directional application of upstanding behavior, or the notion of "upstanding for justice," frames upstanding as action to address chronic social victimization via systems of oppression. The expansion of international trials over the last decades has reinvigorated the debate surrounding the efficacy of retributive justice over restorative justice in response to mass humanitarian crises. This study examines the ways different transitional justice models contribute to stable peace. It suggests that a hybrid utilization of both restorative justice mechanisms (e.g., amnesty) and retributive justice mechanisms (e.g., trials) is most effective in achieving a stable peace in a post-accord state, and that context is an important intervening factor. The objective of this study seeks to gauge the perception of the participants in regards to this asthma disparity. Child welfare supervisors have a unique vantage point, leading local service delivery efforts while representing a larger organizational bureaucracy. They also play a key role in workforce stability, as high caseworker turnover remains a real problem that affects clients, communities, and agency budgets. Using a qualitative thematic content analysis to analyze data collected from a sample of public child welfare supervisors in a southern state (n=117), findings from this study provide suggestions for systematically addressing workforce turnover through the unique perspective of the child welfare supervisor. What factors have led to successful outcomes in international peace operations conducted in Sub Saharan African countries? What factors explain mission failure? I proposed a basic theory of peace operations that linked conflict conditions to mandate design to the capability of an intervening force deployed for mission implementation developed from arguments and empirical results of previous research.

Data on 86 peace operations that occurred in 23 African states covering 33 separate conflict periods between 1990 and 2015 was analyzed. My main findings showed that mandates were derived from conflict assessments and determined the size of intervening force required. The results …
