Research shows that students who demonstrate low reading achievement in 3rd grade have trouble catching back up to grade level and being successful in school, compared to their peers who demonstrate early proficiency (Fiester 2010; Hernandez 2011; Juel 1988). This report seeks to investigate what happens to Arkansas public school students who demonstrate low achievement in reading in 3rd grade. Reading scores from three cohorts of students are followed from 3rd grade until high school, beginning with data from the 2008-09 school year and continuing through 2016-17. This essay features an assessment of the various factors which play into the argument for legalization of physician-assisted suicide (PAS) in the United States for increased patient autonomy. Arguments for legalization of PAS as a means of end-of-life care remain separate from voluntary euthanasia. National legalization of PAS, for this fundamental principle of hospice care, is necessary to allow a choice to those in their final stages of life of how they wish to leave. My research seeks to understand the intersection between migration and intercultural mediation through a Moroccan context. The increase of undocumented and documented Sub-Saharans flowing into Morocco through the Western Mediterranean route creates an increase in intercultural spaces within Moroccan society. By analyzing Sub-Saharan livelihoods and discrimination in Morocco I address how ineffective intercultural communication creates tensions between Moroccan nationals and Sub-Saharan Migrants. By applying intercultural mediation theory I come to understand how intercultural mediation can be applied between these two cultural groups. This brief examines long-term academic outcomes for students who demonstrate low reading achievement in third grade. Following three cohorts of students from third grade through early high school, we find that students who are behind in third grade are unlikely to ever read proficiently. Economically disadvantaged students, Black students, and male students demonstrate less improvement in reading achievement over time than other types of students.

Stafford Disaster Relief and Emergency Assistance Act (Stafford Act, 1974), the law that structures federal natural disaster assistance for state and territories. As explained in this report, disaster support often requires multiple and special appropriations from Congress and the funding allocated for this purpose goes to a multiplicity of local and federal agencies that include Federal Emergency Management Agency (FEMA), the Department of Housing and Urban Development (HUD), and many others. Character skills, including conscientiousness, grit or self-control are important determinants of relevant life outcomes. However, researchers struggle to find valid measures of these skills and many existing datasets lack any measures of them at all. This limits research on how these important skills could be better supported and developed. Recent research has shown the potential of parametrizations of survey effort measures as proxy measures of character skills related to conscientiousness, to either complement other collected measures or to add to datasets that lack such measures. The increase in protracted refugee situations around the world complicates the provision of public services such as education. Accessing secondary school is key to individual and community empowerment for vulnerable refugees through providing higher education and employment opportunities. In this thesis, an array of graphene-based hybrid materials and aerogels are synthesized for use as novel thermo-electrochemical energy harvesters and for ascorbic acid biosensing devices. We conducted two Facebook experiments (the first one during July 21–25, 2016, and the second during April 22–25, 2018) to determine what type of message related to injunctive norms is more effective in getting Hispanic women interested in learning about financial planning for retirement. We also explore how social media tools could be used in future interventions to promote retirement saving among Hispanic women. In both experiments, we found that a message centered on peer influence may be more successful than a message centered on familism in getting Hispanic women interested in learning more about financial planning for retirement. Local researchers Greta Smith, Melissa Cornelius Lang, and Leanne Serbulo gathered at the Oregon Historical Society in Portland, Oregon, for a public history roundtable discussion moderated by Carmen P. Thompson, adjunct professor of Black studies and African American History at Portland State University. Inspired by the fiftieth anniversary of the federal Fair Housing Act, these researchers have uncovered and analyzed new sources related to the history of housing segregation — and resistance to that discrimination — in Portland, Oregon. This is a record of that event.

Globally, groundwater overdraft poses significant challenges to agricultural production. As a result, it is likely that new water management policies and governance arrangements will be needed to stop groundwater depletion and maintain agricultural viability. Drawing on interviews with state and non-state water managers and other water actors, this paper provides a study of a recent resource management agreement between surface water and groundwater irrigators in the Eastern Snake Plain Aquifer region of Idaho. Using adaptive governance as our descriptive framework, we examine how groundwater governance arrangements emerge and are applied to mitigate the impacts of groundwater overdraft. This study explores the repatriation process of millions of Rwandans that returned to Kigali after the 1994 genocide against the Tutsi, focusing on those that were born and raised in Uganda, Democratic Republic of Congo, Tanzania, and Burundi as a result of the ethnic violence in 1959 and its aftermath. To complete this project, both theoretical and empirical research was conducted, including academic perspectives, numerical data analysis, and one-on-one interviews on the field. Bosnia-Herzegovina, a country recently torn apart by ethnic violence in the 1990s, remains standing yet has struggled for the past two decades to materialize dynamic reform from political corruption and has failed to progress to a more stabilized society. Matters of ethnic divisions, political corruption, and economic underdevelopment all contribute to a deadlocked society vulnerable to further destabilization. The Dayton Peace Agreement produced an environment fit to maintain political corruption with elite entrenchment and governmental deadlock that continues to freeze the county in 1995 and inhibits true ethnic reconciliation.
