This report, written for the Oregon Department of Transportation (ODOT) by Portland State University’s Northwest Economic Research Center, outlines the challenges that regional revenue collection poses for ODOT’s biennial Highway Cost Allocation Study (HCAS). The HCAS assesses the relative burdens of light and heavy vehicle classes on state infrastructure, in relation to the amount of revenue that said vehicle classes generate. In other words, it ensures that light vehicles and heavy vehicles are “paying their share” of state transportation expenditures.

The Fred Hollows Foundation identified a gap in this area through an evaluation capacity-building readiness assessment, and introduced the concept of participatory, real-time monitoring, evaluation, and learning bulletins grounded in the principles of knowledge translation. This article explores what it looks like when a foundation attempts to integrate accountability and learning practices, and presents a framework for the unique and complementary contributions that accountability and learning can make to the work of foundations.

The article also looks at the tensions that can arise when a foundation’s internal evaluation staff attempt to design, implement, and make use of accountability systems. Evaluators play a critical role in supporting philanthropic learning, programming, and strategy, but evaluation and learning in philanthropy is often limited in ways that impede deeper resonance and impact.

Most philanthropic evaluation is focused on the needs of individual foundations, knowledge sharing with the broader field is limited, and foundations struggle to integrate evaluation and learning as a management tool. The Institute for Veterans and Military Families (IVMF) conducted an evaluation to assess the effectiveness of Travis Manion Foundation (TMF) initiatives on improving the level of thriving and well-being among participating veterans, families of the fallen, and civilian members. For this study, the evaluation team used the Brief Inventory of Thriving (BIT) scale to determine the effect that program participation may have on individual thriving and well-being, in addition to supplementary questions about health, leadership, and community engagement. The Green New Deal (GND) is a U.S. resolution that aims to address economic inequality and global warming through a set of proposed economic stimulus projects. As nearly half of the U.S. populace lives in or near coastal areas, the GND needs to prioritize the sustainable use and preservation of the marine environment – called the “blue economy.” David Helvarg of Blue Frontier and Jason Scorse of the International Environmental Policy Program and the Middlebury Institute of International Studies suggest a series of policy and investment priorities for incorporation of the blue economy into the GND.

Drug-resistant tuberculosis (TB) patients have a greater risk of loss to follow-up (LTFU) than drug-sensitive TB patients, due to their longer treatment duration. This study aimed to determine the influence of decentralization and patient type on LTFU among multidrug-resistant TB (MDR-TB) patients in Indonesia. A retrospective cohort study was conducted at all MDR-TB treatment healthcare facilities in Indonesia from 014 to 2015. Using total sampling technique, 961 patients were examined and sampled. Of these patients, 86.03% were decentralized.
