This project demonstrates how an inexpensive system (hardware and software) can add new functionality to existing signal controllers, giving bicyclists an efficient way to cross a controlled intersection. The system integrates three components: (1) a Bike Connect box that resides near the signal-controller and is connected to it, (2) an application that runs on a Bike Connect device (currently an iPhone) and requests a green light at the correct approach-distance, and (3) a cloud-based publish/subscribe (pub/sub) component that handles cellular-communication between phone app and box. Abstract

Jewel Cave National Monument and Wind Cave National Park in South Dakota contain two of the six longest caves worldwide. These caves contain subterranean lakes that are important points of intersection between the water table of the Madison aquifer and the caves. During 2015 to 2017, several subterranean lakes were discovered in Jewel Cave, which previously was thought to be above the regional water table. The objectives of this study were to better understand the hydrology of the recently discovered subterranean lakes in Jewel Cave and to evaluate their relation or possible connection to similar lakes in Wind Cave. …

This project focuses on making our measures, models, and methods more transferable to other locations. Specifically, we re-evaluate, compare and test our pedestrian index of the environment (PIE) measure using data resources more commonly available to planning agencies across the country. Next, we test the results of PIE and its input data in models of pedestrian mode choice for stability of estimation results within a region (intraregional) and between regions (interregional). This research is the next logical step in the MoPeD’s enhancement and is critical to enabling its utility beyond the Portland region. The results of this project show that …

Current law enforcement agencies are facing increasing pressure to hire more female and minority applicants. In addition to this, many agencies may be struggling to hire sufficient numbers of qualified candidates in general. This has created a need for understanding the individual factors that may motivate specific types of individuals towards a career in law enforcement. The current study assesses these motivations in a sample of currently employed law enforcement officers, current students enrolled in criminal justice programs, and undergraduate students unaffiliated with a law enforcement career. Military families experience stressors unique to their occupation which strongly influence family structure. Deployment is one of the most impactful and unique experiences that a majority of current military families have experienced as it influences familial stability and structures. Previous research has found that when compared to civilian American families, military families tend to identify as more rigid than flexible while still maintaining good familial satisfaction reports. University scientists are frequently challenged to embrace stakeholder engagement in a way that departs from traditional contract-oriented relationships; this is occurring within water management across the American West. However, few studies specifically address how university scientists engage nonprofit organizations as stakeholders in collaborative water management research. This manuscript reports on an examination of a key set of stakeholders—nonprofit environmental organizations—with a goal to better understand how such organizations conceptualized, created, and implemented scientific data in water management decision making. Imagining An Old City In Nineteenth-Century France: Urban Renovation, Civil Society, And The Making Of Vieux Lyon, Patrick Luiz Sullivan De Oliveira

Urban histories of nineteenth-century France have tended to focus on Paris and emphasize state actions. This has obscured movements that were crucial in shaping modern cities, particularly segments of civil society that worked on preserving old neighborhoods. This article focuses on Lyon—a “second city”—and analyzes how state-driven urban renovations under the Second Empire fostered a fin-de-siècle localist reaction that sought to preserve what was seen as Lyonnais urban forms (in particular neighborhoods defined by their narrow and crooked streets). Through an antiquarian discourse, cultural elites argued that these urban forms were an essential part of Lyonnais identity—which they feared was …

In Nebraska, variations of bills attempting to amend mandatory minimum laws in the state have been introduced. The harshness of the mandatory sentences, as well as the looming state of emergency caused by prison overcrowding, have sustained the debate over sentencing laws. This essay identifies the core issues of mandatory minimum sentencing laws and analyzes the states of Nebraska, Texas, Alabama, California, and the federal system’s use of mandatory minimums for felony charges to identify potential solutions. When drafting nuclear law and regulations, both technical and legal expertise is needed to ensure the regulation meets the technical requirements for security, but also is legally enforceable within a country’s jurisdiction. This paper is intended to restate the case for the development of an "ethical theory of accountability" as an alternative to current theoretical frames being applied by students of accountable governance. I would emphasize the word "alternative" at this juncture, noting that an ethical theory should not be regarded as replacement for current models; rather it is offered as a reframing of accountability that can provide a significantly different perspective -- one rooted in (and built upon) ontologically distinct presuppositions about the nature of account-giving/receiving.

The focus of this study is to highlight the growing concern with the suicide rate among United States military veterans. This study seeks to demonstrate how spiritual care can help many veterans that are suffering from thoughts of suicide, by providing various theories of integration between psychotherapy and theology. The methods chosen for integration are the integrationist perspective, cognitive behavioral therapy, and Christian cognitive therapy. This thesis project researched homelessness among male veterans in Wake County, North Carolina to determine if they experienced a combat event that caused spiritual injury caused by moral injury and shame, which contributed to their homelessness. Joshua’s Conquest, the spiritual formation treatment program is used to treat the spiritual injury. The need for this program is explicated, along with the development of Joshua’s Conquest, and how it will treat this odious event, so the homeless male veteran will be able to obtain housing normalcy. Personally, this thesis project was fueled by experiences with homelessness and limited service in the military. …

The writings of Jane Jacobs led urbanists to advocate for increased social diversity in neighborhoods as a method of promoting vitality in public spaces. Since then, New York City has become both a role model and a testing ground for zoning changes that support this objective. However, since the 2000s community activists and scholars have argued that these zoning changes have led to the dislocation of communities of color and incentivized gentrification. This project analyzed panel social and housing census data from 1990 and 2015 to assess the validity of these arguments. Results suggest that zoning changes have limited and …

This paper looks at how cosmopolitanism is practised amongst Singaporeans who have experienced Singapore’s education reform in the 1990s. Cosmopolitanism in Singapore is tied to state-intervention with a national orientation. To complement Singapore’s push towards cosmopolitanism, the education reform in the 1990s promoted the idea of a national citizen with a global orientation. I looked at 40 Singaporeans born after the year 1990 to investigate cosmopolitan attitudes that have emerged from the tensions between cosmopolitanism and nationalism. To meet the state’s ideals of cosmopolitanism, these Singaporeans employed strategies to practice a particular form of cosmopolitan openness which prioritise national interests. …

More than half of the population of the continental United States resides in coastal communities, which are increasingly home to commercial shellfish aquaculture operations. Consequently, a variety of user conflicts can arise as states seek to encourage the development or expansion of shellfish aquaculture. Each of these conflicts creates the potential for opposition and legal challenges to the industry.

Evolutionary game theory (EGT) provides a powerful tool with which to unpack the interactive strategies of polluting enterprises (PEs), local government regulators (LG), and central government planners (CG) in China. Here, the prevailing institutional system of fiscal decentralization sees regulatory mandates set by the CG and enforced at the LG level. This delegation shapes managers' incentives when deciding the degree to which firms will incur costs to reduce pollution and comply with state directives.
