This paper will examine the political, policy, and regulatory barriers to the provision of STM as a global safety service. It will examine the concepts under development for airspace from 20km to 100km to accommodate new entrants in aviation and space and discuss how those concepts may provide a path forward for decentralized space traffic management.

Among policy responses to these challenges, the development of a new approach to space traffic management was recently brought to the forefront by the adoption of a policy directive in this domain by the United States.

Purpose – The purpose of this paper is to investigate the quality of a political science program in an Egyptian private university through assessing three particular dimensions: knowledge of political science core facts and theories; reading comprehension skills; and critical thinking (CT).

Design/methodology/approach – A case study research approach was used. The study relies also on a quantitative methodology. Quantitative data were collected from students in the second and fourth years of political science to assess their knowledge of core political science facts and theories, reading comprehension and CT through the online California Critical Thinking Skills Test.

In the High Plains, U.S., native prairie conversion to cropland agriculture has resulted in a loss of service delivery capabilities from most depressional wet-lands as a result of sedimentation. Restoring historic hydrological conditions to affected wetlands may rejuvenate some services, however, there may be tradeoffs due to emissions of CH4 and N2O. We evaluated the influence of two predominant conservation programs (Wetlands Reserve Program, WRP and Conservation Reserve Program, CRP) on gas emissions (CO2, CH4, N2O) from 42 playas and uplands in the High Plains of Nebraska. U.S.Environmental Protection Agency (EPA) set the nationwide emission standard policy, but each state in the U.S. has an option to follow the higher emission standard policy set by CARB (California Air Resources Board) in 2004. There are 14 “CARB states” that follow California’s more restrictive standards. The purpose of this paper is to examine the impact of CARB’s tailpipe emission standard policy. Using the panel dataset for 49 U.S. states over a 28-year study period (1987–2015), this paper found the long-term policy effect in reducing CO2 emission from CARB’s tailpipe standard, and its long-run effect is 5.4 times higher than …

Sierra Leone experienced an 11-year civil war, brutalizing its people and destroying its communities. With the cessation of violence, international organizations helped to secure peace, deliver aid and supplies, and, after, assist with development projects. This grounded theory study, which aims to understand the role these organizations played from the viewpoint of community members in 2 communities, posits that community members’ regard of international organizations lessened as their efforts transitioned from securing the peace and relief efforts to aid for development. Highlighted are the successes and challenges of this work and a broad discussion of implications and recommendations.

Because of its environmental damage and now often being the most expensive source for electricity production, coal use is declining throughout the United States. Michigan has no active coal mining and seemingly supportive legislation for distributed generation (DG) and renewable energy (RE) technologies. However, Michigan still derives approximately half of its power production from large centralized coal plants, despite the availability of much lower cost RE DG technologies. In the singular search for profits, some corporations inadvertently kill humans. If this routinely occurs throughout an industry, it may no longer serve a net positive social purpose for society and should be eliminated. This article provides a path to an objective quantifiable metric for determining when an entire industry warrants the corporate death penalty. First, a theoretical foundation is developed with minimum assumptions necessary to provide evidence for corporate public purposes. This is formed into an objective quantifiable metric with publicly-available data and applied to two case studies in the U.S.: the tobacco and coal mining industries. The results …

This paper analyzes International Environmental Agreements (IEAs) as tools to fight the threat climate change poses on the environment and sustainable development. The paper reviews the literature that provides a theoretical foundation for the IEAs. Particularly, the issues such as the greenhouse gas emissions levels, investments in green technology, the duration of agreements, and the process of negotiation that goes behind these agreements are reviewed. Past agreements (such as the Kyoto Protocol, Copenhagen Accord, and Paris Agreement) are studied to determine their effectiveness and potential problematic aspects related to the contracts.

Act 173 allows home school or private school students to enroll in academic courses in their local public school district. Passed in 2017, students to first used it for the 2017-18 school year. Despite the benefits of the Act to both parties, only 95 students across 43 schools representing 35 districts across the state of Arkansas used the Act to enroll in at least one course in their district. In this policy brief, we describe the students who used Act 173 in the 2017-18 school year, explore possible reasons why, and offer some policy implications.

Homeownership lies at the heart of the American Dream, representing success, opportunity, and wealth. However, for many of its citizens, America deferred that dream. For much of the 20th century, the devaluing of black lives led to segregation and racist federal housing policy through redlining that shut out chances for black people to purchase homes and build wealth, making it more difficult to start and invest in businesses and afford college tuition. Democracy is at risk worldwide. And the economy may be, too.

Seventy-one out of the world’s 195 countries saw their democratic institutions erode in recent years, according to the 2018 year-end report by democracy watchdog Freedom House, a phenomenon known as “democratic backsliding.” Signs of backsliding include elected leaders who expand their executive powers while weakening the legislature and judiciary, elections that have become less competitive and shrinking press freedom.

Competitive integrated employment is defined within the Workforce Innovation and Opportunity Act (WIOA, 2014) as full-time or part-time work at minimum wage or higher, with wages and benefits similar to those without disabilities performing the same work, and fully integrated with coworkers without disabilities. The Act requires that states ensure employment is offered as a priority outcome for people with intellectual and developmental disabilities (IDD). As a result, providers who offer employment support to people with IDD have been working to phase out sheltered workshops and transform to offer competitive integrated employment.
