Introduction: This report studies the voter registration rates in face of the upcoming Texas Senatorial elections in November 2018.

Methods: Using the latest voter registration data by race and party in Texas and the Population Estimates of the Census Bureau, this report analyzes demographic change in the state and its relationship with the presidential elections of 2016.

The purpose of this descriptive case study was to conduct a policy analysis regarding electronic communication between educators and students in three rural East Texas school districts. The policy analysis for each district began with the initial implementation of teacher communication via electronic sources provided by the districts. The focus of the study was limited specifically to the policy regulating nonschool related, electronic communication by educators with students. This report describes collaborative efforts undertaken by the City of Easthampton Council on Aging (ECOA) and the Center for Social and Demographic Research on Aging (CSDRA), within the Gerontology Institute at the McCormack Graduate School, University of Massachusetts Boston. Beginning in Fall 2017, these organizations partnered to conduct a study to investigate the needs, interests, preferences, and opinions of the City’s residents age 55 and older. Leanne Serbulo presented a timeline of civil rights struggles in Portland, Oregon, at a public history roundtable at the Oregon Historical Society commemorating the fiftieth anniversary of the 1968 Fair Housing Act. In this record of her presentation, Serbulo documents milestones in dismantling racial discrimination between 1949 and 1990. For this timeline, Serbulo researched Metropolitan Human Relations Commission (MHRC) records held at the Portland City Archives and traces how the commission navigated the process of improving race relations in the city and Multnomah County. The estimated median home value for owner-occupied units in 2017 for the Omaha-Council Bluffs metro was $170,200. The median household income for households in owner-occupied units was $83,144. This paper presents the experiences from Nepal on how the findings from the National Assessment of Student Achievement (NASA) have been integrated into policy processes. The purpose of this brief paper is twofold: to give an overview of the process of the National Assessment of Student Achievement, and to describe how the results were disseminated to different stakeholders to incorporate the findings into the design of policy processes. In doing so, the case study highlights how the assessment findings have been used to design and implement policies and programs in education.

I started the Database of Demining Accidents (DDAS) in 1998 using public data gathered for the United States Army Communications-Electronics Command, Night Vision & Electronic Sensors Directorate. When they declined to publish and update the database, I did so with their tacit approval but no funding support. I did this in the hope of improving safety for deminers. The database is an easy-to use system containing the original demining accident reports overlaid with easy-search summaries.

There is a growing literature concerning participatory budgeting (PB), which transfers some element of budgetary decision making from the executive or legislature to citizens. During the earlier years of development, this practice was found primarily in less developed countries. Early PB reoriented government expenditures to better focus on the needs of the populace. Substantial shares of the budget were allocated through participatory process (Souza, 2001). PB is alternative claimed as an example of participatory democracy and deliberative democracy. This paper considers issues related to these theories and further develops a distinctive budgetary theory of participatory budgeting.

The knowledge of all occupied and unoccupied trips made by self-employed drivers are essential for optimized vehicle dispatch by ride-hailing services (e.g., Didi Dache, Uber, Lyft, Grab, etc.). However, the occupancy status of vehicles is not always known to the service operators due to adoption of multiple ride-hailing apps. In this paper, we propose a novel framework, Learning to INfer Trips (LINT), to infer occupancy of car trips by exploring characteristics of observed occupied trips. Despite the significant differences between the issues under contention, the Oslo peace process between Israel and the Palestinians and the “solution process” between Turkey and the Kurdistan Workers’ Party (PKK) were plagued by common dysfunctions that militated against their success. A comparative investigation points to several salient common denominators that rendered both peace processes susceptible to collapse, including the inadequate identification of the end goals of negotiations by the conflicting parties, mistrust and societal polarization.
