The Nebraska Department of Health and Human Services Division of Children and Family Services (DCFS) workforce intervention will address secondary traumatic stress (STS) among frontline staff and supervisors. Nebraska is a state-run child welfare system with about 400 Child and Family Service Specialists (CFSS) organized into five service areas across the state. Currently, the annual CFSS turnover rate in Nebraska is about 30%, but DCFS is committed to retaining and supporting high quality CFSS. Violence against women is a human rights violation (UN, 2006). It affects the health of women globally (UN, 2009) and its elimination is at the heart of many international and national goals. Intimate partner violence (IPV), one of the most common forms of gender-based violence, affects one in three women worldwide (WHO, 2013). The consequences of IPV create negative health outcomes for women that diminish their quality of life and their overall well-being. This is the second of six updates presenting interim findings from the evaluation of the NYC Mayor’s Action Plan for Neighborhood Safety (MAP). As part of an evaluation of the New York City Mayor’s Action Plan for Neighborhood Safety (MAP), the John Jay College Research and Evaluation Center was asked to create the measurement framework and analytic strategies to evaluate the MAP initiative. Using multiple data sources and onsite observations and interviews, the team aims to understand the relationship between the MAP efforts and the expected outcomes of those efforts.

Background

Several studies on decentralisation have used the ‘decision space’ approach to assess the breadth of space made available to decision-makers at lower levels of the health system. However, in order to better understand how decentralisation becomes effective for the health sector, analysis should go beyond assessing decision space and include the dimensions of capacity and accountability. Building on Bossert’s earlier work on the synergy of these dimensions, we analysed decision-making in the Philippines where governmental health services have been devolved to local governments since 1992.

Migratory birds like endangered whooping cranes (Grus americana) require suitable nocturnal roost sites during twice annual migrations. Whooping cranes primarily roost in shallow surface water wetlands, ponds, and rivers. All these features have been greatly impacted by human activities, which present threats to the continued recovery of the species. A portion of one such river, the central Platte River, has been identified as critical habitat for the survival of the endangered whooping crane. However, many populations have undergone striking declines as their habitats have been lost or degraded by human activities. Terrestrial grasslands are vital habitat for birds in the North American Prairie Pothole Region (PPR), but grassland conversion and fragmentation from agriculture and energy-production activities have destroyed or degraded millions of hectares. Conservation grasslands can provide alternate habitat. As coastal cities around the world identify and implement adaptations to sea level rise, they are faced with competing interests around what should be done and how to prioritize actions. Often, environmental problems--like confronting the challenge of sea level rise--are posed as requiring expert driven, technical solutions to identify and mitigate risks across the landscape. This framing, however, ignores the way in which diverse knowledge can help inform long-term planning horizons that address complex ways that sea level rise affects communities. Which Us Municipalities Adopt Pay-As-You-Throw And Curbside Recycling?, Raymond Gradus, George C. Homsy, Lu Liao, Mildred E. Warner

Public Administration Faculty Scholarship

This study investigates the drivers of curbside recycling program adoption and Pay as You Throw (PAYT) program adoption in 1,856 US local governments using a 2015 survey. While 50% of municipalities and counties adopt curbside recycling programs, we find that the adoption curbside recycling is limited by capacity constraints; local governments with lower per capita expenditures and more poverty are less likely to implement curbside recycling. PAYT programs are less common overall (10% of municipalities) and less common in richer communities and more common in communities with higher education levels. Local official political affiliation is not significant in either model. …

By taking students out of their comfort zone, field-based courses—which are increasingly popular in secondary and postsecondary education—have the potential to be deep, transformative learning experiences. But what happens when the field in question is a site of active or recent conflict? In Conflict Zone, Comfort Zone, editors Agnieszka Paczyńska and Susan F. Hirsch highlight new approaches to field-based learning in conflict zones worldwide. As the contributors demonstrate, instructors must leave the comfort zone of traditional pedagogy to meet the challenges of field-based education.

Sustainability And Disaster Planning: What Are The Connections?, George C. Homsy, Lu Liao, Mildred E. Warner

In this paper, we examine the connections between resiliency and sustainability by asking: can disaster planning lead to more sustainability actions? In a survey we conducted of 1,899 cities, towns, and counties across the United States in 2015, we found that disaster plans are three times more common than sustainability plans. Our regression models find both types of plans lead to sustainability action as does regional collaboration across the rural-urban interface. However, we find that hazard mitigation planning may be done without including sustainability staff, citizens, and other officials. Schedule Creep: In Search Of An Uncongested Baseline Block Time By Examining Scheduled Flight Block Times Worldwide 1986–2016, Terence P. C. Fan

Based on a stratified random sampling of airlines’ schedules for 200 heavily travelled directional nonstop airport pairs, this paper examines systematically how scheduled block times in non-stop flights have changed from 1986 to 2016. Three econometric analyses, by way of a 10th percentile quantile regression, 15th percentile quantile regression and ordinary least-squares regression, show that after accounting for the effects of air traffic growth, airport-specific congestion, flight delays, number of seat per flight, aircraft type, flight heading, airport slot policy, other airport-specific anomalies, airline-specific policies and changes in crude oil price, scheduled block times have been growing at a pace …

Mike Bradley has been the mayor of the City of Sarnia since 1988 and is the second-longest serving mayor in Ontario. In 2018, he won yet another municipal election with a whopping 64.4% of the vote. Although voter turnout and high margin election wins would suggest residents are pleased with their mayor of 31 years, recent census statistics point to unaddressed problems. This case study aims to explore the effect that long-term mayoral incumbency has had on municipal public engagement in the City of Sarnia and whether the 2018 mayoral election is a true reflection of voter sentiments.

Venezuela, due to economic and political sabotage, has been experiencing a humanitarian crisis since the late part of 2018. This oil-exporting nation was faced with economic decline after 9/11, the 2008 economic recession and again in 2014; as a result of oil prices tanking. Under Cesar Chavez’s presidency the Venezuelan Bolivar faced destabilizing inflation rates surged in part by the ‘economic war’ against private enterprise and the bourgeoisie class, as well as a lack of diversification of exports and a dependency on imported goods. After Chavez's death in 2013, Nicolás Maduro took office and social unrest intensified.

The enormity of the world’s dislocated population generated by contemporary conflicts has brought significant attention to a complicated process of returning housing, land and property (HLP) to their rightful occupants once conditions permit. As the complexity of large-scale HLP restitution becomes increasingly apparent, significant obstacles emerge that require examination. This article describes how the ‘evidentiary bind’ is such an obstacle. This qualitative client applied study explained and explored a two-fold approach that could be used to implement policy changes that will aid small Ohio police departments in commissioning intellectually developed and psychologically suited individuals for employment in law enforcement. Several issues needed to be addressed in order to accomplish these policy changes. Criminological theories were correlated to deviant behaviors of criminally charged Ohio police officers.
